Abstract

In an effort to confront the key issue of where the information society is leading us, this essay begins where most discussions leave off: if advanced industrial societies are dedicating increasingly greater resources to the use of information services and technologies, what is the value of information in organizational and governmental processes? To assess the value of information: information technology, information/library science, information resource management, value/burden, organizational theory, and the economic theory of information. Based on this overview, we propose a conceptual framework which is sensitive to the major objectives and assumptions of previous approaches, but which also attempts to expand the criteria for the assessment of information value.  相似文献

The Internet has doubled in size every year in recent years and now spans the globe, facilitating the exchange of all matter of digital data. Recent development has been categorized by an explosion in new commercial activity. Despite overwhelming coverage in the popular press, relatively little is understood regarding the impact the Internet is having on firms that use this medium to facilitate commerce. Even less is understood about the impact on small enterprises-the largest segment of U.S., Japanese, and Western European businesses. This article reports the results of an exploratory study examining critical issues surrounding the use of the Internet in emerging enterprises. The survey (1) describes how small businesses develop and use their on-line sales presence, (2) explores factors that motivate firms to invest in electronic commerce, (3) assesses the importance of the expected benefits of an on-line sales presence on the decision to go on-line, and (4) examines some of the barriers that prevent small businesses from further developing their on-line presence.  相似文献

Research evaluation, which is an increasingly pressing issue, invariably relies on citation counts. In this contribution we highlight two concerns that the research community needs to pay attention to. One, in the world of search engine facilitated research, factors such as ease of Web discovery, ease of access, and content relevance, rather than quality, influence what gets read and cited. Two, research evaluation based on citation counts works against many types of high-quality works. We also elaborate on the implications of these points by examining a recent nationwide evaluation of researchers performed in Italy. We focus on our discipline (computer science), but we believe that our observations have relevance for a broad audience.  相似文献

Cystic Fibrosis Trans membrane conductance regulator (CFTR) gene is an asthma susceptibility gene. In the present study we investigated the possible association of CFTR gene mutations in Indian asthmatic children as compared to controls. The study included 250 asthmatics and 250 age and sex matched controls. Case to control ratio for sample size was 1:1. Genotyping was performed for 24 CFTR gene mutations by ARMS-PCR and PCR–RFLP method. Among 24 CFTR gene mutations, heterozygous allele of R553X mutation was found in 4 (1.6 %) asthmatic cases and 2 (0.8 %) controls. Value of FVC and FEV1/FVC ratio were significantly lower in heterozygous individuals (p value <0.05). No significant difference was observed in the genotype and allele frequency of R553X mutation (OR = 1.339, 95 % CI = 0.755–2.374, p value = 0.685). Furthermore, all wild type homozygous alleles were observed in remaining 23 CFTR gene mutations. Our data concludes that R553X mutation was not significantly associated in Indian asthmatic children.  相似文献

Community of practice theory is inherently a social theory. As such it is distinct from more individualist accounts of human behavior, such as mainstream economics. Consequently, community of practice theory and economics favor different accounts of knowledge. Taking a community of practice perspective, this article challenges economists' attempts to reduce knowledge to information held by individuals and to reject tacit knowledge as mere uncodified explicit knowledge. The essay argues that Polanyi's notion of a tacit dimension affected numerous disciplines (including economics) because it addressed aspects of learning and identity that conventional social sciences overlooked. The article situates knowledge, identity, and learning within communities and points to ethical and epistemic entailments of community practice. In so doing it attempts to limit, rather than expand, the scope of community of practice analysis and to stress the difference, rather than the commonalities, between this and other apparently congenial forms of social analysis.  相似文献

There are many obstacles to effective open innovation in the public sector context, especially at the “fuzzy front end” (FFE), where the need or opportunity is known but serious resources have not yet been committed to possible solutions. In this paper, we report on a theoretically inspired and practically tested methodology for FFE public sector digital innovation. The methodology was purpose-built for the context and has been progressively refined using reflection-on-practice, but broadly consists of a hybrid of private sector open innovation practices, and agile software development processes. We outline the background, context, principles, stages and artefacts. Then we evaluate the method in terms of barriers and opportunities to FFE public sector innovation. We note that establishing the necessary context: a nurturing environment; cross-agency commitments in cash and in kind; and boundary spanning appointments, is as important to success as is the detailed execution of the method.  相似文献

Between 1809 and 1813 leading American physician Benjamin Rush (1745–1813) devoted a significant portion of his time to the production of “American Editions” of four British and colonial medical texts by Thomas Sydenham (1624–1689), Sir John Pringle (1707–1782), William Hillary (1697–1763), and George Cleghorn (1716–1789). This occurred during a period where Rush might have written a textbook detailing his preferred medical system for students outright. Instead, he opted for a different form of knowledge production and proliferation that focused on creating fictive conversations and encouraging critical reading rather than rote memorization. He dedicated these heavily annotated documents to the medical students of the United States of America and set them up as a pedagogical tool. Analysis of these texts helps uncover the reading practices of Rush and the manner in which he expected Americans to mediate their usage of foreign texts and theories after the American Revolution.  相似文献
