A Study of Salary Constraints in Estonian University Libraries

This article examines salary conditions among the staff of Estonian university libraries. Previous research has shown that academic librarians are not always satisfied with their salaries, whether in developing or developed countries. The data used in this paper are based on a review of relevant literature and on the results of the original online survey created by the paper’s authors and administered in 2011/2012 in Estonian university libraries. The results are interpreted in the light of the literature, the legislation of Estonia, and the authors’ opinions, which are based on long-term working experience in Estonian academic libraries. The study concludes that the biggest challenge today for Estonian university libraries is salary: it is critical that these libraries increase their employees’ salary and thereby improve their economic status. We hope that the issues raised by this research will be helpful not only for library managers but also for library employees generally.

高职院校图书馆绩效管理的成败在一定程度上取决于是否采用了与其性质和发展阶段相适应的绩效管理模式。高职院校图书馆具有规模小、自主权有限、人员整体素质不高、仍处于成长阶段等特点,宜采用激励型而非管控型的绩效管理模式。     

我国高校图书馆社会服务调查研究——基于南京地区25所高校图书馆社会服务调查

[目的/意义] 针对目前高校图书馆社会服务过程中存在的问题,通过考察一个地区的高校图书馆社会服务实践,提出对策建议,为我国高校图书馆服务社会提供决策依据和参考。[方法/过程] 以南京地区25所本科高校图书馆为研究对象,通过访谈法与网络调查法等实证研究方法调查分析其社会服务内容以及在社会服务过程中存在的一些问题。[结果/结论] 调查结果显示,南京地区高校图书馆社会服务主要对象为高校用户和区域内其他科研单位,呈现出明显的倾向性与针对性;在服务社会的过程中也存在着资源缺乏、非竞争性资源和服务的受惠面过于狭窄等局限。为今后高校图书馆更好地开展社会服务提供了事实依据。     

University libraries in Pakistan and status of collection management policy: Views of library managers

In the emerging digital paradigm, the role of a collection management policy (CMP) has become fundamental for managing collections in university libraries. This paper mainly explores both the status of CMP in the university libraries of Pakistan and the opinion of university library managers regarding the need for a CMP in their institution. It also briefly narrates the development in the function of contemporary universities and their libraries in the country. The paper is based on literature review, experience, and opinions obtained from the respondents through a questionnaire consisting of open-ended and closed questions and interviews. The data were collected as part of this researcher's doctoral study [7]. The analysis revealed that almost all respondents were in favor of having a written policy but did not prepare such a document in the literal sense. The reasons of this status emerge as lack of basic know-how, practical training, etc. The study suggests continuing professional education and self-studies on the librarians part to improve the situation in this regard.

Communication,Collaboration, and Enhancing the Learning Experience: Developing a Collaborative Virtual Enquiry Service in University Libraries in the North of England

ABSTRACT

This article uses the case study of developing a collaborative “out-of-hours” virtual enquiry service by members of the Northern Collaboration Group of academic libraries in the north of England to explore the importance of communication and collaboration between academic library services in enhancing student learning. Set within the context of a rapidly changing UK higher education sector the article considers the benefits and challenges of collaboration and the contribution of library services to the student experience. The project demonstrated clear benefits to student learning and evidence of value for money to individual institutions as well as showing commitment to national shared services agendas. Effective communication with students, with colleagues and stakeholders in our own and other Northern Collaboration member institutions, and with OCLC, our partner organization, was a critical success factor in the development, promotion, and uptake of the new service.

以江苏教育122所江苏省普通高等学校为调查对象,从各高校的数字图书馆门户网站入手,结合邮件或电话询问,对数据库数量分布情况、中外文数据库引进情况、特色数据库建设情况及数字资源整合情况进行详实数据调查,分析江苏高校图书馆数字资源建设现状,以期通过建立政策保障机制、质量管理机制、绩效评估机制、协作共建机制,促使江苏高校图书馆数字资源建设可持续发展。     

Popular Reading Collections in Public University Libraries: A Survey of Three Southeastern States

Offering a separate, popular reading collection can be a valuable public service in academic libraries. Popular reading is also known as leisure reading, recreational reading, and reading for pleasure. These phrases are synonyms for an interest in reading bestsellers, mysteries, romance novels, biographies, graphic novels, humor, self-help, or popular nonfiction, among other literature categories. This article examines the survey data of popular reading collections in the public universities of three southeastern states. It also discusses the popular reading collection at the author's library, also located at a southeastern public university, and analyzes the data from both circulation records and a survey of more than 100 patrons who used the collection during the fall 2008 semester.     

Organizational Commitment in Estonian University Libraries: A Review and Survey

The data used in this article is based on the reviewing of relevant literature to provide an overview of the concepts of organizational commitment, job security, and interpersonal relations, as well as on the results of the original online survey, conducted by the article's authors, held in 2012 in Estonian university libraries governed by public law. On the basis of the current study it can be said that Estonian university librarians’ are generally committed and loyal to their library, but significant influencers of that are general job satisfaction, job security feeling, good relationship with the closest colleagues, and support and recognition from direct supervisor. However, the sign of a danger is that 42% of the respondents are ready to change their job, if a more suitable opportunity is available. The results also show that the length of employment in a particular library is positively correlated with job commitment. The biggest challenge for managements of the university libraries in Estonia is to keep young professionals not only committed to their current libraries, but also committed to their chosen occupation. Management should also pay more attention to improve communication between direct managers and employees, and to improve the job security feeling among librarians.     

Thriving in the Age of Accelerations: A Brief Look at the Societal Effects of Artificial Intelligence and the Opportunities for Libraries

Fifty years of the compounding effects of Moore's Law have led to enormous advances in computer processing power. Increased network speeds, the availability of big data, and machine learning techniques have accelerated the development of artificial intelligence; this promises to dramatically change many industries, including libraries. This article offers some thoughts on the effects of automation on employment, the social and political fallout, and the threats and opportunities for academic and public libraries.     

高校图书馆大数据服务现实困境与应用模式分析

[目的/意义] 为提高高校图书馆大数据应用服务水平,在综述图书馆大数据服务国内外研究进展并分析现实困境的基础上,提出一种高校图书馆大数据应用模式体系。[方法/过程] 从大数据收集与整合、大数据分析方法、知识服务以及破解资源紧缺难题等角度分析图书馆大数据应用之困境,构建基于大规模网络分析方法的图书馆大数据应用模式体系。[结果/结论] 结合知识管理理论和开源云计算平台的基于大规模网络分析方法的图书馆大数据应用模式,能够应对当前高校图书馆大数据服务面临的挑战,并有效促进高校图书馆大数据服务的进一步发展。     

Resource Sharing in the ICT Era: The Case of Nigerian University Libraries

The paper examines how information and communication technology can be utilized for resource sharing among university libraries in Nigeria. It was based on the study and review of recent library and information science literature on both print and electronic resources. It discusses the meaning of information and communication technology, resource sharing practices, and how information and communication technology facilitates resource sharing. It traces the history of resource sharing among Nigerian libraries. The current state of information and communication technology application and utilization in Nigeria and its university libraries is revealed, with emphasis on university libraries that are located in different zones of the country. The paper examines challenges facing Nigerian University Libraries with respect to information and communication technology application and utilization for resource sharing, as well as to areas of library operations to which information and communication technology can be applied and utilized for resource sharing. It concludes by proffering solutions for viable information and communication technologies–based cooperation among university libraries in Nigeria.     

Electronic Theses and Dissertations Initiatives: A Survey of University Libraries in Nigeria

The study investigated the extent of adoption of electronic theses and dissertations in university libraries in Nigeria. Data collection for the study was via online questionnaire. The study revealed that digitization of theses and dissertations started between 1980 and 1995. It was found that only a few university libraries have embraced digitization of theses and dissertations in Nigeria. Benefits of electronic theses and dissertations were identified as improving university ranking and visibility, increasing access to the theses and dissertations, saving space in the library, enabling others link to the work with persistent URLs, preserving the work for future generations, and saving costs for students. Challenges such as unstable internet connectivity, lack of funding, irregular power supply, lack of information technology personnel, absence of electronic theses and dissertations submission policy, and copyright issues were identified. It is hoped that the study might provide insights useful for librarians planning to embark on the digitization of theses and dissertations project.
