This article presents a critical analysis of the development and implementation of the 2014 inclusive educational policy in Samoa. While Samoan culture is traditionally founded on inclusive social practices, rather than reflecting these practices in their policy, Samoan policy developers have been under pressure to adopt or borrow policy from other countries. The findings of this intrinsic case study highlight the complexity of formulating inclusive education policies for small developing countries and why policy developers borrow from other developed countries. The theoretical framework used to analyse observation data in this study is based on the notion that national process of development is a powerful influence in educational policy. The authors argue and advocate for the existing but overlooked strengths of the local knowledge community capacity when policy is borrowed from other countries, and how the findings of the case study contribute to future attempts at policy development. We found that the draft policy needs to and does reflect Samoan culture, values and vision. However, adopting foreign practices such as the individual education plan and placement rules is not relevant to the Samoan context. The identification and development of inclusive education beliefs, skills and practices in schools is a priority.  相似文献

There is a growing consensus that existing arrangements for policy making in education are far from optimal. This paper is about policy making and the roles of—and relationships between—elected officials, civil servants and academics in the making of policy. It aims to open up a conversation about new ways of making education policy that make better use of academic expertise by shedding light on policy making from the perspective of a former policy broker. With specific reference to England, experiences of the world of policy are drawn on to provide an account of the following: the disconnect between academic research and policy; what good policy advice looks like; and, most significantly, what an expert policy advice mechanism in education could look like. The mechanism put forward is one possibility for further discussion within the academic community in the first instance: an independent group of diverse academic experts to provide trustworthy and transparent policy advice to the education ministry. It is envisaged that by bringing a set of insights together here, understandings of the world of policy making will be enhanced and further thinking and conversations about mechanisms for expert policy advice in education will be induced, starting with this flagship journal's readership. The subsequent accumulation of these discussions may then, in time, lead us towards better policy making.  相似文献

In 2011, Southampton Solent University, a post-1992 university in southern England, introduced a new marking scheme with the aims of changing marking practice to achieve greater transparency and consistency in marking, and to ensure that the full range of marks was being awarded to students. This paper discusses the strategic background to the scheme's development, analyses the role of the working group and stakeholder involvement in developing the initiative, and presents a critical commentary on its success within the frame of the university as a ‘learning organisation’ [Senge, P. ABSTRACT

In this article, we focus on the transformations imposed on schools by individual parents, arguing that schools as modern organisations change not only through top-down pressures orchestrated by an array of international organisations, for-profit companies and media as shown in previous research, but also through the agency of mobile parents, who seek to import reforms from elsewhere, based on their previous schooling experiences abroad. We focus on a specific group of middle class parents, who are continuously mobile, moving between global cities for employment. This paper brings into the discussion the role of individual parental strategies as they seek to promote education policy-borrowing. By applying the theoretical lens of stakeholder identification and salience, using a multi case study research design, we suggest that parents express high levels of power, legitimacy and a sense of urgency, thus being able to successfully advocate for change. We argue that while exploring organisational reform occurring due to the globalisation of education, we must view parents as central actors in this new space.  相似文献

This paper argues that the content, analytical approaches and institutional affiliations of authors of articles published in the latest issues of two leading educational policy studies journals provide useful insights into the contested nature of educational policy studies. The paper draws upon a selection of articles published in 2007/08 issues of two flag-ship policy journals, the UK-based Journal of Education Policy, and the US-based Educational Evaluation and Policy Analysis. At the same time, the article is also suggestive of how Pierre Bourdieu's analytical resources of field, habitus and capital might be used to understand the academic journal publication practices which contribute to this contestation. The paper suggests that these journals and the articles within them may be construed as valued capitals and ‘traces’ of a broader conflict over what is considered valid research within the field of educational policy studies.  相似文献

Abstract

This study explores the macro education policy design on the vocational education system for the new generation of migrant workers in China. The content system of vocational education, the certification system of vocational education, the supporting system of vocational education, and the governance system of vocational education are comprehensively proposed to investigate the contemporary macro-level educational policy design for constructing the sustainable vocational education ecosystem of the new generation of migrant workers. All these four sub-systems are systematically intercorrelated to conceptualize the framework of macro education policy design. Higher education systems in many parts of the world are experiencing the emergence of policies for knowledge transfer (KT). KT policy discourse reflects attempts to make universities more responsive to the needs of the knowledge economy and can be seen as a trend towards extracting a greater contribution from universities to the economy and society as a whole. This paper explores some of the practical tensions associated with operationalisation of KT policy with an institutional case study. Discourse analysis of university documents, and interviews with managers and academics, highlight the struggle between policymakers and academics around development of a KT strategy. The case reveals the potential pitfalls of adopting a commercially-oriented approach to KT in a service-oriented academic community. Effectively capturing the academic community's sense of service to the community in policy design may be one way of ensuring success and ensuring that KT policy is not ‘lost in translation’.  相似文献

This paper focuses on the role of networks in the policy-making process in education and discusses the potential of network analysis as an analytical tool for education policy research. Drawing on publically available data from personal or institutional websites, this paper reports the findings from research carried out between 2005 and 2011. Through document analysis, we investigated the composition, activities and strategies adopted by an important policy network in Latin America and traced its developments in Brazil. We adopted the categories – texts, technical artefacts, human beings and money – proposed by Callon to identify the links between the main actors and organizations in that network and drew our conceptual framework from the work of Gramsci in order to analyse the struggle for hegemony and the role of business interests in education policy-making. The findings show that the expansion of networks does not replace the State in education, but rather the State constitutes a strategic node in these networks.  相似文献

In this paper, we demonstrate how history informs how policy meanings are constructed and the rhetorical strategies used to convince others to accept these meanings. We have two goals: (a) to show how a group of non-governmental actors, People for Education, became part of Ontario, Canada’s policy discursive network; and (b) to demonstrate the utility of constructing cultural and microhistories in critical policy analysis. This article is important because it describes resistance from a critical perspective and offers a methodology for producing histories of struggles over meaning-making in educational politics.  相似文献

What counts as critical policy analysis in education? Over the past 30 years, a tightening of national educational policies can be seen in the USA and across the globe. Over this same period of time, a growing number of educational policy scholars, dissatisfied with traditional frameworks, have used critical frameworks in their analyses. Their critical educational policy work has contributed to a unique intellectual landscape within education: critical policy analysis. This article presents a qualitative exploration of the critical policy analysis approach to educational policy studies. Participants included scholars known to utilize critical theoretical frameworks and methods in their research. Through a historical approach that makes use of oral history interviews with educational policy, we developed an understanding of the critical approach to policy studies, its appeal among critical education policy scholars, and the rationales driving its use.  相似文献

ABSTRACT

Within Australian higher education, there has been an evolving of employability policy, realised in curriculum, at an intersection of the constructs of employment, work-readiness, life-long learning, and career development. The enactment of employability policy has driven an evolution in the practices of higher education in both curriculum and student support. This paper presents a case study of an Australian university which has reimagined the delivery of career and student support services through a framework that envisions preparing students for future worlds of work. The emergent policy framework has transformed organisational structures, human resources, and connections between student support practices and curriculum design. This transformation has generated new intersections of practice and is challenging institutional constructs of expertise. This case study provides transferrable learnings for broader considerations of higher education policy and practice as employability becomes the core driver of student success, and explores layered discourses of policymaking across an institution.  相似文献

Ontological politics has received increasing attention within education policy studies, particularly as a support for the notion of policy enactment. While policy enactment offers serious challenges to traditional approaches toward policy implementation, this paper takes up ontological politics as a concept that extends beyond implementation and holds consequences for policy formation as well. Analysing the different uses of evidence in recent policy documents from Aotearoa New Zealand, this paper argues that an ontological politics of evidence grounds policies in ways that define what can and cannot be enacted, what this paper terms policy enablement. The analyses illustrate an ontological politics of evidence that excludes non-experts in the first instance, and that sanitises the critical elements of enactment in the second. Both analyses highlight the ways policy enablement emerges from ontological politics and offers a supplement to policy enactment. Following these analyses, the paper offers some provisional thoughts on the relationship between enablement and enactment as an approach that attends to context as a constitutive element of policy-making.  相似文献

The International Baccalaureate (IB) is noted in school reform policy circles as the gold standard of academic excellence. While the presence of IB as a sought-after education vendor has grown in the past decade, the organization has attempted to shake off its image as an elite agency serving only private international schools with its longstanding liberal arts curriculum. As such its turn toward the public sector in the United States with a credential for vocational students appears perplexing and out of step with its product brand, but the newer Career Programme (CP) is marketed as meeting the needs of applied learners in secondary schools. This paper offers a case study of two schools in one US state that adopted the CP, generating IB school enrollments from among talented vocational students while elevating its ranking on the college and career readiness (CCR) score, an annual assessment of postsecondary success. The CCR policy reformers advocate curricular improvements so that all students receive the academic foundations and employability skills needed to thrive in the new economy. Yet the egalitarian discourse of CCR could not be attended to using the CP. In this case study only high-achieving students were advised to participate and enroll in the program.  相似文献

In this paper two premises are set out: first, that within Children’s Services educational psychologists (EPs) have a distinctive contribution to make towards policy and practice in relation to “dyslexia”; second, that they may be well placed to lead development work at an organisational level within a local authority. Building on previously unpublished work, the authors report a case study of the development of a local authority dyslexia policy led by an EP over a two year period. Data were collected from an account by the lead EP, a policy development group members’ focus group, and a questionnaire survey of special educational needs coordinators (SENCos). The findings confirm the scientist-practitioner contribution of the lead EP to both the product and the process of successful policy development and implementation. Facilitators, barriers and secondary benefits in relation to successful policy development within multi-disciplinary Children’s Services are considered, and the policy-practice inter-relationship is theorised.  相似文献
