This paper focuses on the relationship between the World Bank’s education policy and the recent anti-poverty priorities and strategies that shape the present Bank’s agenda for development. The paper provides a critical assessment of the explicit strategies of the World Bank’s education policies aimed at fighting poverty by identifying the contradictions embedded in anti-poverty discourses and strategies, and relating them to an education policy that generates inequalities and shows little effectiveness in helping people to escape from poverty. This analysis is applied to the situation of Latin American education systems, which have, during the last decade, experienced an important expansion but have also maintained strong inequalities in educational performance and access to post-compulsory education.  相似文献

Achieving the millennium development goals (MDGs) forms the central focus of many donor agencies’ policies, resulting in a renewed focus on basic education. This paper explores the different perspectives of donors and the Government of Rwanda (GoR) with regard to education and training. GoR discourse mirrors the international poverty reduction agenda, yet it is looking well beyond this goal. Striking a balance between providing basic education in line with the poverty reduction agenda and providing higher levels of education and training to attain broader socio-economic goals results in an internal struggle between different policy priorities and viewpoints, and an external struggle with donor agencies whose influence over policy processes is considerable. Nevertheless, a closer look at individual donors in Rwanda reveals that their actual activities demonstrate a less than clear focus on the MDGs, begging the question of just how pertinent the MDGs are.  相似文献

This paper explores some of the aspects of the relationship between education and poverty as it has been constructed by international organisations and national governments in Latin America. The analysis is carried out from two separate angles. On the one hand, the paper highlights the main failings that underlie the positive and hoped-for relationship between investment in education and the reduction of poverty. On the other, it demonstrates how a good number of these failings can be attributed to an underestimation of the inverse relationship, i.e. the effects that poverty has on education. Though this analysis can be understood from a general perspective, evidence from Latin America is used to illustrate the consequences of these global absences.  相似文献

A future-perfect global education agenda is currently being designed. Much extant research investigates the past-imperfect implementation of successive waves of global education goals. This article is based on a study that investigated the ways in which formal policy commitments in a post-MDGs agenda may be constrained by contemporary global policy practices. Using narrative analysis of interview data from key global policy actors, I argue that future policy will be constrained by: first, the assumptions that currently underlie global policy actors’ narratives of quality and equity; and second, new consensual aid implementation mechanisms that monitor narrow definitions of quality.  相似文献

The role of the United Nations Development Programme (UNDP) in shaping educational development has been considerable. For more than half a century, the scale and reach of UNDP education projects have been significant, yet have not been adequately researched. For both UNDP and its precursors, the evolution of policies for development and for educational development is traced. UNDP's project priorities in education are considered, as is the role of UNESCO as a key implementing agency for UNDP. The rationale underlying UNDP's recent abandonment of education as a designated priority sector is also examined, as are its implications.  相似文献

The objective of this paper is to analyse the role of education and poverty in the current global development agenda. It intends to analyse the emergence, evolution and consolidation of a global agenda, which attributes a key role to education in the fight against poverty. With this objective, the paper addresses four main issues: first, it analyses the context in which the emergence of the agenda must be placed, analysing specifically the changes generated by globalisation; second, it focuses on the role of the actors, and especially on the role of the World Bank in setting the agenda; third, it explains the consolidation of the agenda by the Education for All Conferences and the Millennium Development Goals; finally it presents some of the main limitations of the hegemonic agenda.  相似文献

This article examines recent educational reforms in Tanzania by looking at the cultural politics of pedagogical change in secondary and teacher education. It presents an ethnography of a teachers college founded on the principles of social constructivism in a country where formalistic, teacher-centered pedagogy is the norm. Using data collected through a year of participant observation, it argues that the cultural, economic, and political dimensions of teachers’ practice need to be considered alongside efforts to reform the country's educational system. It offers contingent constructivism as an alternative to the international consensus on a single model of excellent teaching.  相似文献

This study explores the perceived benefits and challenges of the collaboration model of a complementary education program which operates in marginalized communities in northern Ghana. The scope of the paper includes the background, collaboration as a transformative process, research methodology, findings, and discussion. The study revealed that: (a) the collaborative partners’ “shared values” were a major drive of the collaboration; (b) the collaboration model was fluid, contextual, and an unstructured process; (c) the process provided new strategies promoting school participation in northern Ghana; and (d) the collaborative partners’ idiosyncrasies posed a major challenge to the collaboration.  相似文献

Conditional Cash Transfer programs (CCTs) provide cash to poor families upon the fulfillment of conditions related to the education of their children. Even though CCTs have been increasingly expected to improve educational attainment – besides their proven impact on greater enrollment and attendance, it is not clear whether they have had any impact on education policies. In order to explore that, this article builds upon a comparative study of three programs: Opportunity NYC, Subsidios Condicionados a la Asistencia Escolar (Colombia), and Bolsa Famila (Brazil). The article concludes that, when it comes to policy-making, the link between CCTs and education policies has been weak, contrary to high international expectations.  相似文献

As governments, donors and implementation organisations re-focus Education for All Goals in terms of quality of education, increasing concerns have been raised over low literacy levels in developing countries. This paper provides key learning from the application of an early reading intervention applied in post-conflict Liberia, which included a robust assessment tool (Early Grade Reading Assessment) to measure the impact of the programme on students’ reading levels. A rationale for the design and methodology applied by the two implementing organisations (Research Triangle Institute (RTI) and Concern Worldwide) is provided, situated within the Liberian education context. The paper demonstrates the positive impact on programme quality, contextual relevancy and scale-up that a diagnostic baseline assessment has when linked to a tailored literacy intervention. Lessons learnt are presented to guide the identification of best practice in early literacy interventions at national-level and internationally.  相似文献

This cross-sectional analysis examined the influence of school and household water, sanitation, and hygiene (WASH) conditions on recent primary school absence in light of other individual, household, and school characteristics in western Kenya. School latrine cleanliness was the only school WASH factor associated with reduced odds of absence. The marginal effect of household characteristics, such as distance to water source, child involvement in water collection, and presence of a latrine, differed by gender. Demographic features were more important predictors of absence, suggesting that interventions to improve attendance must consider existing differentials attributable to gender, socio-economic status, and other household characteristics.  相似文献

Nationalism’s rise represents a potential harbinger of doom for the internationalization of higher education (IoHE). Space exists for research to amplify our understanding of the interplay between internationalization and nationalism from a public policy theory perspective. The study identified and classified policies and policy ideas pertinent to IoHE, and furthermore, explored how political rivalries in Taiwan have influenced IoHE’s development under globalization. Analysis of documentary data from an online national database reveals how IoHE policy changes reflect the machinations of political actors to advance domestic political agendas and provoke controversy. The advocacy coalition framework informs our explanation of how the aforementioned changes reflect Taiwan’s inward-looking political climate, unique geopolitical circumstances, and longstanding controversy over national identity. The paper discusses the implications of context for IoHE development across three consecutive government regimes to provide insights for further comparisons with other localities and contexts.  相似文献

This paper examines the relationship between the World Bank and the United Nations Educational, Scientific and Cultural Organization (UNESCO) between the 1960s and the 1980s. It focuses on the Co-operative Program (CP) between the two organizations, which was established in 1964 and lasted officially until 1989. In the context of the Co-operative Program, the Education Financing Division (EFD) was established, a joint unit located in UNESCO, with the purpose of carrying out technical missions to assist governments in the identification and preparation of educational projects and the formulation of funding requests to the World Bank. Drawing on archival research and interviews with former UNESCO and World Bank officials, the paper traces the history of the Co-operative Program, which was characterized by intense power struggles exacerbated by Cold War tensions. During the 25 years of the duration of the Co-operative Program, the World Bank developed into the most influential policy shaper for education in developing countries, while the influence of UNESCO, created in the post-World War II order as the United Nations’ designated organization for education, declined. Using Bourdieu’s concept of fields and DiMaggio and Powell’s concept of isomorphism as analytical lenses, the World Bank’s expansion to a development agency will be explained by its greater autonomy as a field, endowed with more capital based on the rationalization of education and isomorphic processes of professionalization of the “field of power” of educational planning. To the detriment of UNESCO, the World Bank became the powerhouse of a global governance structure that was built with support from the United States government and furthered by the rise of economics.  相似文献

This study provides a discursive analysis of World Bank policy documents in order to reveal the stark omission of a rights-based approach to education, while highlighting instead the support of an economic-instrumentalist approach. Plausible explanations are provided to shed light on this exclusion, including the feasibility critique of education as a right, and the Bank's limited institutional mandate. However, the rationales are presented as unsound and unacceptable justifications for the omission. By drawing on Amartya Sen's theoretical work on human rights and development policy frameworks, this study concludes by arguing for the Bank to integrate into their mandate a conception of education as a human right.  相似文献

This paper discusses the Cambodian government's attempt to promote civic and moral values in Cambodia schools through the subject “Civics and Morals”. The paper argues that the tensions and challenges associated with civic and moral education are linked to a fundamental difference between the traditional view of education in Cambodia, and the modern view of education promoted by the Cambodian government and external donor agencies. It is further argued that policymakers need to promote the effective teaching and learning of civic and moral values with the support of the local community and religious institutions in Cambodia.  相似文献

The article examines education policy in Chile after the return to democracy in 1990 from an equity perspective. Since then, policies have aimed for continuity, coherence and complementarity with the aim of furthering national development, promoting social mobility, and equitable access to quality education at all levels. However, Chile faces the challenge of implementing equity-oriented policies within the legal confines of an education system constructed under the neoliberal model which was introduced by the military government (1973–1990). This has resulted in tensions between policy and practice, which have constrained the role of the state in a highly marketised system in its efforts to distribute quality education more equitably.  相似文献

Recent decades have seen a push for gender parity in education in low resource countries. Attention is shifting to how school environments hinder the achievement of gender equality. One effort, primarily led by the water, sanitation and hygiene sector, includes a focus on the needs of menstruating girls. This policy review aims to understand how the education sector is addressing menstruation management. We conducted an analysis of select education policy documents in 21 countries, including a frequency count and narrative analysis of relevant keywords. Findings suggest that existing national education policies inadequately provide for sufficient water and sanitation facilities or other menstruation-related improvements needed in schools. More recently developed WASH in schools policies present examples of potential approaches for education stakeholders to better address girls’ menstrual needs in school through policy and program responses.  相似文献

Recent studies of the current state of rural education and training (RET) systems in sub-Saharan Africa have assessed their ability to provide for the learning needs essential for more knowledgeable and productive small-scale rural households. These are most necessary if the endemic causes of rural poverty (poor nutrition, lack of sustainable livelihoods, etc.) are to be overcome. A brief historical background and analysis of the major current constraints to improvement in the sector are discussed. Paramount among those factors leading to its present ‘malaise’ is the lack of a whole-systems perspective and the absence of any coherent policy framework in most countries. There is evidence of some recent innovations, both in the public sector and through the work of non-governmental organisations (NGOs), civil society organisations (CSOs) and other private bodies. These provide hope of a new sense of direction that could lead towards meaningful ‘revitalisation’ of the sector. A suggested framework offers 10 key steps which, it is argued, could largely be achieved with modest internal resources and very little external support, provided that the necessary leadership and managerial capacities are in place.  相似文献
