Evaluation of strategic plans in academic medical libraries

A multicase approach was used to explore evaluation methods being used in academic medical libraries that are engaged in strategic planning, including where in the planning and implementation process evaluation is being incorporated and how the evaluation data are collected, analyzed, and incorporated into future strategic planning processes. Data collection included document review (strategic plans, memos, Web sites) and interviews (semistructured individual interviews and focus groups). The strategic planning process used at each institution varied yet could be mapped to Bryson's process for strategic planning. Strategic planning was found to serve as a management tool, providing libraries in the study with direction and focus; however, there remains a strong need for leaders to communicate the importance of incorporating evaluation into the planning process.

Evaluating suppliers for South Australian public libraries: The PLB principal suppliers agreement

The article reports upon the reasons for the drafting of a tender document, the Principal Suppliers Agreement, at the South Australian Public Libraries Branch. It discusses the need to be accountable to funding authorities by documenting the basis on how major suppliers to public libraries are selected. The contents of the agreement, the process of evaluating suppliers and the implementation of the agreement are described. The consequences of issuing the tender for both the institution and the companies and the evaluation of suppliers are also considered.     

Applications of diversity language to descriptions of collection development activities at academic libraries: An exploratory analysis of strategic plans and diversity information webpages

Diversity is commonly invoked as a goal for libraries in a variety of domains, including collections. This study explores how diversity language is used to characterize collection development efforts at a sample of large North American academic libraries, through content analysis of strategic planning documents as well as library webpages providing information about diversity efforts. The topic of collection diversity was found to be not consistently addressed in these documents. While 90 % of the institutions whose strategic plans were examined mentioned diversity in some way, less than half of these did so in relation to collections; about one-third of the libraries with diversity information pages omitted reference to collections in these documents. Strategic plans and webpages that mentioned collection diversity often did so cursorily, and in vague terms that lacked specific details about the nature and purpose of diversification. This indicates that the academic libraries still have far to go in developing a shared conceptualization of what collection diversity involves. Analysis of updated documents, retrieved two years after the initial sample, suggests that there may be increasing attention to social justice concerns in these contexts, which would potentially enable greater precision in discussions of collection diversification.

An economic valuation study of public libraries in Korea

The economic value of public libraries for local residents in Korea was measured. An economic-value measurement model that enables the estimation of diverse types of public library services was designed, using a conditional-value measurement method. Benefits were taken as the value of the main services provided by public libraries, such as accessibility to informational materials, facilities, and programs. Costs included the total amount of expenses at libraries such as personnel expenses, materials purchasing expenses, and other operational costs. Data were collected from 1220 users from 22 public libraries in the province of Seoul/Gyeonggi-do and the other seven Korean provinces. The return on investment (ROI) was calculated to be 3.66.     

Social network analysis: A methodological approach for understanding public libraries and their communities

Social network analysis (SNA) as theoretical framework and quantitatively oriented methodology offers public libraries and public library researchers an as-yet-unexplored way into their big data stories based on these library connections with their community. SNA offers library and information science researchers a methodology, and suggests a new research agenda, to better envision the relationships public libraries have with their communities both in-person and online by exploring the kinds of ties they have, how these ties lead to relationships, and how these relationships can be characterized. The quantitative orientation of SNA combined with its methods of data analysis in the forms of networks and hubs could give libraries the “hard” data they are so often in need of to demonstrate their value to their political leaders, and could uncover new directions in library use and library relationships.

Libraries worldwide have had to re-think their purpose and adapt to changing community needs and expectations. They are no longer simply repositories for old books. Rather, they are vital components of a community’s social and economic infrastructure that connects communities and fosters creativity and innovation. This paper explores the changing role of libraries—and public value organizations more broadly—in creating positive social, economic, and environmental outcomes for individuals and communities.

Perceived outcomes of public libraries

The outcomes of public libraries as perceived by individuals in the major areas of their lives are analyzed and the benefits as outcome types are systematized. The data are based on a representative sample of 1000 Finnish adults, ranging in age from 15 to 79. The results give a systematic account of the benefits in 22 areas of life that adults derive from using public libraries. These 22 benefits were reduced by factor analysis into three major outcome types: benefits in everyday activities, cultural interests, and career. The association of these outcome types with gender, educational levels, and age is also explored.

Helping the public 'Discover Health' in their local library. Providing health information in public libraries: a partnership approach in Scotland

A partnership between the Specialist Health Promotion Service of NHS Tayside and Dundee City Council developed a project, 'Discover Health', to bring health information to the public. The two main formats used were traditional leaflets and Internet access via the People's Network, both available in public libraries. The steering group for the project was made up of staff from both organisations. The NHS side secured the funding; the Council side provided the accommodation and information and communication technologies. The partnership worked well, and the project is continuing, with expansion in the pipeline for other areas within Tayside. The various aspects of the functioning of the partnership are discussed. A literature review of similar initiatives is included.
