Countries are often benchmarked and ranked according to economic, human, and technological development. Benchmarking and ranking tools, such as the United Nation's e-Government index (UNDPEPA, 2002), are used by decision makers when devising information and communication policies and allocating resources to implement those policies. Despite their widespread use, current benchmarking and ranking tools have limitations. For instance, they do not differentiate between static websites and highly integrated and interactive portals. In this paper, the strengths and limitations of six frameworks for computing e-Government indexes are assessed using both hypothetical data and data collected from 582 e-Government websites sponsored by 53 African countries. The frameworks compared include West's (2007a) foundational work and several variations designed to address its limitations. The alternative frameworks respond, in part, to the need for continuous assessment and reconsideration of generally recognized and regularly used frameworks.  相似文献

Governments worldwide are increasingly using Web-based business models to enhance their service delivery. Yet the concept of the business model is unexplored within the context of e-government. Drawing upon the literature on e-commerce, we develop a taxonomy for analyzing Web-based business models for e-government. Based on a systematic survey of 59 e-government Web sites in the Netherlands, our findings indicate that most of the Web sites use the content provider or direct-to-customer business models, while only a few are using novel business models. Overall, the concept of business model is appealing and useful in the public sector. Specifically it compliments research on Web site quality by analyzing and describing Web sites using atomic e-government business models and suggesting improvements by using combinations of business models.  相似文献

This article aims to understand what determines the degree of e-government use for multiple purposes by analyzing the Government Online Survey data that the Pew Internet and American Life Project provide. Three main purposes of e-government use are identified as: service use, information use, and policy research. The degree of e-government use for a specific purpose is predicted by five sets of determinants: psychological factors of technology adoption, civic mindedness, information channels, trust in government, and socio-demographic and personal characteristics. Sociodemographic conditions influence usage level of various transactional services provided by e-government. Perceived ease of use facilitates the acquisition of general information through e-government. Civicness is a critical determinant of e-government use for policy research. Policy researchers who are more engaged with and concerned about society, neighbors, and government are emerging as a new class of e-government users.  相似文献

Delivering public services through the SMS channel is popular in developed and developing countries, and it has demonstrated its benefits. However, citizens' acceptance of the services is still an issue. This paper presents a study on user acceptance of SMS-based e-government services. Constructs of the proposed model were derived from a survey on citizens' motivations for using SMS-based e-government services (142 respondents from 25 countries), prominent theories on individual acceptance of technologies, and current studies on user acceptance of SMS and e-government services. The model was validated using data from 589 citizens in three cities in Indonesia, who are non-adopters. The relationships between the factors then were compared with data from 80 adopters of SMS-based e-government services in Australia. The proposed model explains what factors influence non-adopters to accept SMS-based e-government services, and the comparison explains the relative importance of the factors for the adopters. The findings are promising for governments who wish to evaluate a new SMS-based e-government system very early in its development in order to assess potential acceptability and for governments who would like to diagnose the reasons why an existing SMS-based e-government service is not fully acceptable to citizens and to take corrective action to increase the acceptability of the service.  相似文献

This paper aims to identify the critical factors for evaluating the public value of e-government in Sri Lanka from the perspective of the delivery of public services and the efficiency of public organizations. To fulfill these aims of the study, a conceptual framework is developed based on a comprehensive review of the related literature by considering the delivery of public services and the efficiency of public organizations. With the collected survey data from Sri Lanka, the conceptual framework is empirically tested and validated by performing a confirmatory factor analysis using structural equation modeling. The study shows that the delivery of quality information and services, user-orientation of information and services, efficiency and responsiveness of public organizations, and contributions of public organizations to the environmental sustainability are the critical factors for evaluating the public value of e-government in Sri Lanka. As the first study in examining the critical factors for evaluating the public value of e-government in Sri Lanka, the findings of the study would be of practical significance to the continuous development of e-government in Sri Lanka and other countries in the world.  相似文献

Much of what was promised has not been delivered by e-government. This necessitates a better understanding of the critical factors necessary for making e-government work. While a number of factors are known to cause e-government failure, this knowledge has not translated into greater success in e-government implementation. This suggests that other, more deep-rooted issues may have remained unaddressed. The nature of modern governance implies that e-government should be looked upon as a network. Application of network concepts like the politics of partner selection, achievement of network goals, institutionalisation processes, network structuring and incentive design can make e-government projects more realistic. We analyse three projects in India based on these issues and argue how a network approach could lead to success of such initiatives. In addition, we show that adoption of a process focus can help in identifying the appropriate partners and facilitate other network processes.  相似文献

Providing government information, services, products and transactions electronically has the potential benefit of accessibility for a wider audience, political and administrative transparency, and improved service delivery. By using e-government websites, citizens can conveniently access government information and services and gain greater opportunities to participate in democratic processes. The present study aims to evaluate National Portal of India, which provides single window access to 601 e-government portals and websites in India. A total of 1576 online services are provided by these portals responding to information needs of the citizens. Ranking of the state and union territory portals has been done based on the number of online services they provide. The paper also focuses on the digitization of documents, acts, rules and schemes of central and state government departments and their availability and accessibility through government portals.  相似文献

Assessing e-government responsiveness is one of the major gaps in the currently dominant e-government maturity models. While we have a relatively large pool of models focusing on technological and organizational integration from a supply side perspective, measures of responsiveness of e-government systems from a user perspective are still lacking. Replicating a study from New Zealand and Australia, this study explores the response time and quality of e-mail response in Danish local and central governments (N = 175). Despite that Denmark is high ranking in international benchmark studies, we find that one third of central government agencies did not respond at all, and close to 80% of the ministries provided none or incomplete answers. Local government responds faster and provides answers that are more complete and accurate than those provided by central government. Implications for e-government are discussed.  相似文献

This study examines the e-government implementation of eXtensible Business Reporting Language (XBRL) to increase accountability and transparency in business and financial information. The business and financial information gathered in XBRL format is machine-readable and interoperable, thereby improving the ease of public dissemination and analysis. This study focuses on identifying and examining the determinants of successful XBRL implementation and draws from several bodies of literature: e-government, institutionalism, collaborative public management, regulatory compliance, and management information systems to identify determinants of successful implementation. This study selects four diverse implementations: the Netherlands, Australia, the United States, and Singapore. Empirical analysis follows a comparative case study method. The findings of this exploratory study underscore the importance of program goals and strategic alignment in achieving information transparency and efficiency, the advantage of strategies correlating to institutional setting, the critical need to provide incentives for adoption, and the usefulness of incremental implementation. The managerial and theoretical implications of these findings as well as future research opportunities are explored.  相似文献

The traditional focus of e-government services research has been on non-mobile services but now with the incorporation of mobile services more people are able to access these Mobile e-government services (m-government services). In addition, such services are critical for improving user-to-government communication effectiveness and maintaining relationships. The purpose of this study is to identify the factors that determine user acceptance of these services. Based primarily on the theory of planned behavior and supplemented by the mobile communication perspective, a sample of 331 users of m-government services in Taiwan was tested. The findings show that perceived usefulness, perceived ease of use, trust, interactivity, external influence, interpersonal influence, self efficacy, and facilitating conditions are critical factors. This study has given us a better understanding of critical mobile communication factors in improving user acceptance of m-government services. Implications and recommendations for research and practice are also presented and discussed.  相似文献

Using e-stamping service in Hong Kong as a case study, this paper examines the impact of leadership and stakeholders on the success or failure of e-government service in Hong Kong. Multiple methods are used for data collection: documents and archival record research, direct observation, and interviews. Today's turbulent business and social environment often compels organizations to adopt internal programs that will help them cope with complexity. One organizational sector in which this is particularly true is the health care industry, as managed care programs and competitive forces have changed the way hospitals and clinics operate. This study looks at a specific organizational program designed to cope with these industry changes and considers the impact of the program on the nurses involved. Drawing on theory and research on role development and strategic ambiguity, this case analysis looks at a hospital system in which the nursing role of “care coordinator”; was defined in a strategically ambiguous way. After analyzing interviews with 19 care coordinators, conclusions are drawn regarding affective reactions to strategic role ambiguity, behavioral adaptation to strategic role ambiguity, and the importance of conceptualizing role ambiguity as a systemic process.  相似文献

This paper examines the evolution of citizen coproduction in the age of social media, web 2.0 interactivity, and ubiquitous connectivity. The paper first discusses the re-emergence of citizen coproduction – whereby citizens perform the role of partner rather than customer in the delivery of public services – as a fashionable policy option in the face of persistent budget deficits and the advent of new channels for mass collaboration. Finding a plethora of competing labels, models, and concepts for coproduction in the age of social media, the paper proposes a unified typology to support systematic analysis based on the overarching categories of “Citizen Sourcing,” “Government as a Platform,” and “Do-It-Yourself Government.” To demonstrate its use, the typology is applied to leading U.S. government implementations. The paper concludes with a discussion of the potential implications for public administration, the remaining limitations and rising social concerns, and the possible emergence of a new social contract that empowers the public to play a far more active role in the functioning of their government.  相似文献

The paper discusses the interconnection of the adoption and diffusion of broadband (‘BB’), e-government (‘EG’) and e-commerce (‘EC’) services. It provides a structured literature review and proposes a conceptual framework for studying the interconnection of the development and adoption of BB, EG and EC. The interconnections of various concepts are shown along with several hypotheses that are thoroughly theoretically grounded. Governments worldwide are encouraging public agencies to join e-Government initiatives in order to provide better services to their citizens and businesses; hence, methods of evaluating the readiness of individual public agencies to execute specific e-Government programs and directives are a key ingredient in the successful expansion of e-Government. To satisfy this need, a model called the eGovernment Maturity Model (eGov-MM) was developed, integrating the assessment of technological, organizational, operational, and human capital capabilities, under a multi-dimensional, holistic, and evolutionary approach. The model is strongly supported by international best practices, and provides tuning mechanisms to enable its alignment with nation-wide directives on e-Government. This article describes how the model was conceived, designed, developed, field tested by expert public officials from several government agencies, and finally applied to a selection of 30 public agencies in Chile, generating the first formal measurements, assessments, and rankings of their readiness for e-Government. The implementation of the model also provided several recommendations to policymakers at the national and agency levels.  相似文献

This study introduces a hybrid approach (i.e., a social network analysis technique and triple helix indicators) to study certain aspects of the e-government (EG) domain that would otherwise remain hidden when using conventional analytic tools. Particularly, we provide network analysis of the EG research domain by focusing on the network collaboration between regions, nations and institutions. We collected and analyzed 1091 scholarly papers which were classified as being about “e-government” by the Web of Science database. The results indicate that hybrid method can be used to understand certain network-level structures and patterns in the EG domain which are beyond the scope of the predominantly-used systematic literature review (SLR) method. Particularly, the hybrid method is useful in understanding collaboration patterns between countries, institutions and regions in the EG domain, identifying key players by studying their network properties (i.e., degree centralities); and in understanding the pattern of relations among universities, industries, and government. The implications of these results in terms of research and practice, and study limitations are discussed.  相似文献

Large-scale information technology implementations are risky projects, and the challenges and risks multiply when multiple organizations are involved, as is often the case in e-government initiatives. Some of the risk can be addressed by carefully aligning the partners' motivations, which are affected by each organization's internal and external operational and information technology strategies. In this paper, we propose a strategic alignment framework and use it to examine the motivations of a set of collaborating government agencies and businesses in the pilot implementation of the Internet Payment Platform, an interorganizational, third-party hosted, e-procurement system. As we predict, the partners in this study had varied technical, political, economic, and operational motivations for participating in the project. Even so, the participating agencies reported positive outcomes from the project, and look forward to further collaboration on the next iteration of this e-procurement system.  相似文献

Prior e-Government research has paid much attention to e-Government service adoption from the supplier side - the government - while mostly overlooking the user side of e-Government, such as citizens and businesses. While there have been some initial efforts to study citizens in their adoption behavior, few have examined what influences the willingness of businesses in adopting e-Government services. This research attempts to fill this research gap by addressing the following research question: Why are some businesses more willing to adopt e-Government applications to perform transactions with the government than others? The authors argue that the willingness of a business to adopt e-Government depends on the perceived quality of government services through traditional brick and mortar service channels (offline service channels), and the level of trust businesses place in the internet technology itself. Competing hypotheses are developed with regard to the role of perceived quality of offline services on the business user's willingness to adopt e-Government services. Using data obtained from a local district government in Seoul, Korea, the analysis revealed that the willingness to adopt e-Government increased when business users perceived high quality service provision in offline service channels. However, trust in the internet technology itself did not have any significant impact on their willingness. The theoretical and practical implications of the study finding are discussed.  相似文献

Large-scale outsourcing of information technology in the U.K. public sector – the NHS, the Inland Revenue, and the Department of Social Security over the years – raises a number of critical issues not just for how outsourcing can be conducted in public sector contexts but also about the efficacy of such arrangements in terms of enforcement of democratic values. We argue that marketization's target may well be bureaucracy, but the organizational form is a repository for democratic, civic, and public service values that can be eroded through how outsourcing has been conducted. The call for a reevaluation and the case for a distinctive public services management ethos are made if such values as equality, impartiality, communal good and public service are to be pursued and delivered. Selective outsourcing is revealed as effective – together with much needed rebuilding of internal capabilities – in keeping control of IT destiny, delivering on public service requirements, and managing external supply. The U.K. experience, we suggest, provides salutary learning for public services in other developed economies.  相似文献
