Across Asia, the international school scene has experienced marketisation and corporatisation. A consequence is that many wealthier families – outside of expatriate communities – view international schools as a desirable choice, and they seek ways to enrol their children in international schools. States have responded to this situation through policies that manage the boundaries between public or national school systems and international schools. States have made compromises in their international school policies – compromises that allow markets to creep into the broader education systems. This mode of market creation is subtle: Neither families nor state agents advocate for ‘choice’ as a value, nor are there public discourses around international schools in the region celebrating ‘choice’ in education. The compromises made in international school policy relate to whole education systems and have implications for inequality, citizenship, and national identity.  相似文献

This paper argues that the Times Higher provides a powerful tool for understanding the changing character of UK higher education (HE) and can usefully be seen as representative, and in some ways constitutive, of that changing character. Drawing on an analysis of a sample of stories from the Times Higher, it documents the changing policy climate of UK HE from 1979 to 2010. It offers a broadly chronological account of themes that have emerged as prominent at different times during this period, pointing, inter alia, to fears about threats to the humanities, the rise of various forms of instrumentalism and the incorporation of HE institutions and agencies into a common mindset characterised by a preoccupation with marketing and corporate success. The last of these is embodied in the changing format of the newspaper itself and in its own activities as a key player in the HE sector, notably as a sponsor of university rankings and awards. Whilst being sensitive to countervailing tendencies, the authors suggest that the growing instrumentalisation of HE and related cultural shifts represent a changed ‘structure of feeling’ in UK HE. They conclude that the university rankings, awards and other image commodities that are a key part of this changed structure of feeling now play such a substantial role in the cultural life of universities that the norms of both rationality and professional ethics which tended to prevail in deliberations about university strategy 30 years ago may no longer be taken for granted.  相似文献

There is a common distinction between globalisation and internationalisation in higher education scholarship. Globalisation is seen as an over‐arching social and economic process where as internatinalisation is understood as the ways in which institutions of higher education respond to globalisation. This conceptual distinction has also worked its way into the practice of university administration around the world. Drawing on the theoretical work of Foucault and Giddiness, this conception the consequences of the globalisation / internationalisation distinction are analysed through four of higher accounts education strategies.  相似文献

The increasing dominance of educational markets means that quality of higher education has the character of open signifiers of periodic occurrence, embedded institutionally as ways of consensual communication on how to go on as smoothly as possible. This promotes the growth of context dependent and local interpretations of how to meet in agreement regarding quality in everyday practices. All interpretations are contextualised and as a result are nullified outside the context in which they occur. Discourses on quality promote flexibility and create periodic legitimacy through discursive nullification processes. On the other hand, institutions have to adopt standards in education as a measure of outcome indicators for benchmarking. When quality is replaced by standards and if standards are equivalent to labour market relevance this might signal the beginning of overall external control over higher education. In the long run it will hardly benefit educational programmes if institutions of higher educations fail to ‘stand for’ quality that, in the very least, can supplement the fulfilment of politically determined targets and standards. In this way the market will have not only graduates who are going into employment but also engaged citizens who can transform and challenge the market.  相似文献

ABSTRACT

We explore the role of neoliberalism within portrayals of internationalisation in higher education (HE). Through an analysis of four features of internationalisation, we suggest that they embody a complex entanglement of neoliberal categories and assumptions with other, primarily progressive humanitarian ideals. This framing of internationalisation has three affects. One, humanitarian ideals coupled with neoliberal categories normalise inequalities, turning internationalisation into a meritocratic global race, focusing on celebrating the possibility of the few who can achieve, instead of the embedded inequalities within the system, which disadvantage the many. Two, this allows neoliberal practices to be advanced through the discourse of internationalisation and its association with progressive humanitarian values. Three, this neoliberal framing does not explain the nature of internationalisation of HE in many nations; we demonstrate this by analysing internationalisation in China, Israel and Cuba. We suggest that internationalisation in HE cannot be adequately explained by analyses which rely on neoliberalism.  相似文献

This cross-case analysis explores national level internationalisation of higher education (IoHE) policies in Singapore and Japan. Through comparison of the state level internationalisation strategies, this paper aims to highlight how each country’s unique policy environment impacts their approach to IoHE. The analysis suggests that despite the differing national circumstances and ultimate approaches to internationalisation, both states use it primarily as a means to stay competitive in the twenty-first century global knowledge-based economy. This suggests that while IoHE does build bridges between nations, institutions, and individuals within and between regions, within these cases it is being driven by nationally-centred rationales. While some criticize a competition orientation in IoHE, even with such rationales it may still serve to drive greater collaboration and integration among East Asian higher education systems.  相似文献

ABSTRACT

This article presents a study that analyses interviews of African students participating in the PEC academic mobility programme, so to gain an understanding of the individual and corporate experience of living and studying in Brazil. However, our analysis also demonstrates a highly significant finding that the historical process of colonisation, experienced for centuries by the Great South, has impinged on the outlook held by individuals from the Great South, who tend to understand that the Great North is the desirable option. Consequently, this attitude has directly affected South-South relations and the cooperation between developing and emerging countries. The work of Franz Fanon, who is a pivotal figure in the process of decolonisation, serves as a framework for our analysis because it both conceptualises and demonstrates the symptoms of psychological violence in a colonised context. As it will become clear, this has ramifications for the process of internationalisation and globalisation of Higher Education.  相似文献

The English language is significant to the internationalisation of higher education worldwide. Countries in Asia are proactive in appropriating English for their national interests, while paying attention to associated national cultural identity issues. This article examines the ways in which the role of English is interpreted and justified in different countries in Asia, with a particular focus on Japan, as these nations attempt to internationalise their higher education within the broader processes of regionalisation and globalisation and their own nationalist discourse. Through critical analyses and discussions of Japan's two major government initiatives, the Action Plan 2003 to ‘Cultivate Japanese with English Abilities’ and the ‘Global 30’ Project 2008, the article investigates how cultural national identities are shaped, are altered and are put ‘at risk’ in policies and practices for the internationalisation of higher education and the overemphasis on English. It argues for the importance of understanding the intersections of English language policy, the internationalisation of higher education and national cultural identity and also considers how the over-promotion of English in the case of Japan has been energetically driven by the nation building agenda that tends to undermine local languages and what this might mean for internationalisation.  相似文献

Fred Clarke (1880–1952) was a key figure in the internationalisation of educational studies and research in the first half of the twentieth century. Clarke aimed to heighten the ideals and develop the practices of educational studies and research through promoting mutual influences in different countries around the world. He envisaged the Institute of Education at the University of London, England, as having a leading role, and was the director of the Institute from 1936 until 1945. His notion of internationalisation was reciprocal and transnational in nature, with aspirations for partnership within a common tradition. This built on the ideal of a “Commonwealth” that was current in the interwar years, and emphasised the affinities between the dominion nations and in particular Canada, South Africa, Australia and New Zealand. It also drew on the financial support and cultural influence of the Carnegie Corporation in New York. Two specific projects taken forward by Clarke to put these ideas into practice were his “world tour” of 1935 and his role as the “Adviser to Oversea Students” at the Institute of Education. These initiatives helped to convert strategic visions and policies into social practices, and to shape the subject of Education in higher education as a multi-disciplinary field in the generation after the Second World War.  相似文献

A significant global trend during the 1990s is the restructuring of higher education systems. The essence of this restructuring process is a redefinition of the relationship between institutions of higher learning, the state, and the market, and a drastic reduction of institutional autonomy. This article is an analysis of the restructuring process in the forms of privatisation of higher education and corporatisation of public universities in Malaysia. This analysis highlights the context of higher education reforms in the era of globalization, major trends in higher education reforms and Malaysias responses to these global trends. By focusing on the institutional level, this article examines the expansion and diversification of private higher education as well as the change in the governance and culture of public universities brought about by privatisation and corporatisation.  相似文献

The new phenomenon of European integration has again challenged ourconceptual and empirical tools for higher education studies tointegrate the international dimension into frameworks that tendto concentrate on the single nation state and domestic policieseven where international comparisons are made. It drives as wellthe awareness of certain blind spots: namely (1) the concentrationon policy effects, neglecting the input side of policy formation,and (2) the concern with macro level policy-making and meso levelorganisational adaptation, neglecting to some extend the microdynamics and effects in the actual practices and performances ofacademic work. The further education (FE) sector in England has experienced two decades of marketisation. This article takes as its focus the first five years of incorporation (1993–1998) for one case study college in a city (‘Coppleton’) in the West Midlands of England, five years that were dominated by a contract dispute. Data from interviews with trade unionists active in Coppleton College (anonymised name) and from a trade union archive are set against selected official College documents in a genealogical enquiry into the college's corporate identity as an educational institution and employer during this time. This article looks behind the ‘legibility’ of the incorporated college and its knowledge production practices and focuses on excluded narratives, specifically the experiences of union activists caught up in a new era of industrial relations. In analysing the data, theories of New Public Management and marketisation reveal that Coppleton College has features that make it culturally distinct from its unincorporated forebear. The corporation as an institutional model – it is argued – brought with it features including institutional self-interest, an authoritarian culture, the erosion of trust, and the stifling of dissent as part of an incorporated view of knowledge production that worked against staff and the public interest.  相似文献

This article begins with a brief overview of the relationship between globalisation and the internationalisation of higher education. This serves as a backdrop for the focus of the article, which is the internationalisation of teacher education. In order to see the diverse ways that teacher education programmes have been internationalised over the past 15 years, a case study comparing internationalisation initiatives in Greater China and Canada is presented. This comparative case study demonstrates how different globalising processes influence various forms of internationalisation. Comparison also sheds light on the importance of attending not only to broader, global processes, but specific, local contextual factors. Rather than consider internationalisation as one set of practices that have been taken up globally, this article suggests that there are many different forms of internationalisation in teacher education that are influenced by both global and local contexts. In this respect, the study moves us towards a more nuanced and complex understanding of how teacher education institutions across diverse settings are being internationalised in the twenty-first century.  相似文献

This paper provides a critical discussion of contemporary policy agendas to raise aspirations for university study among students from low socio-economic status (SES) backgrounds. It traces the politics of aspiration from the working class ‘poverty of desire’ thesis propounded by British socialists at the turn of the twentieth century to recent concerns about the educational aspirations of low SES groups. These concerns are manifest in the current aspiration-raising agenda in Australian higher education, which aims to realise equity objectives by cultivating market-rational behaviour and dispositions to maximise self-investment in human capital. However, changes in contemporary global education and labour markets present significant obstacles to the ‘good life’ promises made by advocates of human capital theory, and even when these promises are realised, deficit constructions of aspirations persist. The paper identifies a tension in aspiration-raising logics between (1) human capital promises of economic rewards for enterprising behaviour and (2) the policing of aspirations and associated behaviours according to dominant social values.  相似文献

The paper reports on an empirical study based on qualitative interviews with staff from four Australian universities. These universities are shown to be undergoing significant social change as processes of marketisation impact on the everyday practices of academic workers. The universities are analysed as sites of contestation between the new professional managers and the established academic profession over the control of the conditions of work, the production of expert knowledge and the worksite itself. The theory of academic capitalism is examined, and the relevance of Bourdieu’s work for the analysis of a university sector in a context of marketisation is assessed. Bourdieu’s interlinked concepts of capital, habitus and the field are employed to investigate the nature of the contestation, revealing a dynamic process in which academics innovatively respond to threats to reduce their autonomy, to increased levels of surveillance and other constraints on practice. In addition, the study illustrates the processes through which actors within the sector, through acts of both conformity and resistance, contribute collectively to the growth of academic capitalism in the neoliberal university.  相似文献

Robust academic research on the topic of students involved in the sex industry is in its infancy, yet the relationship appears consistent and permanent. This paper draws on findings from the largest study into the stripping industry in the United Kingdom to explore the relationships between students, sex work and consumption. To make sense of the relationship between students and participation in the sex industry, a deeper understanding of other social and cultural processes is needed. In this discussion we argue that the following points are relevant and interlinked: changes to the nature of sexual commerce and sexual consumption as they become part of the marketplace; changes in social attitudes and the rise of ‘respectability’ in sexual commerce; the ‘pleasure dynamic’ amongst students; and changes in the higher education structure that place students as consumers as well as financially fragile. We set out a future research agenda given that this relationship is set to grow as the individual bares the cost of higher education.  相似文献

This paper explores the metonymic slippage surrounding the discourse of public education, through observations and interviews with Lawson High School active campaigners in the state of Victoria, Australia. The notion of campaigning for public education has become an ever-present issue on an international scale, and this article aims to contribute qualitative knowledge regarding the key concepts that lobbyists produce and articulate within their meetings concerning public education. Data have been obtained through direct participatory observation within a contextually specific campaigning site, lobbyists' publications and one-on-one interviews with active campaigners. Findings indicate that campaigners present distinct conceptualisations of public education as a discourse and a well-defined model of their school-of-choice.  相似文献

Abstract

The growth and development of private universities has been one of the most dramatic features of African higher education in the last two decades. Using the three East African countries of Kenya, Tanzania and Uganda as a case in point, this analysis examines the extent to which developments in the region echo international trends, as well as how they illustrate contrasts. The analysis focuses on three key themes: (a) growth and historical antecedents; (b) institutional developments in terms of continuity and innovation; and (c) internationalism. While only relatively recent phenomena, private universities in East Africa and the increasing privatisation of public universities mirror developments in other parts of the world with a longer tradition of private university developments in terms of growth and historical antecedents, continuity and innovation in institutional development, as well as in internationalism. However, there are some situations in which the East African case is exceptional.  相似文献
