采用问卷方法,我们对山西省35个贫困县的中小学体育教师进行调查,力求全面了解和把握中小学体育教育资源的现状,结果显示:体育教师师资资源已基本满足正常的教学需要,但体育场地和器材资源需求很大,导致教师很难按照标准开展体育教学内容。在我国新的历史时期,在实施教育公平的原则下,各级教育主管部门要加大对贫困县乡镇中小学体育场地器材资源的配备力度,以促进贫困县整体的体育教学水平不断提升。  相似文献

县域义务教育的均衡发展,关系到我国义务教育事业发展的大局,是促进我国区域教育均衡发展的重要组成部分。民权县是河南省贫困县,近年来国家虽然对义务教育大量投资,但像民权这样的贫困县由于地方经济发展的局限,义务教育阶段教育资源配置仍然存在不均衡现象。笔者针对义务教育资源配置不均衡现象提出有效的对策和建议,从而推进县域内义务教育阶段教育资源均衡配置。  相似文献

The 2005–2008 Australian National Sexually Transmissible Infections Strategy identifies young people as a key target group in need of sexual health education, screening and management. For young people who are in contact with the New South Wales (NSW) juvenile justice system, a dire need for remedial sexual health education exists. NSW young offenders indicate initiation of sexual activity at a younger age than their peers, higher numbers of sexual partners, infrequent condom use and higher rates of sexually transmitted infections. They also report family instability, poor accessing of health services, and low school attendance: all factors that result in poor sexual knowledge and health outcomes. An examination into the cognitive profile of these young offenders indicates remedial education for this group may require a dual approach in order to redress their specific circumstances and needs. The first approach should target young offenders who simply missed out on stages of sexual health information in the school curriculum. The second approach requires a tailored teaching methodology more appropriate for a group with atypical cognitive profiles. Both approaches need to engage an educative model that acknowledges that these disadvantaged young people are already sexual active; and that many did not have the benefit of an informed or consensual decision making processes. More importantly, the tailoring of a sexual health education program to these young people needs to resonate with teaching to a cognitively distinctive population who have experienced higher than usual rates of alcohol and other drugs abuse, and higher than usual episodes of physical and emotional abuse and neglect.  相似文献

What happens when a government cannot meet its obligation to provide universal primary education and enhance the quality of education for all of its citizens? The present study examines the interactions among stakeholders in the user-fee policy in primary education in Kenya. It seeks to show how this policy has affected attendance rates and drop-out rates among elementary schoolchildren. It reveals that, in addition to limiting access and contributing to attrition, user-fees significantly contribute to absenteeism. The study also exposes the dire situation of economically vulnerable citizens who do not have the resources which they need to ensure private education for their children. It concludes that together the government and household-level economic weaknesses have made it virtually impossible to attain the goal of education for all in Kenya.  相似文献

In the last decade we have come to radically redefine our understanding of how women fit into the socioeconomic fabric of developing countries. At least 2 factors have contributed to this realignment in our thinking. 1st, events around the UN Decade for Women dramatized women's invisibility in development planning, and mobilized human and financial resources around the issue. 2nd, the process of modernization underway in all developing countries has dramatically changed how women live and what they do. In the last decade, more and more women have become the sole providers and caretakers of the household, and have been forced to find ways to earn income to feed and clothe their families. Like many other organizations, USAID, in its current policy, emphasizes the need to integrate women as contributors to and beneficiaries of all projects, rather than to design projects specifically geared to women. Integrating women into income generation projects requires building into every step of a project--its design, implementation and evaluation--mechanisms to assure that women are not left out. The integration of women into all income generating projects is still difficult to implement. 4 reasons are suggested here: 1) resistance on the part of planners and practitioners who are still not convinced that women contribute substantially to a family's income; 2) few professionals have the expertise necessary to address the gender issue; 3) reaching women may require a larger initial investment of project funds; and 4) reaching women may require experimenting with approaches that will fit into their village or urban reality.  相似文献

This article presents the work and reflections of two researchers who are searching for models that work for Black children and communities. The present study focuses on their work with the Maroons. Maroons are those African descendants whose ancestors escaped from enslavement and created villages that were hidden away in densely forested regions. This paper unveils the authors' research work among the Maroons as they sought to educe important cultural knowledge that may have utility for Black children and communities worldwide.  相似文献

随着社会的发展,原本表现悲凉意义的火把节,成为包括祭天神、祭祖和丰富娱乐内容在内的节日。在随着劳动效率的提高,必要劳动时间不断减少,可自由支配的闲暇时间和金钱在不断增加的语境下,以旅游为主要内容的休闲成为了人们生活中的有机内容。在休闲文化资源中,包括节庆的传统文化是最为重要的休闲资源。彝族火把节正是在这样的语境下被加以利用,从而在休闲经济时代发挥新作用的。但当火把节以发展经济为主导,完全由官方导演后,应当重视这种文化资源供给者即彝族乡民们的利益。  相似文献

The Capabilities Approach places dignity at its core, emphasising people as ends not means who should be enabled to achieve the plans and goals they have reason to value. Focussed on the entitlement of all people to flourish and to be treated with equal respect, we argue here that this approach lends itself to a consideration of ethical issues around the nature of inclusion in education. We consider the lives of children and young people unable to flourish because of a disability, impairment or a label that assigns them to a ‘special’ or ‘additional support needs’ category, framing our discussion around Nussbaum’s Capability Approach. We suggest this approach provides a useful addition to the theoretical repertoire required to progress inclusion and inclusive education with particular respect to issues such as justice, equality, respect and dignity and, critically, to what people are able to do and to be.  相似文献

It is worthwhile that we pay a great deal of attention to the experience the Shuiyuan Commune in Yingkow County had in carrying out the revolution in education. Chairman Mao points out: "In the countryside, poor and lower-middle peasants should manage our schools, because they are the most reliable ally of the working class." In action, the comrades at the Shuiyuan Commune in Yingkow County have already implemented this great instruction of Chairman Mao, by having poor and lower-middle peasants, as leaders, work with the revolutionary teachers and students to run the schools and to reform the educational system. There are some people who look at the revolution in education as something quite difficult to accomplish. The truth is, all we need do is follow Chairman Mao's proletarian revolutionary line — firmly and unwaveringly, seriously but not perfunctorily — as well as to be good in summarizing experiences and lessons. Before too long, there will be noticeable results. Hasn't the outlook of the Shuiyuan Commune, which irrevocably carried out Chairman Mao's proletarian revolutionary thinking on education, changed completely in just a little over six months' time?  相似文献
