Abstract

The United States and Japan lead the world in information technology. Yet they occupy opposite ends of the spectrum with respect to planning for the development of the information infrastructure—the central nervous system of a democratic society. While the Japanese expend great resources on centralized planning and monitoring the impact of the information society, United States officials are engaged in a mammoth deregulation exercise intended to dismantle government involvement in the competitive marketplace. While this policy may be appropriate for a period of technological innovation, it may be less efficacious in the period of consolidation, merger, and acquisition which usually follows.  相似文献

Abstract

The developing countries, although not homogeneous, share a growing recognition of the importance of information technology for fostering the development process. Rapid advancements in computer and telecommunications technologies offer new opportunities for improved resource management and for the successful employment of these tools in rural areas. Although developing nations have responded enthusiastically to the advantages of modem information technology, they are equally cognizant of the negative impact that reliance on foreign technology and services may have. As a result, developing countries are taking a number of actions—at the national, regional, and international levels—to ensure their active participation in the emerging Information Age.  相似文献

Abstract

Progress towards realizing the full potential of ‘e‐government’—using digital technologies to improve public services and government–citizen engagements—has been slower and less effective than the technologies’ take‐up in spheres such as e‐commerce. Evidence from across Europe reported here, including an online survey and case studies, indicates a significant reason has been an overly narrow focus on substituting electronic for traditional services. Theoretical and empirical perspectives on barriers to e‐government identified (e.g. poor coordination; workplace and organizational inflexibility) suggest greater attention should be given to supporting organization innovations to achieve maximum benefits from networking in the public sector.  相似文献

Abstract

This exploratory study investigates the encounters and everyday experiences with the Facebook algorithm of 18 informants in Yangon, Myanmar. It draws on domestication theory and research on algorithms to understand how users come to use and respond to Facebook. Findings showed that their particular perception of Facebook algorithm—Friends funnel information—informs their domestication process, wherein they add strangers as Friends to draw more information flows to their News Feeds.  相似文献

Abstract

Like other technical changes, the new information technologies have inspired hopes and fears. The optimists celebrate the “technologies of freedom” and their potential for growth and autonomy, the enhancement of skills and culture, the elimination of unpleasant and boring tasks (Pool 1984). On the other hand, the pessimists fear dehumanized work, growing unemployment, and bureaucracy, with unavoidable threats to privacy (Mosco 1987; Robins and Webster 1983).

In the communication and development debate, similar polarized attitudes are to be found. The technological optimists of the so‐called “modernization paradigm” claim that the transfer of information technologies to the developing world will spectacularly enhance the process of development. Commentators arguing from within this paradigm point out that the transfer of appropriate information technology can contribute to the creation of new social structures that will adequately respond to the needs of the developing world. At the other extreme, however, we have the technological pessimists, “the Luddites of the Information Revolution” (Tehranian 1985, 21). Proponents of this perspective perceive the transfer of information technology as necessarily reinforcing existing structures and thus exacerbating politico‐economic dependency and the loss of cultural identity.

In our opinion, both positions possess partial truths. However, both are based on inadequate theoretical foundations—erroneous conceptions of the nature of technology and its relationship vis‐à‐vis society, and a misunderstanding of the concept of development. Consequently, the policy implications of each approach are less than helpful. Building on what we consider to be a more apt conceptual framework, the central argument of this paper is that the transfer of information technology can play a role, albeit limited, in the development process.  相似文献

Within developing countries, information and communication infrastructures are often limited. This paper focuses on the digital divide within Bhutan. Abstract

Database producers of all types, including the federal government, play many roles in the information “industry.” Because of mergers, acquisitions and vertical integration, a given producer may function in virtually any part of the nine‐membered database use chain. The database use chain, together with statistics showing dramatic growth, provides a framework for the discussion of policy issues, problems, and future requirements of the database industry.

The various stages of the database use chain are considered in terms of added value, added production cost, compensation, push and pull mechanisms, proprietorship of data, control of data, and use agreements. The framework for considering policy issues includes the characteristics of the public and private sectors, their products and services, the appropriateness of government involvement in certain subject areas of information and the benefits to society. Problems and issues are standardization, copyright, structural changes in the industry, transborder data flow, and competition between the public and private sectors.  相似文献

Abstract

The information age is bringing about a change in the world division of labor. Many of the great trading cities that arose during the Industrial Revolution as shipping, railroad, and financial centers are now facing new challenges, challenges brought about by global telecommunications. Information technology and the changing nature of business and government offer new opportunities and threats to these and other cities as they strive to acquire or retain treasured economic activity. Telecommunications and computation capacity are among the tools cities can use as they vie with one another for this commerce.

This study describes how U. S. cities are affected by these trends and summarizes some of the key technological and policy issues involved. Several case studies are reported, which show the various strategies used by large cities such as New York and Boston, progressive Midwest cities such as Omaha, and small cities such as Heathrow, Florida. Some preliminary principles of success are adduced.  相似文献

Abstract

The network model of organization plays a central role in recent sociological accounts of the information economy. This model is also often presented in organization and information and communication technologies (ICT) literature with an air of enthusiasm that underscores its advantages—flexibility, cooperative culture, innovativeness, and knowledge and technology intensity. Such themes are usually based on a “networking logic” that assumes the trustful cooperation of large and small production firms in a rapidly changing economic environment. We believe that both the logic and the themes based upon it are too narrow to be able to explain the complex dimensions of interorganizational networking. Using Enron as a case study, our goal in this article is to enrich the logic just described and to develop an extended model of the network enterprise. We argue that this is only possible by extending the unit of analysis beyond the production firm, to include, among others, subsidiaries, banks, investors, auditors, and government agencies. The proposed extended model allows the broadening of many of the aforementioned themes, making it possible to arrive at a realistic picture of the complexities of the network enterprise. The managerial advantages of the model are also discussed.  相似文献

Abstract

Over some seven decades, a rather mundane transition that in its thoroughness and consequences has gone largely unacknowledged, has taken place, namely the revolution in modern information systems (IS) that guide organizations in their actions. Today, it is fair to say that IS have come to rule the world. They do this literally, by the rules they embody, which dictate how much of everyday life, as it relates to individuals and organizations and the transactions they engage in, takes place around the globe. In essence, IS have become important social and economic infrastructure. Seeking an understanding of how this has come about, I review historical developments in IS, focusing in particular on accounting systems, enterprise systems, retail automation, and electronic commerce. I argue that it is transactions and their facilitation that lie at the heart of IS and its development as a field of practice. I reflect on why this has gone mostly overlooked as such. I consider where we have now arrived with transaction facilitation as infrastructure and its importance in the light of current issues. I suggest how future studies might contribute to our learning more about where we should want to be with our transaction facilitation infrastructure.  相似文献

Abstract

In 1985 the Department of Household Sciences conducted research on Dutch households that use information technologies for domestic purposes. This research was part of a six‐nation research programme and was supported by the FAST‐II research activities of the EEC, and the Agricultural University of Wageningen. The use of three types of information technology was surveyed: home computer, Videotext, and Teletext. Analysis of the finding indicates the types of households likely to benefit from information technology in the future and groups households into three classes according to their attitudes to information technology—productivistic, hobbyist, and socially committed.  相似文献

Abstract

The convergence of computer and communication technologies has made it feasible to establish a universal international communications network linking all mankind. The information flowing through this network constitutes an increasingly important element of world trade and a major source of future economic growth. However, governments are hesitant to allow the creation of a fully integrated international information network and tend to restrict at least some information flows for privacy, security, cultural, or economic reasons. This analysis argues that freer flows of information across national borders could help facilitate international economic growth and adjustment. Reasons used to justify policies that inhibit the integration of the world communication network or prevent transborder data flows are examined, and the implications of such restraints are discussed. Strategies for‐halting the proliferation of barriers to trade in communication and information services and for reducing existing obstacles are suggested.  相似文献

Abstract

During the Industrial Revolution, manufacturing and related commercial activities led to the evolution of “dense cores” of heavily populated areas. Fundamental to the operation of these industrial‐commercial cores was the development of service activities—banking, risk‐bearing, legal services—which depended on rapid exchange of information or quick “cycle times of information” for effective decision making and allocation of resources. As these cores radiate resources away from the central body toward less populated areas, the need for short cycle times of information in rural areas has become apparent. For example, modem agriculture is an enterprise that requires short time cycles of information exchange. The technology for building computer‐based information networks to facilitate the desired rapid transfer of information exists. However, the installation of hardware linked by reliable, cost‐effective communications networks is only in the beginning stages. One computer‐based information network that has successfully met the challenges of rapid transfer of agricultural management information to farmers is the University of Nebraska's AGNET system.  相似文献

One facet of the Information Revolution in which the nation finds itself involves the utilization of computers, video systems, and a variety of telecommunications capabilities by those who must cope with emergency situations. Such technologies possess a significant potential for performing emergency public education and transmitting key information that is essential for survival. An “Emergency Public Information Competitive Challenge Grant,” under the aegis of the Federal Emergency Management Agency (FEMA), has sponsored an effort to use computer technology—both large, time‐sharing systems and small personal computers—to develop “computer games” which will help teach techniques of emergency management to the public at large.  相似文献

Abstract

The value of geographical knowledge to emergency managers at all levels of government is unquestioned. Maps have always been an important tool, and in recent years computers and new information technologies have expanded the ways in which geographical data can be utilized. Technical specialists continue to develop increasingly flexible and powerful tools which allow emergency managers to examine multiple parameter scenarios treating both human‐caused and natural disaster situations. The importance of establishing a coordination center and geographical information network, with appropriate computer support and staff expertise, is underscored in this discussion.  相似文献
