In this article, I explore men’s educational experiences and aspirations in the context of UK policy discourses of widening participation and migration. Critiquing discourses that oversimplify gendered access to higher education, I develop an analysis of the impact of masculine subjectivities on processes of subjective construction in relation to be(com)ing a university student. Neoliberalism and self‐regulation emerge as significant themes by which the men make sense of their educational experiences and aspirations. Widening participation policy discursively constructs the subject as ‘disadvantaged’, ‘with potential’ and responsible for self‐improvement through participation in (alternative forms of) higher education (HE). The concept of diaspora illuminates the complex ways the men reconstruct their traumatic experiences in terms of hope and possibility, across different cultural spaces and expectations. A key question is how do the men construct and make sense of their masculine subjectivities in relation to diasporic experiences and aspirations to become HE students?  相似文献

Patterns of participation in higher education (HE) in the UK, as elsewhere, have been marked by social inequalities for decades. UK Governments have responded with a plethora of policies and agendas aimed at addressing this broad social issue. However, little is known about how higher education institutions (HEIs) interpret and ‘enact’ these policies in relation to institution-specific contexts. Drawing on concepts from policy sociology this paper examines how HEIs in one nation state, Wales, enact its Government’s policy on ‘widening access’ to higher education. Interviews with a range of ‘policy actors’ along with analyses of institutional ‘widening access’ policy documents, reveal divergences between HEIs in how this policy agenda is interpreted and delivered. These differences reflect institution-specific contexts – not least their internal politics and assumptions about the type of students they admit, but also their interests and priorities in relation to their positions within a global, marketised, HE system. The implications of this for the reproduction of university hierarchies in the UK, as well as social inequalities more generally are brought to the fore.  相似文献

Understanding how higher education (HE) finance policy can affect HE decisions is important for understanding how governments can promote human capital accumulation. Yet there is a severe lack of evidence on the effectiveness of student aid in encouraging HE participation outside of the US, and none at all for the UK. This paper exploits a reform that took place in the UK in 2004, when maintenance grants were introduced for students from low income families, having been abolished since 1999. This reform occurred in isolation of any other policy changes, and did not affect students from relatively better off families, making them a potential control group. We use a difference-in-difference framework to estimate the effect of the reform on HE undergraduate participation. We find a positive impact of maintenance grants, with a £1000 increase in grants leading to a 3.95 percentage point increase in participation.  相似文献

Student success in higher education (HE) is dependent on the possession of a positive learner identity, the development of which is a complex longitudinal process of change. Exploring the growth of learner identity within the transition between school and university is therefore apposite, especially for learners from disadvantaged backgrounds who may not have sufficient cultural capital to make an easy intellectual transition from school pupil to university student. Learner identity is positively linked with both the academic and social context of learning as well as with concepts of engagement and a sense of belonging in HE. This article explores the findings of a Scottish study involving 30 students who took part in a unique widening participation model based on immersing learners in the university environment whilst still at school. Findings include evidence of the development of a transformative HE learner identity which is enabled by an immersive experience of university prior to entry. A model for HE learning identity formation is suggested. In the context of the current dialogue on fair access and widening participation to HE internationally, findings point policy makers to the benefits of long-term immersion in HE prior to entry for successful transition to university.  相似文献

ABSTRACT

This article reports on issues of diversity in the context of widening participation in global higher education (HE). Mature students represent a third of the HE student population in Australia, Canada, UK and the USA. More research is needed to understand factors that can facilitate or hinder access to HE for this group. The aim of this study was to examine factors that a small group of mature students perceived influenced them as they made the decision to take up HE. Six undergraduate students at a British university who were on track to finish their studies took part in semi-structured interviews. All participants were white and from families with no previous experience of HE. Mean age was 42.7 years (range 35–51), and 50% were female. The interviews were analysed using Interpretative Phenomenological Analysis. Through using phenomenological analysis to analyse perceptions of changing motivation and goals during the decision-making process to take up HE, a detailed understanding of the complexity of these change processes was obtained. The analysis offers evidence that mature students experience far-reaching personal and social changes related to their decision to enter HE and adds a novel understanding of these identity-changes. This new insight is of fundamental importance to the field because the novel understanding of mature students’ meaning-making could be used to tailor interventions to facilitate access to HE for mature students.  相似文献

Making use of Grisay's typology of educational equality, the paper analyses rhetoric and policy on equality in higher education (HE) in Spain and the UK in the period 1996–2004, using electoral manifestos, policy papers, legislation and academic literature. We find that in both countries, and in spite of similar pressures and levels of access to HE, the prevailing notions of educational equality vary. We also find evidence of a good match between policy rhetoric and policy practice in terms of areas of intervention, but not in the strength of these interventions.  相似文献

ABSTRACT

This paper presents a systematic structured review of recent research that explicitly adopts intersectionality as a theoretical framework to interrogate how tertiary institutions manage, cater for, include, exclude and are experienced in ways that produce advantage and disadvantage. The analysis addresses the following questions: Within research that uses intersectionality, what aspects of the HE context are the focus? What methodologies are employed and how do these contribute to the production of knowledge? What vectors of identity are included? We find that gender appeared as the primary identity with which other dimensions of difference were combined to produce intersectional positions. Furthermore, case study and auto-ethnographic designs were primary approaches. This systematic literature review of 50 papers demonstrates that, when considering the workings of multiple systems of (dis)advantage, academic participation is intertwined with social and personal aspects of the HE experience. While intersectionality challenges the dominant instrumental view of HE, our review concludes that there is considerable work to be done to actively address the workings of intersecting systems of inequity impacting on participation and outcomes of students and faculty.  相似文献

Policies to expand higher education (HE) in the UK have emphasised the importance of widening participation by under-represented groups. However, the attention has shifted from who participates in HE (and who does not) to the different institutions attended by students from different backgrounds. Researchers have typically investigated this issue by comparing rates of entry to different types of university. This paper proposes an alternative approach; it uses concepts of social segregation, hitherto applied mainly to secondary schools, to analyse UCAS data on the social and demographic characteristics of entrants to HE. It estimates indices of segregation between HE institutions, and between subject areas within institutions, for selected cohorts of entrants to full-time undergraduate courses between 1996 and 2010. Levels of segregation during this period have been relatively high in relation to ethnicity and independent schooling, lower in relation to age and lowest in relation to gender, disability and social class. Most indices show stability over time, with a decline in the segregation of non-white ethnic groups and a small increase in segregation of independent school students. Levels of segregation differ across the four UK home countries, and tend to be highest in England.  相似文献

The relative lack of research about postgraduate education, and especially from a widening participation (WP) perspective, is noteworthy in a context of an increasingly expanding and important postgraduate sector internationally. This paper draws on the findings of a study about the ‘impact’ of WP initiatives at an Irish university, exploring the undergraduate, postgraduate, and employment experiences of two groups of former access students. A mixed-methods research design (employing a self-completion questionnaire sent to all relevant individuals (N=195), and 26 in-depth semi-structured interviews) was employed. This paper examines these individuals’ postgraduate progression in relation to a number of factors, with a particular focus on their views about progression, the programmes pursued, and their related motivational orientations. Many of the research participants were altruistically motivated in their selection of postgraduate programmes and related careers, and this motivational orientation is explored in terms of its genesis and implications in a WP context.  相似文献

Abstract

Drawing on the findings of a unique longitudinal qualitative study, this article investigates the experiences of 32 young people with visual impairment (VI) in higher education (HE) in the United Kingdom (UK) to explore how well they were able to participate on their courses. We propose and apply a Bioecological Model of Inclusive HE to interpret these experiences and examine how accommodations were made to facilitate participation. Focusing specifically on ‘curriculum access’, the results highlight the importance of accommodations that are progressive and mutual. The accommodations come in many forms and include: the provision of resources through nationally based schemes (e.g. the Disabled Students Allowance in the UK); the support, adjustments and anticipatory adjustments HE institutions should provide; and the study skills and independence skills individual students should be able to act upon. The findings showed that while the majority of participants reported that their HE institution made some adjustments to enable them to access their course, a lack of anticipatory adjustments created barriers. The most common compensation for this barrier was to provide deadline extensions, often resulting in additional pressure on other aspects of the course. Interviews with university staff highlighted limited specialist knowledge and resources within their institutions to enable accommodations for students with VI and, more broadly, understanding of how to develop an inclusive learning experience. The findings also highlighted expectations made of the learner, particularly being able to explain their required adjustments and having well-developed independent study skills. The paper has particular relevance to HE institutions in that it provides a model to aid interpretation of their role in creating an inclusive learning experience for students with VI. It also offers a reference point for professionals supporting young people with a broader range of disabilities in considering how best to prepare them for life after compulsory education.  相似文献

In this article, we examine the policy and practice of admissions to art and design courses in the context of the UK widening participation (WP) agenda. We draw on our qualitative study of admissions practices funded by the National Arts Learning Network (NALN). To provide context and background, we outline and critique WP policy discourses, focusing on issues of admissions and access, followed by an analysis of our research data, drawing on the conceptual tools of subjectivity and misrecognition. In using this analytical approach, we attempt to expose the subtle and insidious workings of inequality and exclusion in processes of selection. We argue that admissions policy problematically conflates notions of ‘fairness’ and ‘transparency’ and fails to address complex socio-cultural inequalities in processes of recognition of the potential student-subject of art and design. We show how a focus on individual practices rather than on policy discourses and processes of subjective construction helps to hide the ways that ‘potential’ is constructed in ways that privilege and recognize particular student subjectivities, whilst excluding Others.  相似文献

The number of young people progressing to higher education (HE) in Ireland has grown significantly over the last three decades but inequality of access and participation remain a major policy challenge. This article sets out to explore the factors which impact on levels of participation in HE by young people from lower socio-economic backgrounds, based on interviews and focus groups with 70 secondary school students and 25 parents in three case-study locations. In line with previous research, we found that financial considerations continue to have an important influence on decisions about whether to go on to higher education. The findings in relation to young people’s aspirations and orientations to HE present a more complex picture. While the majority of students aspired to go on to HE, this was countered by a lack of confidence in relation to certain aspects of college life, both social and academic.  相似文献

This article explores the effect university widening participation activities have had in improving access to university of students from rural government-run schools in New South Wales, Australia. An effective effort to evaluate the success of widening participation programs in rural Australia, specifically New South Wales, has not been achieved to date. This article addresses this issue in three distinct ways. First, previous efforts to evaluate widening participation effectiveness are explored and their successes and failings are described. Second, a method to rigorously evaluate university-run outreach programs in Australia’s unique socio-cultural context is constructed and explained. Third, this method is employed using a sample of Australian rural schools to evaluate outreach effectiveness. A mixed-method design combining multilevel growth models and in-depth interviews of careers advisors revealed teacher support of university outreach presence in schools did not necessarily translate to an opinion of outreach effectivity in raising university access levels. This was supported by quantitative analyses showing widening participation efforts in rural New South Wales have had little to no effect on the progression of rural students to university between 2010 and 2016.  相似文献

Abstract

Practitioners working to widen participation to universities in England are an increasingly important and professionally diverse group but surprisingly absent from the academic literature and lacking in access to bespoke professional development pathways in HE. In England current approaches within policy and research also tend to position them as gatherers of evidence with a mission to inform change rather than developing their capacity to be(come) agents of change in their own right. Drawing on the perspectives of three widening participation practitioners who had recently completed a research-based MA, this paper explores the opportunity that this provided to illuminate the complexities encountered in routine practice, contributing to positive change. Rather than being methodologically inferior, practitioner research emerged as highly complementary and in the case of WP its transformative potential is currently hugely under-tapped.  相似文献

The expansion of higher education (HE) in the UK has disproportionately benefited young people from relatively rich families: the gap between rich and poor in terms of participation in HE having widened since the 1970s. We explore a neglected possible cause of this class difference: that the labour market fails to provide sufficient incentives for potential entrants from less advantaged backgrounds to enter HE. Most studies of the rewards from participating in HE in the UK suggest that the rates of returns are sufficiently high to provide clear economic incentives to participate. However, until recently, most studies generated estimates of the average rate of return to graduation, which could overestimate returns to marginal entrants, particularly those from disadvantaged backgrounds. In this review we examine the methodological problems faced by more targeted studies of the rates of return to graduation and review their key findings concerning the economic returns to non‐traditional entrants.  相似文献

This article contains an analysis of policies aimed at increasing the participation of adults in higher education (HE) in seven countries (NL, DK, SE, UK, BE Flanders, DE and the state of California in the USA). In order to maintain their economic competitiveness, many countries have developed policies to increase the participation of adults in HE. However, the effectiveness of these measures has not been studied to any significant degree as yet. Therefore, the focus of this article is to assess the effectiveness of these measures within their particular context. For this purpose, the research team carried out an international comparative study based on desk research, case studies and interviews with both policy makers and academic researchers in the seven countries. The study shows that there are common ingredients for effective learning environments, such as a high degree of flexibility of HE provision. In short term, in rationalising policies there are a number of issues that need to be addressed, e.g. the issue of what is the primary objective for increasing participation. In the long run, one needs to reconsider broader HE structures within a lifelong learning perspective towards a fundamental revision of the current systems. This is both necessary in combating crises and in dealing with problems encountered by ageing societies.  相似文献

ABSTRACT

The inclusion in higher education of students with disabilities and learning difficulties has become a matter of concern within the past eight years. Recent Higher Education Funding Council initiatives to promote greater inclusion have had some success in improving access to higher education (HE) and raising awareness across the sector of the need to ensure full participation by students with disabilities in the learning environment once they enter the university. Hopes that the new UK disability rights legislation would help promote equality of access to HE were disappointed when it became apparent that the Disability Discrimination Act 1995 excluded education from its main provisions. The only requirement affecting post‐compulsory education is that institutions publish a statement on their provision for students with disabilities and learning difficulties. These disability statements confer no legal rights and it appeared that they would have little impact on access to HE for disabled people. This paper reports the findings of a survey of the anticipated effects upon the higher education sector in England of the requirement to produce disability statements. There may be some positive effects not only upon the nature and form of information available, but also on the provision offered in the sector.  相似文献

Widening access to higher education (HE) has been an important policy objective in Scotland over the last twenty years. While there is evidence that high levels of participation have been achieved, and some evidence of reduction in inequalities in participation rates among young people entering higher education, there is also evidence of persisting inequalities, and of patterns of differentiation and stratification. As a result there is evidence that, with the development of mass higher education in Scotland, a stratified system of higher education has emerged. Furthermore there is evidence that these patterns of stratification are being maintained over time, despite the policies which are designed to widen access. This paper will review the evidence regarding the nature and extent of these patterns of stratification, and briefly consider the policies which are designed to tackle this issue.  相似文献

We investigate the relationship between the widening participation performance indicators adopted in UK higher education (HE) and the government's objective of increasing overall HE participation rates. We critically assess the development of performance monitoring in HE and identify weaknesses in the current performance indicators from the perspective of the main stakeholders. We suggest the development of internal indicators and benchmarks by HE institutions together with extensions to the current national performance indicators that could improve their usefulness.  相似文献

This paper examines patterns of participation in higher education (HE) Wales, in the context of the devolution of powers over HE to the National Assembly for Wales and the Welsh Assembly Government. In particular, this democratic devolution has resulted in the introduction of arrangements for student finance which are quite distinctive from those in other parts of the UK. In the event, trends in participation amongst Welsh‐domiciled young people (even when disaggregated by gender and socio‐economic background) show little evidence of impacts from these arrangements. Analysis of the geography of participation within Wales does reveal some evidence of convergence between areas of low and high participation. The picture is further complicated when the flows of students into and out of Wales, which are much larger than for other parts of the UK, are taken into account. This poses major questions for Welsh policy makers, especially because, from 2007–2008, there will be a significant price differential for Welsh‐domiciled students studying in Wales and those who wish to go elsewhere.  相似文献
