高等院校分层:一种社会阶层分析的视角

在以美、英两国为代表的西方学界,学者们通过研究揭示了基于不同社会阶层存在于学生中的不公平现象:来自优势地位阶层的学生更多地聚集在院校系统的上层,而来自弱势地位阶层的学生则更多聚集在院校系统的下层。与美、英两国相比,中国社会的阶层分类虽有自身的特点,但许多学者的研究也揭示出基于社会阶层存在于学生中的不公平现象也十分明显。这表明,高等院校方层是客观存在的。

竞争是人类社会生活中普遍存在的一种现象。竞争理论对于研究学术组织有重要意义。在美国高等教育发展的历史上，竞争表现得尤为明显，使美国高校保持了向前发展的活力。美国高等教育系统中的竞争对个体发展起了积极作用，并给整个国家带来了良好的社会效益。     

区域高等教育发展规划:一个典型案例及启示

随着高等教育在地方经济发展中战略地位的凸显,制定省级行政区域高等教育发展长期规划的必要性已成为政界和学界的共识。但目前各地的类似规划在技术规范方面存在明显不足,有必要从诸如美国加州高等教育总体规划等国外区域高等教育发展规划的经典案例中系统地总结规划制定的技术经验为我所用。

建设高等教育强国的进程中,浙江高等教育实现由小到大,并逐步由弱向强,形成了合并重组、借力成长、扎根创新、集聚发展、民办促进、战略推动等六大省域高教治理模式。浙江高教强省建设中的困境,具有我国高教强国建设的代表性,这些问题体现在:高等教育对经济社会发展的贡献不足、区域对高等教育建设的支撑不足、区域高等教育的自身发育程度不足等。解决这些问题需要系统、战略思维,要坚持历史逻辑、现实和理论逻辑的有机统一,并继续通过国家治理的省域实践为高等教育发展助力。     

The Development of Higher Engineering Education in Portugal and the Monitoring of Admissions: A Case Study

The development of higher engineering education in Portugal is briefly analyzed, based on the experience acquired at the Instituto Superior Técnico (IST), which is the largest Portuguese engineering school. The strategic orientations of the IST are discussed, in an attempt to fulfil the demands of the twenty-first century, but the success of the strategy presented is shown to depend strongly on the quality and number of new entrants. The methodologies developed to monitor the admissions are described, and the analysis is presented in terms of absolute and relative criteria, based on the demand of the courses and on the quality of the candidates.

运用高等教育与社会分层的理论，探讨了我国高等教育大众化与社会分层之间的互动关系。认为在我国高等教育走向大众化的进程中应特别关注弱势群体，帮助社会下层成员经由高等教育实现向上流动，以使大众化的高等教育为促进社会的平等与公正做出更多的贡献。     

The Institution of Higher Education — A functional perspective

The typical Institution of Higher Education (IHE) is usually a large and complex organization. This article develops a framework that fits, with minor if any differences, all IHEs with the aim of improving our understanding of the IHEs functional organizational structure, administrative processes, and its information needs. This framework can be used both as a tool for research as well as for practical application.This article will focus on identifying: (1) the principal functional subsystems of the IHE; (2) their main interrelations; and (3) their interrelations with the external environment. It will be seen that the IHE's functional subsystems cluster into seven upper-level functional systems and two super-functional systems. Special attention will be given to the nature of the functional subsystem in itself.     

社会分层与高等教育的互动

社会分层和高等教育有着千丝万缕的关系,不可分割。社会分层可以影响高等教育入学机会、入学类型、学业成就、教育意愿和就业成功率等;反之,高等教育对社会分层产生多方面的影响,它可以影响到社会分层结构和社会地位。因此,既要考虑到社会分层、高等教育的特殊性,又要考虑到两者的相互联系性,努力使两者达到互动、和谐的共存关系。

美国加利福尼亚州1960年高等教育总体规划在高等教育史上示范性地解决了高教系统在大众化时期所面临的规模与结构、竞争与合作、效率与公平、管制与自治等一系列问题,这对于今天已进入大众化时期并已出现许多类似问题的我国高等教育来说具有重要的借鉴和指导意义。本文回顾了这次规划的时代背景、过程、规划内容和贡献,总结了此次规划对我国当前高等教育发展的重要启示。

Constructivism in Mass Higher Education: a Case Study

Constructivist educational principles suggest that educational environments should provide learners with personal control, authentic learning contexts, and diverse personal interactions including collaboration. How can such constructivist values be applied to mass Higher Education? Traditional methods cannot achieve it with large student numbers but computer-based media are scaleable and may support constructivist learning. A new course for non-science undergraduates provided an opportunity for a constructivist design using the World Wide Web, email, and video. The design of the course, its implementation and evaluation are described. Authentic assessment was critical. Web forms and e-mail supported some necessary personal interactions, but collaborative work was problematical.

Intervention in a Higher Education Market: a Case Study

In many countries today, public higher education operates within some form of market framework, typically a government‐regulated quasi‐market. However, having created a market environment, how should the government agencies involved act when they wish to use higher education to achieve a particular policy goal? This paper considers the impact on the English higher education market of an initiative by the national funding agency to expand Chinese studies. It is argued that, in an already competitive market, this intervention led to the misallocation of resources because it encouraged universities to expand provision in ways that they would not otherwise have done. As a result, although some effective new provision resulted, excess capacity was created overall. It can be argued that the collective understanding of the universities about this specific market was more accurate than that of an expert committee advising on national provision. The paper suggests how intervention might have been more effectively arranged.

英联邦小国虚拟大学(Virtual University for Small States of the Commonwealth,简称VUSSC)不是一所新兴的高等院校,而是由30多个英联邦小国参与的一种合作机制、合作网络。VUSSC在共享教学与课程开发方面进行着首创性的探索,特别是集结优势资源与专家力量合作开发在线学习课程,并取得了显著成果。在项目开展过程中,VUSSC采取了达成合作意向、组织工作坊、构建跨国资格认证框架、形成版权和知识产权解决方案、积极寻求资金支持等具体举措,有效推动了VUSSC的可持续发展。VUSSC因此成为领先而卓有成效的洲际跨国、跨文化合作探索案例。在开放远程学习的地区与全球化合作发展趋势下,其经验值得我们借鉴与思考。     

高等教育在经济发展中的作用--对台湾的实证研究

本探讨了台湾地区1965-2000年间高等教育学科对劳动力及对经济增长的影响。章以台湾高等教育四类学科为对象探究了学科结构的潜在影响。同时,产出被分为三个产业部门以考察不同学科对每个部门经济发展的作用。研究结果显示,高等教育总体上对台湾经济增长有显的正效应,其中工程和自然科学专业的作用最显。
