Despite major changes in the governance of universities overtly intended to transform them into authoritatively integrated collectivities, the extent of their organisational actorhood remains quite limited and varied between OECD countries. This is because of inherent limitations to the managerial direction and control of research and teaching activities in public science systems as well as considerable variations in how governance changes are being implemented in different kinds of states. Four ideal types of university can be distinguished in terms of their strategic and operational autonomy and capability: Hollow, State-contracted, State-chartered and Private-portfolio. These become established under different proximate and background conditions such that relatively high levels of organisational actorhood are unlikely to be achieved in many OECD countries without major shifts in state structures and policies.  相似文献

Abstract

Few African scholars publish articles in top journals, present papers at prestigious conferences, or produce monographs that influence the direction of the field of communication as a whole. We explored hindrances to scholarly productivity in East Africa by administering questionnaires to faculty members at five leading communication departments and conducting in-depth interviews with department heads, librarians, and other senior faculty members. Results indicated that an increase in institutional priority on research and publication makes this an opportune juncture for collaboration with the international scholarly community to facilitate research and publication activity by African academics.  相似文献

There are a number of different forms of inter-organisational collaborative arrangements between universities at international, national and sub-national levels. This paper focuses on a particular form of inter-university collaboration mechanisms, which represents one of the key recent policy developments in Scotland. Research pooling initiatives are a regional response to create international research excellence and regional relevance by ‘pooling’ specific areas of research excellences that are seen to be of strategic importance to Scotland universities across the region. Research pooling initiatives as networks can be seen as strategic processes. Universities share resources and research facilities among selective partners and recruit professors and research students internationally by branding their subject areas together. This multi-scalar institutional development is set against the background of devolution and globalisation of science, technology and innovation policy on the one hand, and changing national higher education policies in the UK on the other.  相似文献

This paper argues that the impact of individual higher education institutions’ strategies on system diversity should be explored. By looking at how universities respond strategically to governmental policies as well as to the actions of other (competing) institutions, our understanding of determinants of diversity can be enriched. A conceptual framework focusing on institutional positioning is explained using the dimensions deliberateness of organizational actions versus environmental influence, on the one hand, and differentiation versus compliance, on the other. We posit institutional positioning as the mechanism through which organizational and environmental levels are linked. Our model features multiple dimensions and relations reflecting how higher education institutions locate themselves in specific niches, i.e. positions where they are able to gather the necessary resources for their core activities. The implications for research on diversity and for policymaking are discussed.  相似文献

In this paper, drawing on magazines read by US academic leaders, we explore the spread of commercial language into the world of higher education. We ask whether commercial codes are taken for granted, considered routine, and common sense in academic settings. We develop a multidimensional approach, considering two practices, strategic planning and patenting, and two identities, consumer and product, which come from the world of commerce. We ask: to what extent does the university community considered commercial developments legitimate or illegitimate? In what ways has the legitimacy of commercial developments changed over time, and to what degree are different commercial developments embraced or rejected? Our analysis suggests that the commercialization of US higher education is a complicated, uneven, contradictory, contested, and multifaceted process, rather than a single monolithic outcome state. We find that the extent to which commercial practices and identities are viewed as legitimate varies across time, by institutional type, and by an actor’s social position. We also find that different commercial developments received different amounts of opposition. We use our analysis to contribute to recent thinking in the “new institutionalism” in organizational analysis and to ground our thoughts about political efforts to preserve certain qualities of higher education.  相似文献

Ranking systems such as The Times Higher Education’s World University Rankings and Shanghai Jiao Tong University’s Academic Rankings of World Universities simultaneously mark global status and stimulate global academic competition. As international ranking systems have become more prominent, researchers have begun to examine whether global rankings are creating increased inequality within and between universities. Using a panel Tobit regression analysis, this study assesses the extent to which markers of inter-institutional stratification and organizational segmentation predict global status among US research universities as measured by position in ARWU. Findings indicate some support that both inter-institutional stratification and organizational segmentation predict global status.  相似文献

Attempts to emulate the US example must recognize the heterogeneity of its industries and institutions of higher education. Conclusion In this paper I have tried to bring together various forms of input-output accounting and analysis suited to dynamic problems. In the usual, static accounting system, the entries all relate to a single time-period and the set of accounts is completely closed. In the alternative, dynamic system suggested here, the inputs for a given period come, either in whole or in part, from the preceding period and the outputs go, either in whole or in part, to the succeeding period.Two types of model can be built within the framework of this dynamic accounting structure: the conventional input-output model, in which the input coefficients are fixed; and an allocation model, in which the output co-efficients are fixed. The conventional model is appropriate to the analysis of production flows; the allocation model to that of demographic flows. These two models provide us with the main building blocks for an educational model, since as far as the human inputs are concerned the educational system is simply a partition of the demographic system, and as far as the economic inputs are concerned it is a partition of the productive system.
