Social Control,Social Policy and Adult Education

This paper contrasts a number of different cultures existing within Adult Education. It incorporates theoretical perspectives from Bourdieu and Williams with case‐study material obtained through observation, questionnaire and interview at a South London adult education centre in 1986/87. Bourgeois culture is seen as the exception rather than the rule in adult education. Adult education provides space for a number of alternative cultural formulations, but they operate within a predominantly middle‐class atmosphere. Equal opportunities and the social justice dimension of adult education represent a new cultural formulation, but without further developmental work cannot yet be regarded as significant interventions in a society deeply divided by gender, race and class. While the case‐study material is set in the UK of the 1980s, the theoretical perspectives are relevant to the persistence of inequality in many advanced industrial countries.     

教育政策评估模型的构建研究

随着政策越来越受到社会各界的重视与关注,政策科学的研究也在不断的深入。教育政策作为政策科学研究的重要部分,已经得到政府和社会各界的高度关注,但是有关其评估模型的理论与实证研究尚浅,因此本文借联合国教科文组织的青年农民工教育就业服务课题之契机,以基于青年农民工就业能力的教育政策为研究对象,在借鉴国内外评估模型的基础上,构建出适合我国国情的教育政策评估模型（PCPC模型）。

Geriatric Field Education in Social Work: A Model for Practice

It is expected that the demand for gerontological social workers will increase as the elderly population continues to grow. However, many practitioners enter the aging field with little or no formal training. Successful gerontological social work practice requires workers to be knowledgeable and technically competent. Fieldwork plays a critical role in social work students' development and training. This paper describes a specialized social work practicum which instructs graduate social work students in the skills and abilities required to work in contemporary geriatric practice. The setting for the internship, its format, its major goals, and student experiences are described.

“少子化”社会背景下日本学前教育政策研究

自1980年代末期以降,日本开始遭受少子化问题困扰。因为少子化不单单是一个人口减少问题,它会衍生出很多其他社会问题。因此,如何在少子化背景下养育孩子、如何实施学前教育,便成为日本全社会不得不面对的紧迫课题。以至于学前教育政策竟然成了日本举国应对少子化战略的重要构成部分。近几十年来,我国人口的总和生育率、0-14岁青少年的比例都呈不断下降态势。迅猛发展的老龄化与日益严重的少子化叠加,带给我们的不仅仅是劳动力减少,其对国家可持续发展、对人口结构的负面影响必将日益显现。反观日本,其多年来努力遏止少子化趋势、想方设法克服少子化不良后果的经验教训,对于已经进入少子化、老龄化社会的中国似应具有一定的启示作用。

高等教育与社会就业的关系极其复杂,一些研究发现了"就业"与"就学"的相互替代、高等教育发展与经济发展的"反周期"、高等教育调节分割的劳动力就业市场供需关系等现象,这些发现已经具有了公共政策的意义。事实上,很多国家在运用高等教育调节社会就业中取得成功。本文研究了高等教育调节社会就业的理论基础和主要经验,提出了我国现阶段运用高等教育作为公共政策工具调节社会就业的四个方面的政策选择。

农民工子女义务教育问题成为政府、社会和学界普遍关注的焦点问题。运用政策网络理论分析农民工子女义务教育领域相关政策主体之间的利益关系及其所形成的政策网络可以发现,农民工子女义务教育网络参与主体的多元性与网络结构的开放性是我国农民工子女义务教育问题得以有效解决的深层次原因,而农民工子女义务教育政策的制定与执行是在各政策主体高度互动中完成的。

Social Theory and Education Policy: the legacy of Karl Mannheim

This paper looks back at the career of the sociologist Karl Mannheim, who died 50 years ago. It considers how far Mannheim's work remains relevant and discusses what lessons it may still have to offer. Quoting Sir Fred Clarke as saying that educational theory and education policy that took no account of changes in the wider social order would be not only blind but positively harmful, the paper suggests that a similar case applies today. It therefore remains essential that Mannheim's legacy is preserved and that the sociological imagination is exercised in relation to contemporary education policy and education research. In the light of Mannheim's own shift from diagnosing the crisis to prescribing the remedies, the paper also reflects on how far it is legitimate for sociologists of education to make such a move. Finally, the paper considers how Mannheim's notion of planning for democracy might be superseded by more genuinely democratic forms of education policy‐making in the aftermath of current neo‐liberal policies of deregulation.
