Advancing an Equity Agenda at the Community College in an Age of Privatization,Performance Accountability,and Marketization

In this article we introduce and explain a funding framework for advancing an equity agenda at the community college. The need for the framework is premised on (a) Dowd's observation that the traditional community college commitment to student access no longer suffices as an adequate strategy to achieve greater equity in society and (b) the recognition that community colleges are becoming more entrepreneurial as a result of challenges posed by privatization, state performance accountability systems, and marketization. A new approach to advancing equity is needed in this environment. We propose a funding framework that reflects lessons learned from a review of funding systems used in English further education systems and community college systems in Colorado and California.     

Reflective Leadership By Selected Community College Presidents

Code Blue addresses the capacity challenges in healthcare training. This pilot, grant funded project, focuses on a holistic approach to selecting and educating career ready and capable students and training them to be confident and competent healthcare workers. Lessons learned from this project will be assessed and reviewed for replication.     

Accidental Equity: The Status of Women in the Community College

Community colleges have a high percentage of women students and a higher percentage of women faculty and administrators than do four-year colleges. Yet the extent to which the community college offers an equitable work and study site for women is not clear. The authors seek to determine this by applying to existing literature an adaptation of Hurtado, Milem, Clayton-Pederson, and Allen's framework for examining an institution's climate for diversity. After applying this framework, the authors conclude that women have been an important part of the community college student and employee base since its inception as the junior college, that numerically women are well represented, and that the climate, while not perfect, is relatively good for women. However, they argue that this situation may be due more to accident than to intentional action or behavior on the part of institutional leaders.

Community College Student Success Programs: A Synthesis,Critique, and Research Agenda

A narrative review was developed to add to the discussion and dissemination of research on community colleges. The review adds to existing work by synthesizing and critiquing the empirical research to date specific to three of the most prevalent programmatic efforts presently seen on community college campuses: (a) learning communities, (b) student success courses, and (c) supplemental instruction. Empirical investigations or evaluations of student success programs from academic journals, conference presentations, dissertations, unpublished policy reports, and book chapters were identified, summarized, and critiqued. The review concludes with a proposed research agenda to advance research on program effectiveness at community colleges and implications for practice.

高考改革与公平

“要不要取消高考”,这是关乎教育发展和考生利益的大问题。在中国目前的国情下,高考仍有坚持的必要。而在坚持高考制度的诸多理由中,公平是最重要的因素之一。这既是社会的要求,也是漫长的考试历史告诉我们的深刻道理。我们在改革高考制度、借鉴国外经验时,必须虑及自己的文化和国情。     

社区发展资源的获取和配置——基于社区管理效率和公平的视角

中国社区发展模式变革需突破深层次理论问题,需要理论指导下的顶层设计。以公平和效率的角度审视社区发展问题具有本质意义。人们追求社会效率和公平统一于社会发展的合理性之中。分析公平和效率的关系,使得人们更清楚追求公平和效率的本质。社区发展事业具有公共产品属性,通过“效用场”的概念,指出公共产品特定公共人群具有差别效用。追求公共产品的效率和公平应以此为基础权衡“效用场”中个体具体获得效用的大小,从而界定其资源投入责任。讨论我国变革实践的不同社区发展模式,观察社会发展资源动态过程,并进行社区发展资源投入、使用、监管方面的理论分析。以此为基础对创新社区发展模式指出理论方向。     

高考公平与效率的思考

近年来,随着社会对高考及其改革的高度关注,而各界关注的热点是高考的公平性;在高考公平性的讨论中,焦点又集中于各省市之间录取分数线的差异。目前,社会对湖北高考移民状元李洋的普遍关注,又把高考公平的讨论推向顶峰。在对高考存在的不公平现象进行鞑伐之余,高考公平的本质是什么,高考的公平与效率的关系应该怎样把握,才能够体现“三个有助于”的原则并促进高考改革。     

高校招生计划的调整与公平问题研究

公平是人类社会具有永恒价值的基本理念和行为准则.普通高校在录取期间调整招生计划是比较普遍的现象,但从公平视角考量确实存在不公平问题.加强招生计划管理的高校内部和外部的有效措施要通过建立健全高校招生的程序性法规,加强高校的社会责任意识和超前性的决策能力,以及进一步加强政府和社会的监督等手段,从而促进教育的公平.     

论高考改革的正确议事日程

针对近年来我国高考改革出现的问题,对高考改革的正确议事程序进行了研究,提出要以打破集中录取制度为突破口,给予高校完全的招生自主权和学生的报考自主权,并由此进一步推动多次高考和分层高考的改革,把高考改革落到最需要改的地方。     

Internationalizing the Community College Experience

September 11, 2001 heightened the need for America to train a new generation of leaders with the ability to navigate different cultures and to succeed in the international marketplace. This paper seeks to place the community college firmly in the mix of developing such leaders through the internationalization of the community college experience. Specifically, we suggest that a focus on the 3Is— Internet (technology in the classroom); Internationalization of the curriculum (encouraging international activities in the classroom); and Interdependency (understanding of other cultures, languages, and customs)—through the illustration of case studies, will create a more educated global citizenry.
