Can the inerter be a successful shock-absorber? The case of a ball-screw inerter with a variable thread lead

This paper investigates an application of a ball-screw inerter for mitigation of impact loadings. The problem of impact absorption is to provide a minimum reaction force that optimally decelerates and eventually stops an impacting object within the available absorber stroke. It significantly differs from vibration mitigation problems which are typical application of inerters. The paper demonstrates that the optimum absorption can be achieved by fully passive means. For known values of the object mass and inerter parameters, the obtained solution is independent of the impact velocity. The optimum passive absorption is achieved by employing a variable thread lead. As a result, two force components emerge, the typical inertance-related force and a damping-like term, and sum up to provide the optimum constant deceleration force. This result is relatively unique: conventional absorbers do not provide a constant force even with complex active control systems. Finally, an optimization problem is formulated to reduce the influence of process uncertainties (range of possible mass values, unknown friction). The results are verified and analyzed in a numerical example.     

Understanding copyright in support of scholarship: Some possible challenges to scholars and academic librarians in the digital environment?

This paper examines the rationale for copyright and how the copyright exemption of the law promotes scholarship. It examines the possible challenges that may be faced by scholars and academic librarians in implementing the copyright fair dealing exemption in the digital environment following that digital information is protected by copyright law and licensing agreements. The paper attempts to propose possible measures that could be implemented for copyright exceptions to better function and promote scholarship in the digital environment.     

What's in a Name? Some Reflections on the Sociology of Anonymity

To paraphrase Mark Twain, reports of either the recent death or coming dominance of anonymity have been greatly exaggerated. This article is a beginning effort to lay out some of the conceptual landscape needed to better understand anonymity and identifiability in contemporary life. I suggest seven types of identity knowledge, involving legal name, location, symbols linked and not linked back to these through intermediaries, distinctive appearance and behavior patterns, social categorization, and certification via knowledge or artifacts. I identify a number of major rationales and contexts for anonymity (free flow of communication, protection, experimentation) and identifiability (e.g., accountability, reciprocity, eligibility) and suggest a principle of truth in the nature of naming , which holds that those who use pseudonyms on the Internet in personal communications have an obligation to indicate they are doing so. I also suggest 13 procedural questions to guide the development and assessment of any internet policy regarding anonymity.

WHO led the digital transformation of your company? A reflection of IT related challenges during the pandemic

In this paper we reflect on a number of IT related challenges during the COVID19 pandemic, primarily from a CIO and IT professionals perspective. We consider three time periods, namely the period before the pandemic, the response to the pandemic and the period after it. For each period we discuss the key challenges that practitioners faced and outline important areas to consider for the future. Hopefully, the lessons learnt and the experiences gained will positively inform future academic research and practice.

The images of America exported by entertainment and information media companies have created very high expectations in foreign audiences. Some recipients overhearing American media want to immigrate to the US and/or study in Western universities. In the process, a few of them encounter difficulties deceiving their high expectations. Their frustrations have been exploited by some fanatic ideologues for their own agendas, resulting in anti-American terrorism. The American media should be aware of the unintended consequences of their global exhibition of media, and more careful attention should be given to the way immigrants or graduate students sojourning in the US live their day-to-day encounters.     

Differences in mobile health app use: A source of new digital inequalities?

This article provides a more differentiated understanding of mobile health consumers, and considers whether health app use may contribute to new digital inequalities. It focuses on factors associated with mobile health app use, and identifies which factors explain the use of different types of health apps. Data from a large representative sample of the Dutch population (N = 1,079) show that mobile health app users were generally younger, higher educated, and had higher levels of e-health literacy skills than non-users. Interestingly, different usage patterns were found for specific types of health apps. Theory and policy implications are discussed.

Between class and status? Examining the digital divide in Finland,the United Kingdom,and Greece

This article examines the digital divide in terms of access and the cultural use purposes of the Internet in Finland, the United Kingdom, and Greece. The analysis is based on data from Finnish, British, and Greek sections of Eurobarometer collected in 2013 (N = 3,009). Separate measures for class and status are applied in the analysis. The findings indicate that both access to and use of the Internet for cultural purposes are affected by a number of interdependent factors, whose effects and strengths vary significantly among the countries.     

The anatomy of a troll? Patent licensing business models in the light of patent reassignment data

We examine patent licensing business models of non-practicing entities that generate revenue by selling, licensing, or litigating patents. They may also pursue R&D activities, invent new technologies, or provide services to inventors or product companies. We describe their business models and patent market behavior and then compare their litigation strategies against product companies using a matched sample of highly comparable patents. The main differences among patent licensing firms stem from their technological capabilities, patent portfolio sizes, and external relationships. We find that licensing firms with technological capabilities often pursue litigation until decision and engage in forum shopping. In contrast, litigation incidence, parties involved, and outcomes are primarily determined by patent characteristics, not entity types. Licensing business models drive the acquisition of certain types of patents that influence the outcomes of the patent system. We argue that patent policy should strengthen mechanisms to discover invention quality rather than focus on the amount of litigation or types of entities.     

University libraries as a model for the determination of the need for information specialists in knowledge industries? An exploratory analysis of the information sector in Austria

In our paper we present an experimental study which investigated the possibility to project the need for information specialists serving knowledge workers in knowledge industries on the basis of an average university library serving their counterparts at a university. Information management functions, i.e. functions and processes related to information evaluation, acquisition, metadata creation, etc., performed in an average university library are the starting point of this investigation. The fundamental assumption is that these functions do not only occur in libraries but also in other contexts like, for instance, in knowledge industries. As a consequence, we try to estimate the need for information professionals in knowledge industries by means of quantitative methods from library and information science (Library Planning Model) and economics (input output analysis, occupational analysis). Our study confirms the validity of our assumption. Accordingly, the number of information specialists projected on the basis of university libraries is consistent with their actual number reported in national statistics. However, in order to attain a close fit, we had to revise the original research model by dismissing the split-up of information specialists into reader services and technical services staff.     

Managing the “Fuzzy front end” of open digital service innovation in the public sector: A methodology

There are many obstacles to effective open innovation in the public sector context, especially at the “fuzzy front end” (FFE), where the need or opportunity is known but serious resources have not yet been committed to possible solutions. In this paper, we report on a theoretically inspired and practically tested methodology for FFE public sector digital innovation. The methodology was purpose-built for the context and has been progressively refined using reflection-on-practice, but broadly consists of a hybrid of private sector open innovation practices, and agile software development processes. We outline the background, context, principles, stages and artefacts. Then we evaluate the method in terms of barriers and opportunities to FFE public sector innovation. We note that establishing the necessary context: a nurturing environment; cross-agency commitments in cash and in kind; and boundary spanning appointments, is as important to success as is the detailed execution of the method.
