Wind, Water, and Wi-Fi: New Trends in Community Informatics and Disaster Management

In emergencies, information sharing among and between officials, volunteers, and citizens is essential for effective recovery and management. Recently, volunteers and others have been using community technology centers, community wireless networks, and end-user social technologies such as blogs and Wikis to prepare for emergencies and communicate and coordinate response when they happen. This article argues that there is a need for a research agenda that combines our knowledge of community informatics with the principles of disaster management to understand how social networks form and mobilize in disasters and how information and communication technologies should be designed and deployed to engage, inform, and mobilize those volunteer and citizen networks.

Research in support of this perspective has been biased by two assumptions. The first is a tendency to privilege the Internet as a social system removed from the other ways people communicate. The second is a tendency to favor broadly supportive strong social ties. Survey and ethnographic observations from Netville, a 2-year community networking experiment, suggest that weak, not strong ties experience growth as a result of ICTs. By examining a unique and underexplored stage in the life cycle of a community networking project, the end of a networking trial, this article demonstrates how ICTs facilitate community participation and collective action (a) by creating large, dense networks of relatively weak social ties and (b) through the use of ICTs as an organizing tool.

应急管理:社会管理的核心功能

水灾害期权设计及其定价模型研究

将金融衍生工具—期权理论用于水灾害(干旱、洪涝)风险的规避,建立水灾害期权交易,对于对冲旱涝灾害风险,增加市场金融投资品种具有重要意义。本文首先对水灾害期权的内涵进行了界定,针对降雨的特性建立了降雨量的随机微分模拟模型,进而深入地探讨了在现实情况下如何利用数值方法对水灾害期权进行定价以及系列相关问题。最后,以江苏徐州地区某一农户的小麦试验田为例,验证了该方法的可行性,结果分析表明水灾害期权不仅可以分散旱涝灾害损失,而且可以提高期权持有者的收益。     

社区网格化管理存在的误区及解决的对策

社区网格化管理是新形势下社会治理的一种新模式、新要求。目前全国不少社区在尝试推行这种新的社会治理模式,但在推行中存在着误区,制约着社区网格化管理推行的效果。厘清误区,转变政府角色、挖掘社区资源、鼓励公众参与,形成多元主体共同治理的局面,才能使社区网格化管理更加科学有效。

我国情报学研究缺乏应有的原创性,呈现出"非学科性"、"非本土性"与"非情报学性"的特征,正处在学科"异化"或"殖民化"的边缘.导致这一局面的因素是多方面的,但从历史的角度来看,情报学学科自身应负有重要的责任.     

社区社会组织在创新社会管理中的作用研究

随着现代社会的发展、多元化管理主体的重塑,社区社会组织作为基层领域最基本的组织在社会管理中发挥了重要作用。本文首先论述创新社会管理的背景与社区社会组织的涵义,继而阐述社区社会组织在推进社区公益事业、社区居民和谐共处、整合社区资源、社区文化的传播及行使部分政府职能这五个方面对创新社会管理所起的作用。最后,本文引入社会工作理念,论述引进社工人才、融入专业方法、运用社工理念以利于社区社会组织在创新社会管理中的作用发挥。

通过城市公共安全与可持续发展之间关系的分析,阐明城市公共安全是城市可持续发展的客观要求和基本条件。对影响城市公共安全的因素进行了讨论,提出了发挥政府的主导作用,通过立法、体制创新和制度创新,建立完善的城市安全保障体系的设想。     

A Trajectory for Community Networks Special Issue: ICTs and Community Networking

We argue that the World Wide Web, network communities, and computer-supported cooperative work have transformed the context for community networks, occasioning a reconstruction of the concept. We analyze features of proximate communities and use these as a basis for examining the design rationale for current implementations of community networks. In particular, we highlight multiple roles and relationships, social and material reciprocity, personal and institutional visibility and accountability, personal and collective efficacy, community-based institutions, and place. We use the analysis to identify directions for further study and development of community networking.

危机管理团队(CMT)是企业危机管理的重要手段。有研究表明，CMT成员各自独特的行为方式和决策方式不利于CMT发挥其应有作用。本文探讨了从非技术、非制度的无形因素入手降低CMT内部冲突的问题。本文从新闻社会学领域引进“释经阶层”的概念，建构了以企业、企业外部关联利益人和媒体三者之间的动态关系为核心的“CMT释经阶层阐释对象”模型。     

融合用户社交与情境信息的虚拟知识社区个性化知识推荐研究

[目的/意义]通过融合用户社交与情境信息,构建虚拟知识社区个性化知识推荐模型并开展个性化知识推荐算法的设计,能够在一定程度上完善虚拟知识社区个性化知识推荐方法的理论体系,具有一定的理论价值和应用价值。[方法/过程]首先构建出基于用户社交与情境信息的虚拟知识社区个性化知识推荐模型,然后利用改进的最大团算法设计出虚拟知识社区个性化知识推荐算法,最后通过选取某虚拟知识社区的用户数据进行实例分析实现精准的个性化知识推荐。[结果/结论]在利用融合用户社交与情境信息进行虚拟知识社区个性化知识推荐过程中,通过对某虚拟知识社区的实例分析,表明其个性化知识推荐结果的精准度得到了显著的提升。     

推进社会管理体制改革先行先试的对策研究

我国现行的社会管理体制建立在传统的高度一元化的社会管理模式基础上,从总体上看,仍然存在诸多问题。本文以推进社会管理体制改革先行先试的对策为主题,借鉴国外社会管理的先进经验,在社会管理体制的目标、社会管理主体、和谐社区与和谐村镇社会管理体制、城市流动人口社会管理体制、社会管理绩效考核机制诸方面提出了具体策略,以求有助于推动当前社会管理理念更新、社会管理工作创新,有效地指导社会管理者的工作实践。     

社会网络在灾害治理中的作用——基于汶川地震灾区调查的研究

社会网络是人们在日常互动中形成的关系网状结构,是社会资本的重要表现形式之一.作为一种非正式社会制度,社会网络在变害治理中有重要作用,被认为是灾后恢复中最可靠的资源之一.基于对5· 12汶川大地震后开展的一项灾后快速需求调查的数据分析,本文全面描述了社会网络在灾后搜救幸存者、保证信息传播、提供社会支持和保持灾区群众心理健康方面的作用,并进一步探讨了相关的理论意涵和政策建议.     

Peers and Spheres of Influence: Situating Rob Kling

In this article we employ a number of bibliometric techniques to capture Rob Kling's intellectual impact and influences over the course of his varied career. We analyze his many publications in terms of type, topic, impact, and rate of co-authorship. We provide a detailed deconstruction of his citation identity (all those scholars whom he cited) and also his citation image makers (all those scholars who cited his work). In addition, we analyze acknowledgment data to gain deeper insights into the sociocognitive networks that sustained, and were sustained by Kling throughout his career.
