The concept of development has evolved from an exclusive focus on economic growth towards an interrelated, even integrated approach involving progress across a range of disciplines such as health, education, economics and agriculture. The Millennium Development Goals (MDGs) are rooted in this evolved conception of development. A concerted global effort embracing multiple disciplines in the formal and informal sectors is now essential for their achievement. This paper traces the changing meaning of development, while at the same time tracing the benefits of investing in education for poverty reduction, and the conditions that facilitate and/or hamper education's contribution to poverty reduction.  相似文献

This paper reports on a research project investigating the role of universities in South Africa in contributing to poverty reduction through the quality of their professional education programmes. The focus here is on theorising and the early operationalisation of multi-layered, multi-dimensional transformation based on ideas from Amartya Sen's capability approach. Key features of a professionalism oriented to public service, which in South Africa must mean the needs and lives of the poor, are outlined. These features include: the demand from justice; the expansion of the comprehensive capabilities both of the poor and professional capability formation to be able to act in ‘pro-poor’ ways; and, praxis pedagogies which shape this connected process. This theorisation is then tentatively operationalised in a process of selecting transformation dimensions.  相似文献

Theories of responsible environmental behavior (REB) have most often been applied in developed countries and to direct forms of REB such as recycling and conserving water. This study applied a model of REB to a developing country setting in Tanzania based in part on variables from a Hungerford and Volk (1990) Hungerford, H. R. and Volk, T. L. 1990. Changing learner behavior through EE. Journal of Environmental Education, 21: 821. [Taylor & Francis Online] [Google Scholar] model and targeting an indirect form of behavior: teaching environmental education (EE) to youth. A quantitative survey was developed and administered to 397 teachers from schools in coastal regions of the country. Regression analyses revealed a sequential model in which entry level variables predicted ownership variables, and ownership variables predicted empowerment variables. In addition, cognitive variables were particularly strong in predicting behavioral intent compared to affective variables.  相似文献

Cash transfers boost educational outcomes for poor children on average, but which aspects of educational performance are most responsive and which poor children benefit the most? This study examines the educational impacts of cash transfers, drawing on a randomized, community implemented conditional cash transfer program targeted to poor households in Tanzania. On average, being assigned to receive transfers significantly improves children’s likelihood of having ever attended school (by between 4 and 5 percentage points), with suggestive evidence that this is driven by more age-appropriate enrollment for the youngest children. However, school attendance and primary school completion remain unaffected on average. Girls and boys benefit similarly, and only students with stronger initial educational performance experience increases in primary completion rates.  相似文献

There is a general presumption among many policy makers that secondary and higher education is not necessary for economic growth and development. On the other hand, it is literacy and primary education that is argued to be important. Estimates on internal rate of return also contributed to strengthening of such a presumption. Accordingly, secondary and higher education do not figure on the poverty reduction agenda of many poor countries and of the international aid organisations. The Indian experience also testifies to all this. Secondary and more strikingly higher education has been subject to neglect by the government. Using most recent statistics, it is attempted here to show that the general presumption on the weak or negligible role of secondary and higher education in development is not valid and that post-elementary education is important for reduction in poverty, in improving infant mortality and life expectancy, and for economic growth.  相似文献

Achieving the millennium development goals (MDGs) forms the central focus of many donor agencies’ policies, resulting in a renewed focus on basic education. This paper explores the different perspectives of donors and the Government of Rwanda (GoR) with regard to education and training. GoR discourse mirrors the international poverty reduction agenda, yet it is looking well beyond this goal. Striking a balance between providing basic education in line with the poverty reduction agenda and providing higher levels of education and training to attain broader socio-economic goals results in an internal struggle between different policy priorities and viewpoints, and an external struggle with donor agencies whose influence over policy processes is considerable. Nevertheless, a closer look at individual donors in Rwanda reveals that their actual activities demonstrate a less than clear focus on the MDGs, begging the question of just how pertinent the MDGs are.  相似文献

With the move towards achieving universal primary education, focus is increasingly shifting towards early childhood development. Within this, debates are apparent between those who view education at this stage holistically, with concern that it should not be directly linked with primary schooling, and those who view it more explicitly as contributing towards achieving universal primary completion by ensuring that children will be appropriately prepared for studying at this level. Moreover, it is apparent that views of different stakeholders vary. Evidence from Malawi indicates that national policies are closely linked with the international agenda, with a focus on holistic approaches. However, parents view pre-schooling in a narrower way, as an important step towards preparing their children for studying successfully at the primary level. Rather than considering this as parental ‘misunderstanding’, we argue that this perspective shows a greater awareness of local realities and is, therefore, more likely to support an escape from poverty.  相似文献

Vocational education and training (VET) can contribute to the attainment of the United Nations Millennium Development Goals. A key to economic and social progress is the training of better-qualified individuals and skilled enterprise staff who will be more productive, improving goods, increasing incomes and adapting to changing markets. Experts from international cooperation agencies see VET projects as suitable instruments for poverty alleviation in target groups working in the informal sector and rural economy. The recent shortages and high prices of rural products in many developing countries support this position. For the past two years a skills development for poverty reduction (SDPR) project has been running in rural areas of Central Asia to address rural poverty. The approach and findings of the project are discussed against the background of the international debate on VET in the context of poverty alleviation. It is hoped that the conclusions will contribute to optimising the design, implementation, monitoring and evaluation of similar VET projects.  相似文献

This study examined the relationship between pre-primary educational policy and actual practice in Tanzania. Policy relevant to pre-primary education was analyzed and 15 pre-primary lessons from two urban and two rural schools were videotaped. Although the national educational policy specifies the same standards for pre-primary education regardless of location, there were considerable differences across schools. Compared to urban classes, rural ones had considerably less space, larger group sizes, less favorable teacher/pupil ratios, fewer instructional resources and less qualified teachers. Teacher professional qualifications appeared to influence the quality of classroom interaction more than the physical setting and resources.  相似文献

It is widely acknowledged that in order to improve the quality of education in primary schools in developing countries there is a need to place pedagogy and its training implications at the centre of teacher education reform. Like many countries in Eastern and Southern Africa, Tanzania has introduced various initiatives and reforms to improve the quality of teacher education at the pre- and in-service stages. Drawing on evidence from a baseline study of primary teacher interactional and discourse practices, and a review of teacher training colleges, this paper explores the training needs of teacher educators in Tanzania who, in the light of recent reforms to teacher education, will be responsible for education and training at the pre and in-service levels.  相似文献

This is the first of two articles on the political economy of attaining Universal Primary Education (UPE) (in sub-Saharan Africa. It explores three key sets of factors which are powerfully influencing the degree to which the UPE goal is likely to be attained in SSA. These are the rapid emergence of new social class relations which are closely related to key educational developments in many countries, (in particular the rapid growth of higher education and private schooling provision) and the overall demand for primary education and especially the intensifying competition for jobs in the formal sector. This provides the essential contextual background for the second paper which draws on political settlement analysis to explore the politics of UPE in SSA and, in particular, the level of elite political commitment for the attainment of UPE.  相似文献

Individual absolute risk aversion is measured in a sample of 1583 male house-hold heads, using the data drawn from the 1995 wave of the Survey on the Income and Wealth of Italian households. This measure, conditional on household financial wealth, is used as an instrument for attained education in a standard log earnings equation. In line with most of the literature, I find that the gap between the IV and the OLS estimates of the returns to education is large.  相似文献

Development economists and policy makers have in recent times focused attention on child poverty as a crucial aspect of poverty. The importance of the analysis of child poverty partly lies in the fact that children are the most vulnerable group in every society. This study used two poverty lines and the Foster-Greer-Thorbecke index to analyze extreme and overall child poverty headcount, depth and severity in Nigeria. The study also used the headcount ratio to analyze the extent of child deprivation in education, health, nutrition, child protection, water and sanitation. The study was based on the 2010 Harmonized Nigeria Living Standard Survey (HNLSS) and the 2011 Multiple Indicator Cluster Survey (MICS), obtained from the National Bureau of Statistics (NBS), Abuja, Nigeria. The study revealed that 23.22% of children in Nigeria were in extreme child poverty while 70.31% of children in the country were in overall child poverty. The study further showed that there was pronounced child deprivation in education, health, nutrition, child protection, water and sanitation. Both child poverty and child deprivation were more pronounced in the rural sector than in the urban sector and in Northern Nigeria than in Southern Nigeria. Therefore, the Nigerian government should take adequate steps to eradicate child poverty and obliterate all forms of child deprivation in Nigeria – particularly deprivation in basic needs. In taking such steps, more attention should be focused on rural areas and Northern Nigeria.  相似文献

This article reflects on the desire to defend and claim public education amidst the educational policy effects of contemporary neoliberal politics. The defence of public education, from schools to higher education, undoubtedly provides a powerful counter-veiling weight to the neoliberal policy logic of education-as-individual-value-accrual. At a time of intense global policy reform centred on marketisation in education, the public education institutions of the post-war welfare state are often characterised as being lost, attacked, encroached upon and dismantled. In this paper, I contend it is important to avoid mobilising a memory of public educational pasts that do not account for their failings and inequalities. Turning to a historical engagement with the emergence of neoliberal politics, the paper explores how challenges and contestations surrounding ‘the public’ from multiple standpoints converged in the rise of neoliberalism. Recognition of these convergences and contestations, I suggest, assists to provide a more nuanced account of the relationship between neoliberal reform and the welfare state, and thus of the complex task of imagining, claiming and working towards a just and equitable public education.  相似文献

This article examines recent educational reforms in Tanzania by looking at the cultural politics of pedagogical change in secondary and teacher education. It presents an ethnography of a teachers college founded on the principles of social constructivism in a country where formalistic, teacher-centered pedagogy is the norm. Using data collected through a year of participant observation, it argues that the cultural, economic, and political dimensions of teachers’ practice need to be considered alongside efforts to reform the country's educational system. It offers contingent constructivism as an alternative to the international consensus on a single model of excellent teaching.  相似文献

This study considers the extent to which access to basic education and student learning outcomes have become more equalized or more disparate in Tanzania following the implementation of the international Education for All (EFA) initiative, and whether early childhood education access and performance follow similar patterns. To answer these questions, we apply a mixed-methods research design, which includes a longitudinal analysis of changes in educational opportunity and a critical discourse analysis (CDA) of key education policy documents in Tanzania. Findings from our quantitative analysis suggest that social inequality is persistent across time and consistent across access and learning outcomes at the early childhood and basic education levels. The implication is that, to date, the EFA agenda has only served to reproduce social inequalities in Tanzania, with the exception of increased opportunity for girls. These results align with CDA findings assessing the global and national policy discourse, which find educational inequalities to be prioritized in language but not adequately in final targets and strategies. Given the resiliency of such education inequalities, it would appear that policy capable of removing social barriers to educational opportunity requires more attention to specific at-risk student populations.  相似文献

In this paper, we estimate wage returns to investment in education for persons with disabilities in Nepal, using information on the timing of being impaired during school-age years as identifying instrumental variables for years of schooling. We employ unique data collected from persons with hearing, physical, and visual impairments as well as nationally representative survey data from the Nepal Living Standard Survey 2003/2004 (NLSS II). After controlling for endogeneity bias arising from schooling decisions as well as sample selection bias due to endogenous labor participation, the estimated rate of returns to education is very high among persons with disabilities, ranging from 19.3 to 25.6%. The coexistence of these high returns to education and limited years of schooling suggest that supply side constraints in education to accommodate persons with disabilities and/or there are credit market imperfections. Policies to eliminate these barriers will mitigate poverty among persons with disabilities, the largest minority group in the world.  相似文献
