Responding to Thrupp's [2003. “The School Leadership Literature in Managerialist Times: Exploring the Problem of Textual Apologism.” School Leadership & Management: Formerly School Organisation 23 (2): 169] call for writers on school leadership to offer ‘analyses which provide more critical messages about social inequality and neoliberal and managerialist policies’ we use Foucault's [2000. “The Subject and Power.” In Michel Foucault: Power, edited by J. D. Faubion, 326–348. London: Penguin Books] theory of power to ask what lessons we might learn from the literature on school leadership for equity. We begin by offering a definition of neoliberalism; new managerialism; leadership and equity, with the aim of revealing the relationship between the macropolitical discourse of neoliberalism and the actions of school leaders in the micropolitical arena of schools. In so doing, we examine some of the literature on school leadership for equity that post-dates Thrupp's [2003. “The School Leadership Literature in Managerialist Times: Exploring the Problem of Textual Apologism.” School Leadership & Management: Formerly School Organisation 23 (2): 149–172] analysis, seeking evidence of critical engagement with/resistance to neoliberal policy. We identify three approaches to leadership for equity that have been used to enhance equity in schools internationally: (i) critical reflection; (ii) the cultivation of a ‘common vision’ of equity and (iii) ‘transforming dialogue’. We consider if such initiatives avoid the hegemonic trap of neoliberalism, which captures and disarms would be opponents of new managerial policy. We conclude by arguing that, in spite of the dominance of neoliberalism, head teachers have the power to speak up, and speak out, against social injustice.  相似文献

Principals are required by policy, regulation, legislation and democratic discourse to promote equity of outcomes. This integrated review investigates research on equity issues facing five student groups: special needs students; religious, cultural and racial minorities; groups disadvantaged by socioeconomic status; gender groups; and students differentiated by their sexual orientations. Sixteen research-based strategies for reducing the gap in achievement between advantaged and disadvantaged students are generated, the strategies being organised within four domains of principal influence: curriculum interpretation, instruction, assessment, and community involvement.  相似文献

In this article, I address how teachers in urban and suburban U.S. schools with multicultural and multilingual student populations demonstrate leadership both within their classrooms and schools as well as outside of them. Based on research with U.S. public school teachers in two projects (Nieto What keeps teachers going? New York: Teachers College Press 2003, Why we teach. New York: Teachers College Press 2005), various roles that teachers have in initiating, putting into practice, and sustaining change in schools are described. In 2011 and 2012, two Australian university vice chancellors flagged spending cuts at their institutions to overcome financial problems. In both cases, union and staff opposition led to public protests, intense media scrutiny, delays and retreats. This article compares the two cases to see what lessons may be drawn for university leaders faced with the complex, difficult and risky task of introducing spending cuts, a likely feature of Australian university management in the next few years. How can they do this in ways that cause minimal damage to programmes; are acceptable to those affected; and avoid undue damage to staff morale, student interests or institutional reputation?  相似文献

At the core of higher education is the experience of students whose focus for learning is often directed towards their future employability. In this paper, we explore the intersections between two large international research projects involving over 500 students. Interviews with students yielded their conceptions of learning and work in specific discipline and professional areas. Analysis of the Swedish and Australian data sets showed the important interplay between students’ individual ideas about learning and future work with their workplace. A meta-analysis of the two projects highlights the utility of higher education for students’ future working life and suggests ways in which institutions and policy makers can critique current practice in a way that will incline curriculum and teaching development towards professional formation.  相似文献

In a democratic society, citizens will be confronted with decision-making options that require them to be discerning about the changes that are proposed, to evaluate alternative courses of action, to develop strategies that will advance their cause and to take appropriate action. These processes are the basis for developing civic capacity. This paper explores drivers of civic capacity, including civic virtues and civic values, in order to see how civic capacity can best be developed in the nations of the Asia-Pacific region. Of particular interest is whether ”Asian values” are necessarily at odds with the underlying values of liberal democracy. Civic capacity is needed at a time of great change throughout the region, because change, and possibly even turbulence, will in all likelihood characterize the region in the future. Our future will depend on creating a civic capacity that will enable active and informed citizens to exercise agency over their social, political and economic lives. Abstract

This study addresses the complexity of colorblindness as a phenomenon and explains not only its tenacity, but also potential breaks in its hold on school leadership practice. The authors draw from an interview study of 22 school leaders in a county in the Northeastern USA to examine their perceptions and practices associating with leading schools that enroll students of color. The authors propose a multi-ring model that shows variation among three perspectives: (1) holding to colorblindness, (2) recognition with minimal capacity, and (3) cultivating race-conscious. Perspectives and variation within these three rings are explored, along with consequences for multiple resulting ‘lacks’ in capacity. Implications are offered for building upon race-conscious practice where it exists, removing barriers to implementation, and expanding capacity.  相似文献

The relation between educational research and practice is a growing point of interest and has produced numerous lively debates. Although many reports and position papers have been published on this topic, little empirical data are available. The aim of this study is to explore the gap between educational research and practice and to assess the views of different key actors. After reviewing the literature, focus group interviews were organised with teachers, school leaders, researchers, and intermediaries. Questionnaire data were obtained from educational research professors in Flanders. Results indicate that the gap between educational research and practice should be approached as a complex and differentiated phenomenon. All participants agreed that more cooperation between researchers and practitioners is necessary. This could be achieved by establishing ‘professional learning communities’ or by promoting a ‘design‐based research’ model.  相似文献

The National College responded to this problem by initiating a Succession Planning programme. This article provides a case study template for creating and “selling” an enterprise‐wide leadership development initiative in a highly decentralized organization. Using a story‐telling approach, the authors delineate the five separate but highly interdependent stages used to achieve this. Sandwiched between a prologue and epilogue are five chapters, each describing one of the stages and the lessons learned: (1) articulate the strategic context, (2) assess the current situation, (3) establish a dialogue about the future, (4) create a winning action plan, and (5) measure and learn.  相似文献

Building local research capacity is an enduring challenge that confronts many higher education systems particularly when aspirations for a knowledge economy dominate policymaking. While research capacity has received tremendous attention among international development agencies and scholars, the discourse is largely oriented towards infrastructure, skills training and best practices. This study interrogates the concept of local research capacity building as a dynamic process. By contrasting the policy rhetoric with the lived experiences of academics based in Kazakhstan, we propose a conceptual model to illustrate the diverse levels of research capacity building: resources, locality, relevance, human capital and culture. This study examines research capacity building in the context of the internationalisation of higher education as researchers become increasingly mobile. We argue that investing in infrastructure and human capital are insufficient for capacity building. Rather, sustainable capacity building requires research that is relevant to the local context and a cultural environment that can nurture a vibrant research community.  相似文献

Drawing on the Queensland School Reform Longitudinal Study (QSRLS), this paper documents the assessment practices of about 250 Queensland primary and secondary classrooms and the extent to which they align with those pedagogical practices described as ‘productive pedagogies’ in the research. In considering the extent of this alignment, the paper outlines in some detail the concept of ‘productive assessment’, which also developed out of the research. The QSRLS demonstrated the necessity of aligning pedagogies and assessment practices with curriculum purposes to enhance student learning and contribute to socially just outcomes. A lack of visible alignment in the assessment practices of teachers in the study is demonstrated and discussed. When considered in conjunction with the low intellectual demands of the pedagogies observed, there are serious social justice implications to be drawn from the research. The paper also shows the significance of systemic assessment policies in relation to teacher assessment practices. The paper conceptualizes ‘productive assessment’ in relation to broader sociological considerations of assessment practices. Some possible explanations for the findings are proffered and some brief recommendations about a way forward in relation to teacher professional development around assessment literacy are suggested.  相似文献

An assumption that knowledge arises from research outcomes has been expanded in recent years to include the possibility that knowledge may also be created from the process of engaging in research. Action research (AR) is particularly well suited to such knowledge development. This article offers a brief overview of knowledge in AR as well as the origins and purpose of participatory AR, and discusses selected contributions to knowledge development published in Educational Action Research. The author augments the literature with personal learning developed in a research partnership between adults and adolescents. Relational knowledge development was understood through addressing concepts of building trust, being treated like a human being and mental health promotion. Reflective knowledge was built through reflections on the meaning of participating as co‐researchers.  相似文献

We report on the establishment of communities of practice at four Australian institutions and evaluate their effectiveness and durability as a means of building staff and institutional capacity for interdisciplinary teaching. A community of practice approach is a potentially valuable methodology for overcoming dynamics of fragmentation, isolation and competition within universities. The communities we established were anchored by a shared focus on the topic of climate change and they worked collaboratively to build relationships of trust and reciprocity between teachers in a wide range of disciplines. The aim of each community was to improve the teaching of climate change through enabling members to integrate diverse disciplinary perspectives, to teach collaboratively, to promote innovation through exchange and to demonstrate leadership within their institutions. The key factors that made our communities effective and durable are: (1) designation of two leadership roles, activator and facilitator, (2) provision for institutional autonomy in domesticating the model to fit local circumstances and (3) a pragmatic emphasis on opportunities for teaching innovation and leadership within existing administrative structures, teaching programs and workloads. We conclude that suitably designed and resourced communities of practice are a viable means of improving interdisciplinary teaching of complex problems by facilitating both staff development and institutional learning.  相似文献

The purpose of this case study is to examine the impact of the development and design of a district leadership competency model on leadership development outcomes in one Georgia school district. Specifically, we seek to illuminate the importance of Leadership Competency Models for (1) increasing clarity among aspiring leaders about the expectations for leadership within their system; (2) increasing shared understanding among school leaders and district administrators about the core elements of leadership required for success within their system; (3) increasing uniformity of practice in the identification and selection of candidates into the Aspiring Leader Program; and (4) improvements in the development and support provided for aspiring school leaders. As districts continue to work towards systemic improvement in leadership development nationwide, our findings have real-world implications for districts interested in identifying and developing aspiring leaders within their own systems.  相似文献

Most schools currently employ three generations of teachers and leaders: Baby Boomers (1946–65), Generation X (1966–80) and Generation Y (1981–2003). However, the implications for school leaders of multi-generational schools remain relatively unexplored. This paper examines the empirical multi-disciplinary generations at work evidence to identify differences and similarities in how generational cohorts approach work/life balance, authority, collaboration and careers. The paper defines generational characteristics and introduces the review methods employed. The findings are organised within three important leadership actions: stimulating professional growth and capacity, building collaborative cultures, and establishing work conditions.
