Presidential vetoes and American Indian affairs, 1789–2000

Between the years 1789 and 2000, nineteen Presidents of the United States vetoed 114 bills or resolutions concerning matters related to Indian affairs. These executive actions are collected in a new digital resource, and are presented with their supporting Congressional documents. A brief history of Presidential veto power and activities is included.     

Rhetoric at the university of Paris, 1550–1789

This study investigated the factor structure of source credibility within the context of three situations in which communication typically occurs. The study tested the hypothesis that the situation in which the speaker communicates will influence the receiver's perception of the dimensions underlying the credibility of that speaker. The results indicated that the factor structure of source credibility across situations was variant. The scales used to measure the factors of trustworthiness and expertness may reflect more than one perceptual element for the receiver. The study indicated further that different types of communication in the same situation yield different source credibility factor structures.     

Personal Papers of Russian Émigrés in the United States in the State Archive of the Russian Federation

SUMMARY

This article discusses the repatriation of émigré archives to the Russian Federation and the significance of this phenomenon in Russian cultural life. Particular attention is paid to six archival collections acquired by the State Archive of the Russian Federation in the 1990s.     

The Origins of the Russian Collection at the Library of Congress (1800–1906)

This article traces the development of the Russian collection at the Library of Congress during the nineteenth and early twentieth centuries. The Library of Congress, which was intended to be a small legislative library, initially added books about Russia in English translation and on limited subjects. The purchase of the Jefferson library brought the first Russian-language books to the collection, but the Russian collection would not truly begin to grow until the 1866 Smithsonian Deposit and the development of international exchanges in the latter part of the nineteenth century. The author made heavy use of the many printed Library of Congress catalogs and supplements, as well as archival sources, in the course of this research.

Abstract

The years 1989–91 saw tremendous changes in the political map of Eastern Europe. These changes have resulted in varying degrees of acquisition difficulties for Slavic and Eastern European language collections in Western libraries. The following is an early assessment of the difficulties and the resultant damage done to Slavic collections in the West. Preliminary results show that, on the whole, book receipts are down considerably, prices are up considerably, and inconsistency is the only consistency. The data discussed here were gathered by means of a survey of certain aspects of Slavic¹ acquisitions. These data are supplemented throughout by qualitative material gleaned from comments made by vendors and librarians at the 1993 Slavic Librarians' Workshop held at Urbana, Illinois.     

Report on the Library of Congress Conference on Bibliographic Control for the New Millennium: Confronting the Challenges of Networked Resources and the Web,Held Nov. 15–17, 2000, in Washington,DC

ABSTRACT

It has been widely recognised that MLS courses and on-the-job training need to be supplemented by continuing professional development (CPD), if catalogers are to fulfil their potential and remain in the field. The results of a questionnaire survey show that catalogers and other metadata specialists are undertaking a broad range of CPD activities, and would welcome more opportunities. They are especially keen on short courses, but also interested in more formal and longer-term programs, and are looking to upgrade their skills and knowledge in both traditional and emerging areas. While most think that their CPD efforts can advance their careers, many catalogers consider levels of support from employers and the profession to be less than adequate.     

Government information of,by, and for the people The changing mission of the American Library Association's Public Documents Committee, 1876–1956

Even before the creation of the American Library Association's Government Documents Round Table (GODORT) in 1972, librarians had long distinguished themselves as champions of the people's right of access to government information. In particular, it was the American Library Association's Public Documents Committee, which, during its long tenure from 1876 to 1956, remained the premier organizational body through which the library profession sought to shape government information policies. While the commitment of members of the Public Documents Committee to the goal of open access to government information never wavered, the underlying sense of mission that guided the Committee's work underwent considerable evolution during its history. Whether as genteel reformers of the Gilded Age, patriotic popularizers of the 1920s, or university-oriented social engineers during the Great Depression, Public Documents Committee members crafted a government documents reform agenda that translated a recognizably modern objective into the social and intellectual idiom of the age in which they lived.     

Rooted in the Past: Use of “East Indians” in Library of Congress Subject Headings

This article argues that the use of the Library of Congress subject heading “East Indians” in reference to individuals from India represents not only a problematic vestige of colonialism, but also a failure of the principle of literary warrant. It provides an overview of the term's historical roots and then examines whether the term is still widely used in published resources. Although assigning a subject heading is not easy and can involve a choice between contested realities of diverse peoples, the author contends that a rejection of outdated terminology is central to providing any culturally sensitive tool for resource organization.     

The Prokudin-Gorskii Collection of Early 20th Century Color Photographs of Russia at the Library of Congress: Unexpected Consequences of the Digitization of the Collection, 2000–2017

The article describes activities in Russia related to the Library of Congress’ Prokudin-Gorskii collection of early 20th century color photographs. The collection was digitized in 1999/2000 and is freely available on the Internet. Russian interest in the photographs has resulted in websites, blogs, documentary films, dissertations, exhibitions, and books about the collection and the photographer and his work.     

Making do with media: teachers,technology, and tactics of media use in American classrooms, 1919–1946

In the last century, teachers have come under pressure to incorporate new media technologies into their lessons. Comparing educational research, press coverage, and teachers' firsthand accounts of mediated instruction between 1919 and 1946, this article highlights a historic discrepancy between anticipated and actual uses of media in classrooms. Drawing on de Certeau's theory of “making do,” the author argues that teachers' efforts to balance high technologies with simpler, more do-it-yourself varieties of media in their lessons constituted critical forms of participation in educational media culture and small acts of resistance against industrial, top-down efforts to streamline, modernize, and technologize their work.
