Cinderella and the search for the missing shoe: Latin American adult education policy and practice during the 1990s

This article examines the main trends in adult education policy in Latin America during the 1990s. During this period, in spite of the commitments made by national governments in Jomtien in 1990 and ratified in Dakar in 2000, adult education in Latin America has been marginalized and neglected, both in terms of public policy and public funding. This paper raises different hypotheses in order to explain this dynamic and the variety of strategies that have been proposed to garner support for the field. Adult education in Latin America is now at a crossroads, and the collective search for its mission, purpose and identity is as urgent as ever. In discussing the revitalization of adult education in Latin America, the debates undertaken in the region by governmental and non-governmental organizations in the preparation for and in the follow-up to the 1997 Hamburg International Conference on Adult Education (CONFINTEA V) are described. In the final section, after summarizing the main issues and achievements, the article outlines several challenges for the future.     

The vocational turn of adult education in Denmark – an analysis of adult education policy from the late 1990s

ABSTRACT

Denmark has a strong and versatile tradition of adult education. Over a long historical period, adult education for public enlightenment and leisure, for continuing study and for vocational and professional competence have been developed, been made part of state policy and been used by citizens. But in recent years the public and political presence of Danish adult education has changed. While education policy issues generally abound in public and political debates, adult education is given much less attention than earlier. In this article, we trace the causes of this and conclude that it reflects a turn towards focusing on vocational types of adult education and a relocation of adult education policy to networks linking the state and the social partners. Drawing on theories of policy streams, policy networks and the competition state, we provide a historical analysis of Danish adult education reforms during the past two decades and document how the vocational turn has manifested itself.

《教育与民众》对西方成人教育的引进和转化

《教育与民众》是近代中国教育界介绍和引进西方成人教育制度和理论的一个重要媒介。对于当时世界各国成人教育发展状况、成人教育界较有影响的机关、人物及其著作,该刊或开辟专号集中发表,或请专人翻译连载,或作广告宣传,其主要目的是为国内民众教育的发展提供借镜。因此,注重西方成人教育制度在中国的转化成为该刊一个突出的特色。     

(Re)igniting a sociological imagination in adult education: the continuing relevance of classical theory

This article argues that sociology has been a foundational discipline for the field of adult education, but it has been largely implicit, until recently. This article contextualizes classical theories of sociology within contemporary critiques, reviews the historical roots of sociology and then briefly introduces the classical theories illustrating the continual presence of sociological thinking in the adult education field. Finally, it periodizes the lineage of the sociology of adult education, highlighting recent contributions. With 30 years of neoliberalism, social justice is eroding, authoritarianism is increasing and democracy—as the idea of a self-governing people deliberating issues of mutual concern in the public sphere—is further subordinated to the idea of society as an economy for exchanging goods and services. It is time to (re)ignite a sociological imagination among adult educators/learners, building on familiarity with both classical and contemporary sociology theories, more robust sociological analysis of the field and a (re)commitment to the historical principles of social justice and deep democracy. While international in focus, Canadian exemplars will be used.

The article describes the arrival and organisation of adult education on ITV. The author describes the development of social action programming and the arrival on the scene of the Community Education Officers in the ITV companies. The author contends that while the formal networked adult education output was only partially successful, the development of social action, fitting as it does the federal structure of ITV, opened up a rich new vein in British public service broadcasting.     

Educating and training out of poverty? Adult provision and the informal sector in fishing communities,South Africa

This paper looks at access to adult education and vocational education and training (VET) provision in fishing communities in the Western Cape, South Africa. Fishing communities are being disadvantaged due to geographical and socio-political marginalisation, and the predominance of informal sector employment in the context of worldwide marine resource depletion. Neither public nor private provision is adequately serving rural areas or the informal sector in this context. Using the sustainable livelihoods approach as a tool of analysis, this paper argues that a more cross-sectoral approach is needed to tackle equity and poverty concerns in adult education and training provision.

The impact on annual earnings of adult upper secondary education in Sweden

The public supply of adult education is very different between countries, making it likely that there is scope for efficiency gains. The contribution of this paper is to provide an economic evaluation of the earnings impact of adult education at upper secondary level (AE) in Sweden, where the supply is plausibly larger than in any other country. The analysis is based on register data for 1990–2002 of the cohort born in 1970 on accomplished AE course credits and possibly subsequent higher education. Difference‐in‐differences estimates indicate that for AE enrolees in 1994–1996, a year of AE credits increased earnings in 2002 by 6% for males and by 4.5% for females. The estimates are reconciled with conflicting results from earlier studies. According to crude calculations, which disregard other societal benefits of AE, the earnings benefits are sufficient to cover the costs incurred by society within 17 years.
