The Research on the System of Examination and Assessment of Academic Teachers Based on the Cultural Reflections

With some reflections on the management culture of higher educational institutions in China, this paper presents that it is not adequate to make analyses of rules and regulations from the mere perspective of institutional economics to get rid of short-term, which can be accounted for on a deeper level by the absence of management culture in the prevailing assessment system of teachers＇ achievements; while the key to reform the system of assessing teachers＇ work is to rebuild cultural conceptions in the management of higher educational institutions.     

System construction on psychological harmony education of college students

The psychological harmony education, oriented to the unity of Truth, Good, Beauty, and in pursuit of a healthy, balanced and harmonious development of individual psychological quality to improve the mental quality, is an important part in mental education. In order to better fulfill the psychological harmony education of the college students, as well as guarantee this achievement, it should persist in the principles of wholeness and systematism, fully displaying the roles of Mental Health Education Center, teaching system, management system and environmental system. Besides, it should also pay more attention to the family education, social system and self-education of them.     

On the policy structure and orientation of governing the school choice problem in China＇s basic education

The paper analyzes the nature of the basic education, and points out that the scarcity, disparity and exclusiveness to a certain degree form the inner reasons of school choice in China. In review of the policy evolution of governing the school choice problems, and analyzing the policy framework of the current stage, the paper holds that expanding public expenditure is the basis of providing adequate, fair and quality compulsory education and high school education, and the role of social forces should be brought into full play so as to promote the diverse ways of delivering educational services. In reality, the significant institutional guarantee to govern the problem of school choice in China is to transform the government function and build the government more public service oriented, implement the government accountability system and build transparent public debate sphere.     

Real-time temperature control for high arch dam based on decision support system

It is important and difficult to control the temperature of mass concrete structure during high arch dam construction.A new method with decision support system is presented for temperature control and crack prevention.It is a database system with functions of data storage,information inquiry,data analysis,early warning and resource sharing.Monitoring information during construction can be digitized via this system,and the intelligent analysis and dynamic control of concrete temperature can be conducted.This method has been applied in the construction of the Dagangshan Arch Dam in China and has proven to be very convenient.Based on the decision support of this system and the dynamic adjustment of construction measures,the concrete temperature of this project is well-controlled.     

Credibility and Security of Weighing System for Large Structure Object

The weighing system designed for large structure object is mainly composed of three parts. The part of hydraulic system is made up of hydraulic cylinders, high pressure hydraulic hoses and electric pumps; the part of computer controlling system comprises pressure sensors, displacement sensors, data acquisitions, RS 485 network and the computer controlling model; the part of loading system is composed of the fulcrum structure and the concrete girder. The measurement principle and composition of the weighing system are discussed in this paper. Credibility and security of the weighing system are fully considered during the design phase. The hydraulic system is controlled by pilot operated check valves in case of the sudden loss of system pressure. The states of all gauges and RS485 network are monitored by computer controlling system functioning in different modules. When the system is running incorrectly, it will be switched to manual mode and give alarm. The finite element method is employed to analyze fulcrum structure so that the system has enough intensity to be lifted. Hence the reliability of the whole system is enhanced.     

Delay-dependent robust control for uncertain discrete singular systems with time-varying delay

The design problem of delay-dependent robust control For uncertain discrete singular systems with time-varying delay is addressed in this paper. The uncertainty is assumed to be norm-bounded. By establishing a finite sum inequality based on quadratic terms, a new delay-dependent robust stability condition is derived and expressed in terms of linear matrix inequalities （LMIs）. A suitable robust state feedback control law is presented, which guarantees that the resultant closed-loop system is regular, causal and stable for all admissible uncertainties. Numerical examples are given to demonstrate the applicability of the proposed method.

Learning Assessment and Resource Evaluation： Two Tough Battles of Distance Education Xie Yangbin, Sang Xinmin Abstract：This is a dialogue among two scholars about current development and change of distance education in China. Although significant achievements have been made, many problems also emerged in the third generation of distance education. To solve these problems, the authors argue that building and refining a robust evaluation system is one of the priorities. Besides the evaluation of institution and its learning support service delivery, the components of this new system include various emerging models for assessment of learning and evaluation of instructor, curriculum and resources. Around this priority, Learning assessment and resource evaluation could he the first two breakthroughs in the reform of distance education, with the purpose to improve learners independent learning ability, self confidence and comprehensive quality. The Empirical Study on Chinese Style Dual System Basing on Foxconn Training Base Program

So far many existing papers have made study on dual system.While most scholars take the opinion that dual system can give obviously positive effect to skilled talent training,some theorists argue that the precondition of dual system performs excellently is dual system should be localized according to the reality of a country or a district.This paper analyzes dual system practice in China from an example of Foxconn Training Base,the conclusion is that in Foxconn Training Base Program,dual system has been localized successfully and evolved into triangle system,and this program management pattern can be used in other areas of China as a mature,standard Chinese dual system pattern for skilled talent training.     

Study on the Reasons of Western Festivals’ Popularity in China

With the development of reformation in China and the expanding of foreign exchanges,as the main composition of western culture,western festivals become a fashion in China.It has a special and far-reaching influence on our native festival culture and the young greatly.While many people especially young people celebrate western festivals,the Chinese traditional festivals seem fading out.This is an urgent problem that needs to be solved.This thesis is closely tracking the trend of the modern time and grasps this urgent and universal problem to conduct the research.On the basis of the investigation and analysis,this thesis aims to find out the underlying reasons of western festivals’ popularity in China and offer some sensible and effective corresponding countermeasures to this problem.     

Feature Solution in the Process of Parameterizing Port Model

Aimed at attaining to an integrated and effective pattern to guide the port design process, this paper pats forward a new conception of feature solution, which is based on the parameterized feature modeling. With this solution, the overall port pre-design process can be conducted in a virtual pattern. Moreover, to evaluate the advantages of the new design pattern, an application of port system has been involved in this paper; and in the process of application a computational fluid dynamic analysis is concerned. An ideal effect of cleanness, high efficiency and high precision has been achieved.     

Situation of China’s solar water heater industry, related national standards, testing and the Golden Sun certification program

China is the largest solar water heater producer and market in the world. Despite the fast growth and an installed capacity that accounts for the majority of the global gross, China＇s per capita solar hot water capacity is still very low, implying a huge margin of market potential; and the recognition of the industry in the global market is handicapped by the scattered scale of production and inconsistent product quality. To ensure continued growth of China＇s solar water heating （SWH） industry, Chinese Government has established a series of national SWH standards, three national testing centers, and a certification program to lay the foundation for the development of the Golden Sun product labeling system. China General Certification Center （CGC） developed the Golden Sun product certification and labeling system on a pass/fail basis evaluating with established criteria. The system was designed to help manufacturers acclimate to explicit consistent requirements and to identify and fix the deficiencies in the design and execution of the program itself. Timely revision and integration of the national standards are recommended to accommodate the test procedures and requirements to new technologies and the evolving SWH ,market. Strict implementation of the Golden Sun certification and labeling system are suggested to avail improving the quality control and forging internationally reputable brands of Chinese solar water heating products.     

On Translation Approaches of International Treaties from English to Chinese-A Case Study of CISG

With the acceleration of the process of globalization and the more important role China is playing on international stage,both our economic systems and our notions of right and system of law should and had to be improved to attune to new conditions.In this process,many laws and customs including international treaties need to be translated from English to Chinese to make it convenient for scholars,researchers and legal workers and practitioners in law to study and practice.However,theoretical research on legal translation,especially from the perspective of standards of the translation of treaties,still lags behind.     

Modelling and Simulation of System Dynamics of Hybrid-Driven Precision Press

Different from conventional mechanical systems with single degree of freedom (DOF),the main idea of the system of hybrid-driven precision press is to combine the motion of a constant speed motor with a servomotor via a two-DOF mechanism to provide flexible output. In order to make the feasibility clear, this paper studies theoretically the dynamic characteristics of this hybriddriven mechanical system. Firstly,the dynamics model of the whole electromechanical system is set up by combining dynamic equations of DC motors with those of two-DOF nine-bar mechanism deduced by the Lagrange‘s formula. Secondly through the numerical solution with the fourth Runge-Kutta, computer simulation about the dynamics is done, which shows that the designed and optimized hybrid-driven precision press is feasible in theory. These provide theoretical basis for later experimental research.     

Value Choice and System Enlightenment of the U.S.Business Judgment Rule

Through analyzing theories and legislative cases in respect of Business Judgment Rule in American justice systems with the com parison method,this article reveals that the business judgment system is conducive to the protection of rights and interests of the directors in decision making,and enables the court to avoid the substantive review on business management in an effective manner;at the same time,in view of the blanks and deficiencies in the legislation of China in the "Company Law" and other relevant laws,it is recommended that the Business Judgment Rule be introduced into China and the legislation in respect of director accountability be strengthened,while the direc tors fiduciary duty and other supporting systems be improved,with the reference of the U.S.practice,to clarify the legal boundary between rights and responsibilities of directors.     

Data Mining and Visualization of Grid-Based City Emergency System

A cluster analyzing algorithm based on grids is introduced in this paper,which is applied to data mining in the city emergency system. In the previous applications, data mining was based on the method of analyzing points and lines, which was not efficient enough in dealing with the geographic information in units of police areas. The proposed algorithm maps an event set stored as a point set to a grid unit set, utilizes the cluster algorithm based on grids to find out all the clusters, and shows the results in the method of visualization. The algorithm performs well when dealing with high dimensional data sets and immense data. It is suitable for the data mining based on geographic information system and is supportive to decision-makings in the city emergency system.     

Culture Component is the Necessity in ELT Classroom

In the educational system of China, the aim of teaching school students English language as their main course is in order to enable them to communicate with the foreigners who are English speaking natives. In this paper, firstly, I will list out the definitions of culture given by different kinds of scholars. Secondly, I will describe the chief as- pects of culture which are taught in EL T classroom in the context of China. Lastly, I will explain, take my own teach- ing as an example, the ways of teaching the above mentioned parts of culture four different genres of modules. The main purpose of this essay is to emphasis the importance of teaching culture （may take the British culture as the specific example） in the EL T curriculum and study the effective teaching methods are used in it.

Synchronized strategy to minimize vehicle dispatching time： a real example of steel industry

Time compression in supply chains is a crucial aspect involved in the integration of warehousing and transport operations in the manufacturing industries. Sup- ply chain flows could be interrupted due to many sources of delays that lead to additional time in dispatching process and reduction in customer service level. The problem considered in this paper consists of long waiting times of loading vehicles inside the plant. This work presents a simulation-based study to minimize vehicle dispatching time in a steel wire plant. Value stream map is developed to present a system perspective of processes involved in the overall supply chain. Process activity mapping is com- pleted to provide a step by step analysis of activities involved in the vehicle dispatch process. A simulation model is developed for the system and a new model is proposed to improve the delivery performance by mini- mizing vehicles＇ waiting time.     

Declining quality of Nigerian university graduates： Revitalizing quality assurance through foreign agencies＇ support

Increasing and uninterrupted supply of high-level manpower has become a fundamental pre-requisite for social and economic development of any nation. Hence, the direction of the university education in Nigeria is intensifying and diversifying its programmes for the development of high-level manpower within the context of the needs of the nation. To achieve this, the government of Nigeria initiated higher education policy reforms that intended to bring its university system more in line with international good practices. It is however disheartening to note that the quality of university graduates in Nigeria has continued to decline due to inadequate funding. The focus of this paper is to examine how foreign agencies＇ support would help to increase the quality of Nigerian university graduates.
