The Jarvis‐Gann amendment to the California constitution cut property taxes by almost 60%. The state's community‐college system, the largest and among the oldest in the country, depends heavily on property taxes, and consequently faces a constrained future. This study sought some indication of the responses these constraints would bring. Based on six case studies, in the late summer of 1978, colleges’ major responses appear to have been general cuts across all programs and activities. Where these were insufficient, colleges often cut community‐service activities, eliminated weekend or evening classes, spent excess reserves, or deferred major expenditures for maintenance or compliance with legal obligations. The result, for the present, is roughly the same mix and level of services, although convenience and flexibility have been reduced. The future looks much bleaker: salaries, at first effectively frozen by state law, will have to increase; state support in lieu of property taxes will stabilize or decline; and enrollments will also stabilize or decline. In these circumstances colleges will either have to reduce the services they provide or, as the concluding analysis in this paper suggests, seek legislative permission to begin charging moderate tuition.  相似文献

This article reviews the Community College Journal of Research and Practice research articles related to students with disabilities and establishes a focused research agenda addressing the issues either found in, or absent from, the articles. Using a modified qualitative methodology, three common themes were found: (a) campus factors supporting student success, (b) participant label ambiguities, and (c) research methodology selection. It is concluded that there is a continued need for research addressing staff development, accommodations, needs of specific disability groups, self-advocacy and self-determination approaches, and participant-oriented research methodologies used to serve students well.  相似文献

Financial uncertainty and projections of changing enrollment patterns of students are forcing community colleges into positions of maximum flexibility. As a result, they continue a trend of increased reliance on part‐time instructors to deliver their services. This trend is noted by full‐time faculty as cause for alarm. Allegations of poorer quality instruction provided by part‐time instructors cannot be documented. However, it is clear that part‐time employee practices in the areas of selection, orientation, evaluation, and development need dramatic improvement. Implications of this research point to the need for college administrators to reexamine management procedures with regard to part‐time faculty.  相似文献

The curriculum in postsecondary mathematics at the department, like the curricula in similar private institutions in Japan that teach information technology, must be reconsidered for many reasons. Students entering colleges and universities can no longer be expected to have the mathematics preparation for college-level courses. Computer science and other scientific fields are becoming more dependent on a mathematical base. Mathematics education in colleges must be reformed. In 2000, a new curriculum was initiated at the department. This article discusses the curriculum and provides, as an example, the outline of the reform project undertaken by the Department of Information and Network. When considering reform, it is important that any new courses that students take in the first two years of their program will be acceptable for credit at four-year colleges and universities. Such considerations were given when courses were developed at the department. Course outlines for Mathematical Literacy and Computer Mathematics I and II are provided.  相似文献

The authors describe how growing state occupational license laws that require candidates to pass pencil and paper examinations create a large demand for education. In building contracting, insurance, and real estate, for example, that demand often is met by profit‐seeking examination preparation schools. The paper reports research from a large sample of applicants of the more than 20,000 each year who take the California contractors’ license examination. Some prepared for the examination, which is primarily business and law, through examination preparation schools, while others prepared on their own. Results show that while those who attended a license‐preparation school were somewhat less advantaged than those who prepared on their own, they had a somewhat higher probability of passing the examination. The paper also reports, however, that a large minority of license candidates were dissatisfied with their method of preparation, often expressing a need for a more comprehensive educational program in business and law, rather than in rote drill offered by many license schools. Added evidence is presented suggesting the need for more thorough preparation of license candidates that could result in greater social equity, indicating an important role for public community colleges in meeting this emergent demand.  相似文献

In this review essay Stanton Wortham explores how philosophy of education should both turn inward, engaging with concepts and arguments developed in academic philosophy, and outward, encouraging educational publics to apply philosophical approaches to educational policy and practice. He develops his account with reference to two recent ambitious projects: The Oxford Handbook of Philosophy of Education, edited by Harvey Siegel, and the two‐volume yearbook of the National Society for the Study of Education (NSSE), titled Why Do We Educate? edited by Gary Fenstermacher (series editor), David Coulter and John Wiens (volume 1), and Mark Smylie (volume 2). These two projects initially appear to be opposed, with the Handbook emphasizing elite philosophy and the Yearbook emphasizing public engagement. Wortham argues that each project is in fact more complex, and that they are in some respects complementary. He concludes by making a case against a simple hierarchy of basic and applied knowledge and calling for a more heterogeneous philosophy of education.  相似文献
