腐败一直是人类社会的顽症,反腐防腐是一项长远的系统性的工程。这项工程对于掌权者、权力主体来说,要落实于构建“四个不”,即一要加强反腐教育提倡廉政,构建“不想腐败”的思想道德防线;二要合理制定公职人员的待遇和福利,构建“不愿腐败”的经济底线;三要加强监督确保廉政,构建“不能腐败”的权力规范机制;四要健全法制保障廉政,构建“不敢腐败”的法律防护环境。

英国教育福利政策在其福利国家现代化进程中经历了几番变革.经典福利国家时期推行了“国家主导范式”教育福利改革,将“社会公平优先”作为政策伦理诉求;福利国家紧缩时期推行了“市场主导范式”教育福利改革,将“市场效率优先”作为政策伦理诉求;社会投资国家时期推行了“混合治理范式”教育福利改革,将“社会公平与市场效率平衡”作为政策伦理诉求其对于后福利时代我国教育福利事业发展的启示是:发挥“政府一市场一家庭”多元混合教育福利治理的合力作用;追求“社会公平与市场效率平衡”教育福利政策价值目标;将教育福利作为破解我国儿童贫困代际传递难题的根本途径等.     

从多元概念到统一定义——动物福利科学元范式形成的研究

大学动物福利联盟于1926年成立,并正式将“动物福利”作为科学概念提出,初步在实验动物领域实践与发展了与此概念相关的科学与技术。第二次世界大战后,随着集约化养殖方式下的动物福利问题日益突出,科学界展开了关于“动物福利”科学定义的热烈探讨,呈现出多元化的察思与研究方式。至20世纪90年代,统一的“动物福利”定义得以形成,并在广泛的领域内被逐渐认可,成为动物福利科学建制化的重要基础。“动物福利”源于伦理关切,但最终成为一门独立、完备的科学,这反映出其概念与定义的“元范式”内涵,并展现了该范式历经演变走向成熟的过程。     

构建新时期反腐倡廉的有效机制

当前我国改革发展正处在关键时期,反腐败形势十分严峻。要构建新时期反腐倡廉的有效机制,必须建立“不要”腐败的教育机制,“不能”腐败的约束机制,“不易”腐败的防范机制,“不需”腐败的保障机制,“不敢”腐败的惩处机制。     

大学生对政府官员腐败的认知归因研究

运用《个人传统性和个人现代性量表》和《腐败归因问卷》,选取261名中国大学生为对象,调查分析中国大学生对政府官员腐败归因的维度、团体归因偏见以及文化取向与腐败归因的关系。研究发现：中国大学生对官员腐败主要归因于“反腐法律、制度不健全”、“政商勾结的国内体制”和“腐败风气”等外在的、稳定的、可控的因素,以及“官员对家人和周围亲信管教不严”、“反腐只是口号和手段”、“个人道德品行低下”等内部的、可控的因素;中国大学生在官员腐败归因中,没有表现出“团体自我服务偏见”;“传统人”对中国官员腐败原因的认知,偏重于难以控制和改变的因素,而“现代人”对腐败原因的认知,则偏重于稳定的、可控的因素。
