Introduction to the Symposium on Canadian Radio Research

There has been a dramatic shift in the philosophy of broadcast regulation. After decades of managing the local radio market structure with policies of ownership regulation, Congress and the FCC have mandated policies of ownership deregulation. This study examines the effect of deregulation policies on the small market radio industry. Recent research has explored issues of radio market structure and performance in larger markets; however, few studies have examined the impact of policy in smaller markets. This study analyzed 52 metropolitan statistical areas with populations less than 125,000. The study used regression analysis to identify the effect of deregulation on the number and type of radio owners in the small markets. Overall, the results revealed that the Telecommunications Act of 1996 had a dramatic impact on the number of local radio owners in the small markets.

Digital Radio in Brazil: Indecision and Impasse After a Ten-Year Discussion

Government and radio broadcasting stations have been debating the model of digital transmission to be adopted in Brazil, without having come to a consensus. The impasse is related to the technological characteristics of the available systems (IBOC, DRM, and DAB) that are not integrally adaptable to the model of radio broadcasting, to the regulatory laws, and to the rules of the radio market in the country. Tests done with IBOC reveal that the digital system does not provide the same coverage as a quality analogical AM radio. Other aspects are the technical conditions of the Brazilian broadcasting stations and their adaptability to a digital system: 37% of them still function with valve transmitters, most of them being between AM commercial and public radio stations. As they are broadcasting stations with few resources for investment in transistorized equipment, it will be necessary to create public policies of incentive for digitalization, which would collaborate toward the sustainability of the sector. The present study presents data from a sample of 750 stations, which corresponds to 96.45% of the profile of the Brazilian radio market, and integrates the data with national research.

O'Neill,Digital Radio in Europe: Technologies,Industries, and Cultures

The U.S. Government's role as overseer of the World War II airwaves was significant, given the government's task of establishing a supervisory mechanism for the radio industry that would serve the need of national security and, at the same time, minimize the need for bureaucratic intrusion into program decision making. A mechanism also was needed to police the domestic airwaves for unlicensed intruders and to monitor the international airwaves for enemy propaganda. To accomplish these tasks, the government enlisted the services of three agencies: the Federal Communications Commission, the Defense Communications Board, and the Office of Censorship. This paper examines the structure, operation, and contribution of each.

Marketing is no longer a sporadic activity undertaken on an ad hoc basis, but rather has become an integral component of every library's day-to-day operations. This article provides an overview of basic marketing principles and then examines effective marketing strategies and promotional techniques in an academic environment. While viewed within the context of the law school setting, a majority of the marketing activities discussed are equally applicable in other types of law libraries.     

Digital Radio Policy in Canada: From Analog Replacement to Multimedia Convergence

Digital radio policy in Canada has moved from a position of seeking to migrate all radio broadcasting onto a single digital transmission system (Eureka-147) to a multi-platform, cross-media and multimedia approach. The most recent digital radio policy of 2006 suggests a range of new possibilities for radio broadcasting, including multimedia broadcasting, but as a result has compromised the early adoption of the Eureka-147 standard. This paper contrasts the different policy contexts of 1995 and 2006 and argues that the competing technological options for digital audio delivery now pose significant dilemmas for broadcasters and policy makers.     

The Evolution of Early Visions:

If history helps us to understand the present and prepare for the future, we should view current information products and services in their historical perspective. The information industry, as we know it today, developed largely from the concepts of the American Documentation Institute (ADI), which was founded in 1937 and which became the American Society for Information Science (ASIS) in 1968. This essay reviews the dreams of Watson Davis, founder of ADI, and the degree to which those dreams have been realized in the international information society. The evolution of those visions are evident in technology, information retrieval systems, information policy, and standards. The author also reviews the nature of the workstation called a "memex" described in 1945 by Vannevar Bush but which had been envisioned by Davis and his wife, Helen in 1935. These early visions of an end-user workstation closely resemble the current state of end-user information management that is possible today.
