无线局域网是利用无线通信技术实现网络互联,与有线网络相比,无线局域网最主要的优势在于可以不受布线条件的限制,在有线网络所不能达的地方也能提供方便地网络接入。2002年4月清华大学图书馆采用符合 IEEE 802.11b标准的产品建立了无线局域网。本文介绍了清华大学图书馆无线局域网的建立及用户使用情况,并且讨论在图书馆建立无线网

Various authors have highlighted the potential contribution of the internet to enhance the interactivity, transparency, and openness of public sector entities and to promote new forms of accountability. The search for new styles of governance which promote higher levels of transparency and the engagement of citizens is viewed as a way of improving citizens' trust in governments. As the social media are becoming ubiquitous, both academics and practitioners need some initial and reliable background data about the deployment of this kind of technology at all levels. The aim of this work is to provide an overall view about the use of Web 2.0 and social media tools in EU local governments in order to determine whether local governments are using these technologies to increase transparency and e-participation, opening a real corporate dialog. In addition, the paper tries to identify which factors promote the level of development of these tools at local level. Our results show that most local governments are using Web 2.0 and social media tools to enhance transparency but, in general, the concept of corporate dialog and the use of Web 2.0 to promote e-participation are still in their infancy at the local level.  相似文献

Local governments are increasingly establishing functional decentralized agencies, such as autonomous organizations, public companies, foundations and public business entities to provide public services. Furthermore, they are also introducing the private sector, contracting out public services to a private company and creating mixed companies. Our aim is to analyze the effect of functional decentralization and externalization (outsourcing or contracting out) processes on public transparency levels, since theoretically, they are aimed toward good governance and accountability. To do so, we use a sample composed of the 110 largest Spanish cities for the period 2008–2010. The results show that decentralized agencies, especially public companies and foundations, impact positively on levels of public transparency. However, there is no evidence that suggests that the introduction of the private sector, using outsourcing and mixed companies, affects the transparency of local governments.  相似文献

This paper provides a general overview of the way local governments use Twitter as a communication tool to engage with their citizens. More concretely, it tries to identify factors associated with both the channel activity and citizen engagement, to understand the relationship between media type and citizen engagement and to analyse whether different content generated different levels of engagement. A sample of the 29 most populated Andalusian local governments is examined. The results show that the majority of Andalusian local governments have an official corporate Twitter account with certain level of activity. There is no, however, a significant relationship between the population of a municipality and its citizen's engagement, and there is a significant negative relationship between audience and engagement and between activity and engagement. The findings of the study also show the particular media and content types generate higher engagement than others. This paper contributes to the literature on social media and has practical implications for local governments.  相似文献

In this paper, we examine data from a 2011 survey of grassroots (or local) governments in the United States with respect to their adoption of social media (e.g., Facebook, Twitter, YouTube, blogs, and Flickr) especially to ascertain the drivers of local government social media adoption and whether the drivers are similar to or different from the drivers of e-government adoption. This paper presents an in-depth research investigation of the role information quality plays in the use of community municipal portals. These portals are a new type of website spearheaded by local governments and community agencies in response to citizen calls for a more user-friendly, comprehensive, and convenient way of accessing community-based and local government information via a single entry point. Prior empirical evidence on electronic government adoption and use shapes the study's theoretical model. The model was tested via a survey completed by 1279 respondents across five community municipal portal sites in the province of Ontario, Canada. The survey polled respondents' uptake and perceptions of these portals. Cross-validation using structural equation modeling analysis indicates that information quality plays a critical but indirect role in influencing a person's use of a community municipal portal. In addition, other end-user factors, namely perceived ease of use and compatibility, also affect usage. Importantly, the need to pay attention to the information quality of community municipal portals is raised as a means of rallying citizen response to this new type of website specifically, as well as to local government websites more generally.  相似文献

The U.S. National Broadband Map (NBM) is arguably the most complex articulation and synthesis of telecommunications data ever generated by the federal government. Drawing upon information collected by fifty U.S. states, five territories and the District of Columbia, broadband provision is tabulated at the Census block level and made available to the general public in a variety of formats (e.g., maps, tabular databases, and geographic coverages). One major policy challenge associated with deepening our understanding of wireless broadband provision in the United States is developing a methodological process for accurately rearticulating NBM wireless data collected at the block level to more meaningful economic units (e.g., Census block groups or tracts). Without this ability, policy analysis and an objective evaluation of the goals set forth in the National Broadband Plan are compromised. The purpose of this paper is to outline such a methodology, while simultaneously highlighting several consistency checks for ensuring completeness and data aggregation integrity.  相似文献

IT project portfolio management (IT PPM) has evolved into a significant area of research interest, but we know little about IT PPM practices in public sector organizations. Therefore this article investigates decision-making processes in the IT PPM practices of local governments, and discusses how these practices match the normative advice proposed by the IT PPM literature. We rely on decision-making theories together with case-studies of four Danish local governments. We find that politics, intuition and coincidence play a crucial role in IT PPM decision-making, while technical rationality (as proposed by the IT PPM literature) plays a minor role. Our account also reveals how the decision-making practices create IT portfolio problems and in some aspects is considered to have a negative impact on the outcome of e-government investments. Our analysis and previous research into decision-making allows us to argue that implementing textbook-IT PPM is difficult because it relies on decision-making ideals that are incompatible with organizational contexts and individual behavior in these organizations. Instead of radically changing decision-making styles, the organizations might be better off improving IT PPM practice within the boundaries of their existing decision-making styles, and the IT PPM literature might improve support for practitioners by incorporating other decision-making styles besides technical rationality.  相似文献

Modern local governments must learn in order to deal effectively with the growing pressures of a rapidly changing environment. Crowdsourcing has entered the stage of popularization and wide adoption as a part of local government. Based on organizational learning perspective, this study develops a multi-level model of learning from crowdsourcing and a joint relationship between crowdsourcing and organizational learning in local governments. This paper adopts a multi-method research approach: (1) the model was tested with partial least squares structural equation modelling (PLS-SEM) using a survey of 205 local governments units in Poland; (2) in-depth semi-structured interviews conducted with 18 top managers from 18 local governments units in Poland. The empirical results show that: (1) crowdsourcing has significantly positive affects on individual, group, organizational levels of learning, feed-forward, and feed-back flows; (2) type of crowdsourcing, such wisdom crowd, crowd creation, and crowd voting are linked with organizational learning. Moreover, one type of crowdsourcing, such crowdfunding is not related with organizational learning of local governments. These findings contribute to both academic research and practical implications, advancing our understandings of relationship between crowdsourcing and organizational learning in local governments.  相似文献

Cloud computing enables cost-effective and scalable growth of IT services that can enhance government services. Despite the Australian Federal Government's ‘cloud-first’ strategy and policies, and the Queensland State Government's ‘digital-first’ strategy, cloud services adoption at local government level has been limited—largely due to data security concerns. We reviewed the ISO 27002 Information Security standard with extant literature and found that operational security, individual awareness and compliance matters pose more significant government challenges than the often-highlighted technical and process-oriented cloud security requirements. This study identifies and explores the critical factors associated with information security requirements of cloud services within the Australian regional local government context. We conducted 21 field interviews with IT managers, and surveyed 480 IT staff from Australia's 47 regional local governments. We propose a conceptual cloud computing security requirements model with four components – data security; risk assessment; legal & compliance requirements; and business & technical requirements – in order to promote a balanced view on cloud security for governments. Using this model, governments can work together to demand uniform security requirements for adopting cloud services.  相似文献

Over the last decade many governments across the world have intensified their efforts to improve efficiency of public services through Information and Communication Technology (ICT)-enabled transformation of Local Government Authorities (LGAs). Many of these efforts involve implementing new Information Systems and Technology (IS/IT) and integrating various disparate legacy systems to deliver improved services. While there is a surfeit of literature that have outlined the various organizational and technical challenges posed by Technology Integration Solutions (TIS), few studies have examined the role of stakeholders and surrounding challenges when implementing TIS in LGAs. The TIS adoption process involves several stakeholders, each with specific domain knowledge and expertise that are crucial to the success of TIS projects. In this paper, the authors use the concept of stakeholder theory to analyze the role of stakeholders during the TIS adoption process with regards to their perceptions on the factors influencing TIS adoption in LGAs and their involvement on the adoption lifecycle phases. A qualitative multiple case study approach is adopted to empirically highlight the different categories of stakeholders involved in the TIS adoption process, the dynamic nature and importance of their role, and why their domain knowledge and expertise are vital for TIS projects.  相似文献

This article explores the determinants of local governments' use of social networking sites. It does so by analysing the relative impact of institutional, political and social determinants, while controlling for the impact of mayors' traits and social characteristics of municipalities on local governments levels of activity on Facebook. Empirically, this article presents a within-case analysis of Portuguese municipalities' activity on social media, aiming to shed light on the strategic use of social media by local governments. A coherent picture associated with politically pro-active local governments emerges from the results: higher levels of social media activity appear in municipalities with more competitive local elections and higher commitment to transparency. Moreover, findings suggest that local governments tend to be concerned with the low levels of voter turnout, potentially resorting to social media as a powerful tool to increase civic engagement and (offline) political participation. Levels of Facebook activity are significantly higher in larger and wealthier municipalities. The results indicate that Facebook official pages of municipalities are part of a larger arsenal of tools to promote political engagement and activity levels signal a propensity to involve citizens pro-actively.  相似文献

This study examines the adoption of centralized customer service systems in local governments in the United States. Survey data is used to show the relationship between different factors of E-Government adoption and the implementation of this information technology (IT). The results of this study show that the adoption of a centralized customer service system was related to the form of government that the local government had and being located in a central city. The results also indicated that the sophistication of the local government's website was related to the adoption of a centralized customer service system. The results of this study did not support the claim that larger cities are more likely to be adopters of this type of IT. Other results indicate that only 15% of local governments have adopted this IT. These information systems are well-integrated with existing online communication methods such as email and the internet. The information from this IT is commonly used by local governments for performance management and budget development.  相似文献
