How Technological Platforms Reconfigure Science-Industry Relations: The Case of Micro- and Nanotechnology

With reference to the recent science studies debate on the nature of science-industry relationship, this article focuses on a novel organizational form: the technological platform. Considering the field of micro- and nanotechnology in Switzerland, it investigates how technological platforms participate in framing science-industry activities. On the basis of a comparative analysis of three technological platforms, it shows that the platforms relate distinctly to academic and to industrial users. It distinguishes three pairs of user models, one model in each pair pertaining to how platforms act toward and conceive of academic users, the other model regarding users from industry. The article then discusses how technological platforms reconfigure the science-economy divide. While the observed platforms provide new institutional contact and interaction between academia and industry, new research collaboration does not necessarily materialize in practice. In this respect, science-industry mediation by way of technological platforms does not make science-industry boundaries more porous. Instead, the declared openness of public research with respect to industry, in the case of technological platforms, may contribute to maintain public science’s autonomy.     

How to be Real and Conventional: A Discussion of the Quality Criteria of Official Statistics

Are the categories used to study the social world and acting on it “real” or “conventional”? An empirical answer to that question is given by an analysis of the debates about the “quality” of statistics produced by the European National Institues of statistics in the 1990s. Six criteria of quality were then specified: relevance, accuracy, timeliness, accessibility, comparability and coherence. How do statisticians and users of statistics deal with the tension produced by their objects being both “real” (they exist before their measurement) and “conventionally constructed” (they are in a way, created by these conventions)? In particular, the technical and sociological distinction between the criteria of relevance and accuracy implies a realistic interpretation, desired by users, but that is nonetheless problematic.     

De-Facto Science Policy in the Making: How Scientists Shape Science Policy and Why it Matters (or, Why STS and STP Scholars Should Socialize)

Science and technology (S&T) policy studies has explored the relationship between the structure of scientific research and the attainment of desired outcomes. Due to the difficulty of measuring them directly, S&T policy scholars have traditionally equated “outcomes” with several proxies for evaluation, including economic impact, and academic output such as papers published and citations received. More recently, scholars have evaluated science policies through the lens of Public Value Mapping, which assesses scientific programs against societal values. Missing from these approaches is an examination of the social activities within the scientific enterprise that affect research outputs and outcomes. We contend that activities that significantly affect research trajectories take place at the levels of individual researchers and their communities, and that S&T policy scholars must take heed of this activity in their work in order to better inform policy. Based on primary research of two scientific communities—ecologists and sustainability scientists—we demonstrate that research agendas are actively shaped by parochial epistemic and normative concerns of the scientists and their disciplines. S&T policy scholarship that explores how scientists balance these concerns, alongside more formal science policies and incentive structures, will enhance understanding of why certain science policies fail or succeed and how to more effectively link science to beneficial social outcomes.

European Scientific Cooperation and Research Infrastructures: Past Tendencies and Future Prospects

Since the 1960s, Europe has developed adiversified network of agencies and institutesin parallel with the political dynamics of theTreaty of Rome (1957). Recently, the EuropeanCommission has launched a debate about thefuture of European R&D policy. This has, inturn, highlighted the importance of researchinfrastructures in European science. Thispaper discusses the achievements of Europe'smultilateral approach in this domain, andsuggests guidelines for future policy.     

Social Networking and Cultural Adaptation: A Theoretical Model

This paper demonstrates a theoretical model for the influence of social networking on cultural adaptation. Through the integration of cultivation theory and ethnic group vitality, this model proposes social networking affects immigrants’ interactions with the dominant culture as well as in-group communication.
