Abstract

By 1986 (a decade after their invention) microprocessors had diffused to about 18 percent of all U.S. households and 6 percent of U.S. farmers. In addition to general consumer uses, farm households in the United States utilize microcomputers for such small business applications as record keeping, word‐processing, payroll handling, etc. A special application of microprocessor technology occurred in 1980–1981 when 200 Kentucky farmers participated in a trial of the Green Thumb Box, a video‐text system providing market, weather, and technological information. The nature of the information needs of U.S. farm people seems to fit well with the new information technologies built around the microprocessor, although little of this potential has yet been realized. Since that experiment, videotex has shown itself to have doubtful value as a channel for the distribution of agricultural information, leaving open the question of what might be the best technological vehicle for this audience. Research is needed on two issues: (1) the adoption and use of the new communication technologies, and (2) their social impacts on rural society.  相似文献

Abstract

Like other technical changes, the new information technologies have inspired hopes and fears. The optimists celebrate the “technologies of freedom” and their potential for growth and autonomy, the enhancement of skills and culture, the elimination of unpleasant and boring tasks (Pool 1984). On the other hand, the pessimists fear dehumanized work, growing unemployment, and bureaucracy, with unavoidable threats to privacy (Mosco 1987; Robins and Webster 1983).

In the communication and development debate, similar polarized attitudes are to be found. The technological optimists of the so‐called “modernization paradigm” claim that the transfer of information technologies to the developing world will spectacularly enhance the process of development. Commentators arguing from within this paradigm point out that the transfer of appropriate information technology can contribute to the creation of new social structures that will adequately respond to the needs of the developing world. At the other extreme, however, we have the technological pessimists, “the Luddites of the Information Revolution” (Tehranian 1985, 21). Proponents of this perspective perceive the transfer of information technology as necessarily reinforcing existing structures and thus exacerbating politico‐economic dependency and the loss of cultural identity.

In our opinion, both positions possess partial truths. However, both are based on inadequate theoretical foundations—erroneous conceptions of the nature of technology and its relationship vis‐à‐vis society, and a misunderstanding of the concept of development. Consequently, the policy implications of each approach are less than helpful. Building on what we consider to be a more apt conceptual framework, the central argument of this paper is that the transfer of information technology can play a role, albeit limited, in the development process.  相似文献

Increasingly, information and communication technology (ICT) uses are transforming professional activities and interactions in ways that challenge traditional assumptions about professional identity. In this article, we consider the ways in which the professional identities of research scientists in oceanography and marine biology are shaped by the use of ICTs. We draw empirical data from an ongoing study of scientific research collaborations that examines uses of basic communication technologies, as well as scientific technologies with embedded ICT components. Our analysis suggests that development and use of ICT-enabled scientific technologies are identity enhancing for many scientists, facilitating their development of unique areas of scientific knowledge. ICT-related changes in data collection, collaborative coordination, and scientific interaction also challenge traditional definitions of expertise and professional identity. An examination of these challenges directs attention to the project identities that form around ICT-enabled scientific technologies and the ways that those project identities are enacted through ICTs.  相似文献

Abstract

The convergence of computer and communication technologies has made it feasible to establish a universal international communications network linking all mankind. The information flowing through this network constitutes an increasingly important element of world trade and a major source of future economic growth. However, governments are hesitant to allow the creation of a fully integrated international information network and tend to restrict at least some information flows for privacy, security, cultural, or economic reasons. This analysis argues that freer flows of information across national borders could help facilitate international economic growth and adjustment. Reasons used to justify policies that inhibit the integration of the world communication network or prevent transborder data flows are examined, and the implications of such restraints are discussed. Strategies for‐halting the proliferation of barriers to trade in communication and information services and for reducing existing obstacles are suggested.  相似文献

Abstract

Progress towards realizing the full potential of ‘e‐government’—using digital technologies to improve public services and government–citizen engagements—has been slower and less effective than the technologies’ take‐up in spheres such as e‐commerce. Evidence from across Europe reported here, including an online survey and case studies, indicates a significant reason has been an overly narrow focus on substituting electronic for traditional services. Theoretical and empirical perspectives on barriers to e‐government identified (e.g. poor coordination; workplace and organizational inflexibility) suggest greater attention should be given to supporting organization innovations to achieve maximum benefits from networking in the public sector.  相似文献

Abstract

International trade in information technology involves political, economic, and military factors that are highly interrelated, making U.S. policy formulation a complex process which requires extensive data on foreign and domestic policies and technological capabilities. An analysis of U.S. policy for controlling the reexport of high‐technology goods provides an example of this interdependence. Four primary points are emphasized throughout the paper: (1) there seems to be only limited appreciation of how different issues get entangled in the international arena; (2) the data on which to base policy decisions regarding information technology do not exist in a readily available and usable form; (3) there is little understanding of the technological status and policy support for information technology in other countries; and (4) the people needed to analyze international developments and policies in the information technologies are not being trained.  相似文献

Abstract

There is wide agreement on the value of multidisciplinary social research related to information and communication technologies. This paper provides insights into the dynamics at play in these studies, drawing on an in‐depth analysis of exchanges among an international group of experts from many relevant disciplines who participated in a workshop on research into the social implications of emerging digital technologies. In addition to identifying some distinctive new challenges facing this field, the paper suggests how understanding ways to foster productive engagement in discussing and developing issues and joint work could lead to more useful multidisciplinary partnerships.  相似文献

媒体对科学家形象的良好形塑不仅关乎科学家精神的厚植与弘扬,更深刻影响公众对科学家乃至科学的整体认知与态度。研究综合运用定性和定量分析方法,以《中国科学报》和Wiely 2015-2020年科技人物报道为数据源,探索分析了国内外科学媒体在中国科学家形象塑造时的异同。结果显示:《中国科学报》科技人物报道以叙事记叙性通讯为体裁,男性且功成名就的科学家为主体,科学家形象塑造以展现宏观科学精神为主,日常生活与个性挖掘为辅;Wiely以谈话实录性通讯为核心叙事方式,聚焦当代青年科技精英,侧重对科学家职业和个性特征、科学与人文精神的共同勾画。两大科学媒体在科技人物报道对象及其形象塑造中均存在一定的性别刻板。据此,对科学媒体中科学家形象的塑造路径与策略提出了反思。  相似文献

The study examines the role of a patent filed by government scientists in regard to the dissemination of scientific discoveries in government laboratories. While a patent filed by government scientists decreases the rate of follow-on patents in a technological area that overlaps with the areas of the focal patent, it increases the rate of follow-on patents in non-overlapping technological areas. The increase in follow-on inventions is attributed to risk-taking inventions, that is, inventions involve a high chance of resulting in either impactful or failure patents, rather than incremental inventions. It is also characterized by inventions with a high level of originality. Inventors in distant locations in terms of geographical and technological proximity are most affected by the patents filed by government scientists. The patent effect is pronounced when the government scientists involved in the focal discovery have fewer social connections and when the scientific field is less familiar in the industry. These findings are consistent with the idea that patenting by government scientists helps facilitate the dissemination of technological information or potential of scientific discoveries in government laboratories. Policy and managerial implications are also discussed.  相似文献

Abstract

During the late 1990s, photography moved from being a primarily analogue medium to being an almost entirely digital medium. The development of digital cameras and software for working with photographs has led to the wholesale computerization of photography in many different domains. This paper reports on the findings of a study of the social and organizational changes experienced by marine mammal scientists who have changed from film‐based photography to digital photography. This technical change might be viewed as a simple substitution of a digital for an analogue camera, with little significance for how scientists do what they do. However, a perspective anchored in social informatics leads to the expectation that such incremental technical changes can have significant outcomes, changing not only how scientists work, but also the outcomes of their research. This present study finds that key consequences of this change have been the composition of the personnel working on the scientific research teams for marine biology projects and the ways in which these scientists allocate their time.  相似文献

This study investigates whether country-level technological disparities influence individual scientists’ choice of research agenda and, if so, how the effect of country-level technological disparities on individuals’ research activities differs before and after technology commercialization. To address these research questions, we use research proceedings published from the International Electric Vehicle Symposium (EVS) from 1990 to 2009. We find that a country’s technological capabilities tend to prevent its scientists from studying electric vehicles (defined as a disruptive technology) but encourage them to study hybrid vehicles (defined as a sustaining technology) before electric and hybrid vehicles are launched in the automobile market. We also find that a country’s technological capabilities do not subsequently help its scientists shift their research activities to the technologies that have received positive initial feedback from automobile markets.  相似文献

Abstract

A critical success factor for businesses in the twenty‐first century will be their ability to meet the environmental demands for complex coordination of action and rapid adjustments to volatile markets and global competition. Business teams are effective mechanisms for addressing the need for dynamic, flexible organizations that can effectively cope with complexity and turbulence.

Business teams are not a new phenomenon, but there is a new element in the equation: the use of information technologies (IT) to leverage team effort. Information technologies can enhance team performance through support of interaction processes by providing two types of functionality: coordination support and task execution support.

Abstract

The U.S. Department of Agriculture has been mandated to “acquire and diffuse among the people of the United States useful information on subjects connected with agriculture in the most general and comprehensive sense of that word. …” With this authority the department has taken advantage of continuing advances of communications and computer technologies by initiating several programs related to the electronic dissemination of agricultural information. For example, the Foreign Agricultural Service has begun testing the release of agricultural trade leads through the University of Nebraska's AGNET computer‐based network. The Agricultural Marketing Service disseminates updated market data on more than 150 farm commodities over its leased wire market news network; the system has 140 terminals linked by some 14,500 miles of leased wires. Additional projects described in the article include a pilot project to deliver market news information to farmers via public television, programs testing the electronic marketing of livestock, and the electronic mail network operated by the department's Office of Governmental and Public Affairs.  相似文献

The last few years have seen unprecedented growth in information and communication technologies (I&C) and products, which has led to a robust growth in the whole world, and especially in the United States. Euphoria was such that the term 'New Economy' was coined about 4 years ago, and was taken to mean almost the same as 'New Technologies', mostly information and communication technologies. These technologies are truly global. They are important instruments for further globalisation, and for reducing the international digital divide; they offer important opportunities for further world economic growth. There is increasing competition in their operation, which brings great benefits to customers in the form of reduced prices and new applications. International co-ordination of standards, trade and regulatory frameworks is increasingly necessary. PTOs and other operators need to keep constantly abreast of developments in various international fora, especially the ITU, the WTO and the OECD.  相似文献

This analysis of informal scientific communication emphasizes the communication which occurs among public sector agricultural researchers. While the formal channels and the informal channels constitute the two mutually dependent elements of this communication, the importance of the informal channels is often ignored. The informal communication network is examined utilizing a survey of randomly sampled U.S. agricultural scientists listed in the Current Research Information System (N = 1431). Particular individuals in the informal communication network are viewed as important sources of influence for a variety of research decisions such as choice of problem, methods, key concepts and theoretical orientation. However, informal scientific communication appears to occur infrequently, and to be primarily limited to one's own discipline. Scientists report communication with scientists outside their department, clients and extension staff is limited to less than once a month. In addition, the nature and frequency of the informal scientific communication is highly related to the criteria utilized in establishing research agendas and the publication products. However, the use of and reliance on particular channels of communication may affect scientists and their research in different and sometimes contradictory ways. Consequently, it is important to view the informal scientific communication and the processes and products of science as inextricably bound together in a mutually interdependent social system.  相似文献
