Public school districts in Buffalo, USA and Toronto, Canada reviewed their safe schools policies in 2008. Revised Codes of Conduct are compared to earlier versions and each other, and a conceptual policy web is used to understand how local, state/provincial, national, and international influences affect local safe school policies. The comparison demonstrates that while influenced by international beliefs about unsafe schools and youth violence, affected by local social, economic, and historical contexts, and constrained by state/provincial and federal policies, local school districts are nevertheless able to exercise some agency. The study also highlights the importance of Ontario's Human Rights Commission as a policy actor, and suggests zero tolerance for non‐serious incidents may be practised in Buffalo schools. This finding and the continued practice of excluding students from schools in both districts as a discipline approach casts doubt on the sincerity of governments' commitments to evidence‐based policy in education at all levels. Contributions of the conceptual policy web for policy analysis are discussed.  相似文献

In urban school districts across the USA there are mandates to implement zero tolerance policies. As this occurs, there is an increasing number of students, specifically students of colour, who are being jettisoned out of the educative process. When school principals have little autonomy regarding how they handle disciplinary infractions within their schools, it becomes relatively easy for them to opt out of making tough decision. The authors assert that Culturally Relevant Leadership is a framework that, if applied correctly, can help school leaders reduce the multiple school suspensions and expulsions that are occurring among students of colour.  相似文献

In urban districts, homeless and highly mobile students are an important contributor to achievement disparities—and their numbers are rising. To date there has been little inquiry into how broader education and housing policies shape the schooling experiences of homeless and highly mobile families. Using semi-structured interviews with 132 key community stakeholders (parents, school social workers, other school staff, and community/service personnel) in one urban area, this study explored how families living at the policy intersection of the McKinney-Vento Homeless Assistance Act and federal rehousing policies, such as the HEARTH Act, experience the schooling process. These policies have important impacts on students; the McKinney-Vento Act provides them with a range of supports while recent federal policies such as the HEARTH Act are shifting where and how they are living. Taking a policy perspective and drawing insights from Lin’s network theory of social capital, the findings suggest that these policies both independently and concomitantly shape families’ life opportunities. Implications for schools, communities, and scholars are addressed.  相似文献

High schools throughout the United States experience problems with violence, drugs, and crime. School administrators have responded with policies and strategies designed to prevent school violence such as zero tolerance approaches, partnerships with law enforcement agencies, security camera installations, and hiring additional security personnel to monitor students. The purpose of this research is to determine how Chicanas/os and school officials perceive and experience these techniques as part of a broader process of criminalization. In addition, using qualitative data we explore perceptions of safety and experiences with victimization. Qualitative data include interviews (with high school students, school administrators, and security personnel), an evaluation of a Chicana/o-centered program, and participant observations in a predominantly Chicana/o high school located in the Southwest. Findings show some students find the new techniques to be invasive and hostile and others find school security measures as providing a sense of security; and administrators and teachers generally find value in the new approaches. From a LatCrit perspective, we argue that Chicana/o and Mexicana/o experiences are set within a context of racialized space where criminalization is one possible outcome of school security measures.  相似文献

This article examines the responses of school principals from an urban school district to Michigan's zero-tolerance policy. We specifically seek to understand how school leaders interpret and implement the policy and how their administrative discussions subsequently affect the educational experience of children in urban schools. Given that a disproportionately high number of African American and Latino students are negatively affected by this policy, how do school leaders in predominantly African American districts implement it? The findings in this study reveal that the disparate interpretation of the zero-tolerance policy among school leaders and its implementation negatively affects the educational experience of urban students.  相似文献

The critical question facing school districts today is, “What policies should we pursue to improve both the quality and accessibility of early educational programs for all children?” Toward the goal of maximizing the academic growth and development of all children, this article (1) profiles kindergarten policies and practices currently implemented in district schools, (2) reviews and analyzes the research supporting the major policy alternatives for six common kindergarten and school entry age issues that all school districts must address, and (3) identifies the optimum policy option alternative for each issue based on these analyses. Collectively, the policy alternatives recommended provide a model for early childhood education for schools and districts. These policies define a more developmentally appropriate kindergarten curriculum which should optimize the early learning and future achievement levels of all children.  相似文献

This paper is designed to specify a set of new opportunities for educators, school administrators, and scholars to realize the practical aims and strategic advantages envisioned in magnet schools. The paper is divided into three distinct sections. In Section I, we examine the extensive research literature on parents’ choice patterns and school preferences in magnet schools and other school-choice programs. In Section II, we compare the reasons parents choose particular schools with the criteria school districts use to select magnet school locations (and themes). This section highlights desegregation goals and district-level magnet school policies pegged to the following questions: What is the policy context for siting decisions in districts with magnet schools? Are siting policies strategically aligned with what is known from the research literature about parents’ school preferences? Do neighborhood characteristics play a part in magnet school siting policies and specific decision-making? In Section III, we use geographic information system (GIS) tools to add both clarity and complexity to the convergence of parent choice patterns and sociodemographic diversity in our four selected school districts. The maps depict the racial and socioeconomic characteristics of the magnet schools in each district, as well as the demographic characteristics of surrounding census tracts (extended school neighborhoods). We conclude that GIS can be a viable option for improving the citing decisions for magnet schools, and that this can allow for the merging of parent choice priorities with educational equity and diversity goals of the district.  相似文献

Racial inequity has long been an issue in the educational system. In recent years, researchers and policy makers have begun to recognize the role of implicit bias in the disproportionate number of African American children who are suspended or expelled from school. Particular attention is being given to the use of exclusionary practices in early childhood settings. This article defines implicit bias, its relationship to exclusionary practices in early education programs, and offers specific recommendations for teachers, practitioners, administrators, and policy makers as they attempt to reduce the effect of implicit bias on suspension and expulsion policies within states, districts, and schools.  相似文献

The author examines two opposing administrative/policy trends that have simultaneously influenced the size and shape of American school districts. First,consolidation of school districts has dramatically reduced the number of districts from 130,000 in 1930 to 15,500 in 1990. State officials have viewed this as cost-effective approach and a way of reducing overlapping services and expenses. Local school and community people have seen this trend as a means of undercutting their local identity and pride. Second,decentralization has usually taken place in an urban school setting and involves reducing the size of the school district by dividing it into smaller units. This trend reached its peak in 1980, when 91% of the school districts with 100,000 or more students (n=22) reported some form of decentralization. By the 1990s, both school trends had slowed down; nevertheless, 20 questions are delineated for school administrators and school board members to consider in the event they wish to consolidate or decentralize.  相似文献

In this article, we examine one school’s experience with policy, as a means of shedding light on the intersection of factors contributing to challenges of implementing policies to support the academic achievement and social adaptation of immigrant and minority students in their school context. We begin with the presentation of a ‘big fight’ between two students of different ethnic and racial backgrounds, and consider multiple perspectives of how the disagreement was addressed by teachers and administrators, to offer insight into how issues of race and policy might have been understood by members of the school community. We use a narrative inquiry approach to examine ways in which a policy designed to enhance student participation was interpreted by various members of this school community. This study reveals nuances of the intersection between culture and (hidden) curriculum as it relates to the implementation of policies aimed at creating and maintaining safe school communities.  相似文献

An increasing number of migrant children are involved in public education due largely to the policy for migrant children education outlined by the Government of China from the late 1990s. In this article, we describe the unique and often difficult situation rural migrant children face after they enter urban public schools. Drawing from the Theory of Inclusive Education and data collected at two public junior high schools in Beijing, we provide an in-depth analysis on migrant children’s education from their own viewpoint and from the perspectives of their parents, teachers, and school administrators. Our survey results identify the need for further adjustments of the existing education system which can help improve migrant children’s education in China. Findings also highlight the dilemmas regarding how to best meet the needs for teachers, migrant parents, and migrant children who attend public schools. In order to provide a quality education for migrant children, we conclude by arguing that there must be a three-pronged partnership to best accommodate the unique education needs of migrant children in urban China.  相似文献

Preparing high school students to skillfully and successfully navigate the pathway to college is a growing concern among researchers and policymakers. This issue has raised important questions about what urban school districts can do to build capacity among their high schools to guide students and families toward successful college transitions. This analysis examines how district-level policies impacted the capacity of two urban high schools to establish and maintain college counseling strategies that effectively prepare students to manage the transition to college. Drawing upon concepts from institutional theory, the analysis illustrates how pressures from urban policy environments can threaten the viability of a college counseling strategy that has strong positive implications for urban high school students.  相似文献

Given increasing interest in evidence-based policy, there is growing attention to how well the results from rigorous program evaluations may inform policy decisions. However, little attention has been paid to documenting the characteristics of schools or districts that participate in rigorous educational evaluations, and how they compare to potential target populations for the interventions that were evaluated. Utilizing a list of the actual districts that participated in 11 large-scale rigorous educational evaluations, we compare those districts to several different target populations of districts that could potentially be affected by policy decisions regarding the interventions under study. We find that school districts that participated in the 11 rigorous educational evaluations differ from the interventions' target populations in several ways, including size, student performance on state assessments, and location (urban/rural). These findings raise questions about whether, as currently implemented, the results from rigorous impact studies in education are likely to generalize to the larger set of school districts—and thus schools and students—of potential interest to policymakers, and how we can improve our study designs to retain strong internal validity while also enhancing external validity.  相似文献

This article examines findings from a qualitative investigation of how school district administrators in four mid to large sized urban school districts (10,000–50,000) identify and address differences in school performance. The analysis explores the interaction between district policies and actions that centralize and standardize expectations for teaching, learning, and leadership, and those that lead to the differentiation of district support to schools depending upon their identified needs. The findings demonstrate variability in district orientation and capacity to understand school needs to improve performance, as well as in district strategies for actually differentiating support to schools. Differentiated assistance can focus both on strengthening implementation of district expectations in order to improve school performance, and on supporting experimentation with non-standard solutions to performance challenges that are not solvable through use of established programs and practices.  相似文献

Schools in the US and across the globe are increasingly engaged in marketing practices to attract and retain students and families. This study examines why and how administrators and school board members in two public school systems in the US seek to market their schools. Using in-depth case studies, a socio-cultural approach to policy, and critical race perspectives, I trace administrators’ and school board members’ logics about marketing, and specifically their emphasis on marketing the racial ‘diversity’ of their students. I find that despite differences in economic circumstances and community orientations to racial inclusion, leaders in these two competitive, under-resourced, and demographically changing school districts target upper- and middle-class White families, draw on discourses of global cosmopolitanism, and commodify racial diversity as a competitive advantage for upper- and middle-class White families that leaders believe do not see inherent value in students of color. This attempt to use racial diversity as a ‘selling point,’ varies in its particularities in each district–one district acknowledges and emphasizes how all students may gain from interracial and intercultural interactions and knowledge while the other district leverages abstract notions of diversity, removed from actual children of color – a consequence, in part, of district leaders’ uniquely racialized marketplaces. This research contributes to discussions about social inequality in school choices in two ways. First, educational choices include the multitude of options families may consider, including choosing a home in a particular area and home-schooling. Decision-making is considered not at a single point in time, but over children's educational careers. Second, this research explores school choices across school district boundaries to include school choices in suburban and rural, as well as urban districts. I use data from a random sample of families with school-aged children living in the Philadelphia Metropolitan area (including some counties in New Jersey) and other counties throughout Pennsylvania to explore the options that families consider for their children's schooling. The data paint a picture of two constellations of families: those who are white, suburban, and middle-income (who primarily select schools based on their neighborhoods and residences), and those composed of lower-income and urban families of color (who rely more on non-neighborhood school options). The differences between these predispositions toward choice suggest that the expanded school choice policies of urban school districts will have little influence on overall school inequality because of the tendency of white, suburban middle-class families to choose public schools in their relatively privileged, suburban neighborhoods.  相似文献

The increasing use of zero tolerance discipline policies in the USA has led to a ‘discipline gap,’ in which minoritized students receive harsher and more frequent suspensions and expulsions than their peers from dominant cultural and socioeconomic backgrounds. Though disciplinary decisions are made by educators at the school level, mandates regarding the disciplinary infractions that must result in exclusionary discipline are made at the federal and state levels. Using a theoretical framework that distinguishes the discourse of safety from the discourse of equity, this critical policy analysis examines how state-level zero tolerance legislation portrays educators, students, and school discipline and reflects neoliberal influence. Findings show that these policies narrowly define schools’ roles as developing academic, but not behavioral, skills. Students are portrayed as rational actors who deserve the punishment meted out by educators when students choose to behave disruptively; and educators have absolute power and their decisions regarding student discipline are reflected as being consistent and objective. Nevertheless, legislation in some states also acknowledges students’ needs for a more holistic approach to their education and mandate continued education and support services to help them after they are removed from school. An example from one California district illustrates findings and demonstrates how both discourses are inadequate in challenging neoracism.  相似文献

As communities of immigrant families gather in the low-income neighbourhoods of Tokyo and neighbouring cities, Japanese teachers face new challenges as well as the stigma of classrooms for immigrant children. Within the intricate politics of assignment in Japanese school districts, teachers and administrators can find themselves with students who are barely acknowledged and poorly served by mainstream Japanese schools and other community services. The interviews with teachers, principals, immigrant translators and other cultural intermediaries as well as numerous school visits focused on the ways in which teachers had been required to interrogate their pedagogies, practices and prejudices in order to be effective teachers of low income and immigrant youth. The results reveal strains in the lives and careers of teachers who work with marginalised youth in Japan and are addressed within a critical view of how Japanese schooling is responding to the needs of an increasingly heterogeneous urban population.  相似文献
