Landscaping digital social innovation in the EU: Structuring the evidence and nurturing the science and policy debate towards a renewed agenda for social change

This paper discusses the results of analysis of mapping ICT-enabled social innovation initiatives promoting social investment across the European Union. The key goal of the research is to provide a deeper understanding of how EU Member States can make better use of ICT-enabled social innovation to implement the actions suggested in the EU Social Investment Package (SIP). The findings of the analysis shed light on the main characteristics and patterns of the initiatives assessed according to an original conceptual framework, and taking into account the characteristics of different welfare systems and service models. Building on the analysis, the paper draws conclusions in terms of the contribution made by ICT-enabled social innovation to the implementation of social investment policies. It also provides recommendations for future research, and outlines implications and possible directions for policy. The conclusions are set to help policymakers and practitioners to use ICT-enabled social innovation to modernise EU welfare systems, providing better and more efficient social services and increasing the wellbeing of citizens. At the same time, the documented research design, its proposed terminology, theoretical framework and empirical findings contribute to the growing scientific interest and debate about ICT-enabled innovation in the field of social services and social policy redesign within the scope of the emerging discussion on the renewed agenda for Social Innovation being shaped as part of the debate on the future of Europe.     

Stable memory for a disk write cache

Lack of I/O performance is fast becoming a limiting factor in many computing systems. The yearly doubling of CPU speeds is not being matched by corresponding gains in I/O performance. This paper explores one aspect of the architecture of a high performance fault-tolerant cached RAID subsystem for a multiprocessor. The disk write cache is implemented as a memory-mapped stable memory. The features of a VRAM-based stable memory and its associated RAID controller are discussed.     

Toward an understanding of archives as a feature of collective memory

This paper reviews important aspects of the literature on collective memory, how some of these concerns have been expressed in archives, and contemplates how these issues relate to the politically transformative South African post-apartheid context. It highlights the erosion of boundaries between archives, museums, and other less-institutionalized memory projects in post-apartheid South Africa. It notes ways in which archival activity is taking place outside of traditional archives, as part of a changing and evolving memory landscape. It acknowledges the significant gaps in the written record that are a result of apartheid practices and cites different approaches that were overlooked by apartheid??s official archival systems. This paper offers a way of contemplating the ??social constructedness?? of collective memory and the social and political dimensions of archives.     

Memory interference models for a multi-microprocessor system with a shared bus and a single external common memory

The performance of a multiprocessor system with a single bus is studied by analyzing the amount of memory and bus interference. Queueing and Markov theories are used to analyze simplified models of increasing complexity and accuracy. Simulation is used to validate the analysis and to compare the obtained results with a more accurate model for which no analytical solution is found. The key result of the paper is to demonstrate that simple approximate models provide a lower bound on the system performance in the case studied. It seems therefore convenient to use such simplified models in the design and in the evaluation of multi-microprocessor systems.     

Genres of the trace: memory,archives and trouble 1

Harris offers a brief preliminary deconstructive reading of archives–memory nexuses. The reading is positioned in relation to what he sees as a paucity of engagement between archivy and the emerging memory industry. While, at one level, the essay is simply a reading of Jacques Derrida and Paul Ricoeur within archives–memory nexuses, at another, it is an attempt to demonstrate how troubled, and troubling, these nexuses are. Harris ranges from theoretical to anecdotal, conceptual to political, and argues that archives and memory are best understood as genres of the trace.     

Why we fought: Holocaust memory in Spielberg's Saving Private Ryan

–Steven Spielberg's film Saving Private Ryan has been criticized for its failure to frame narrative action in terms of national, moral purpose. This criticism can be understood in terms of the constraints that the “Vietnam syndrome” places upon contemporary cinematic narratives of war; Vietnam memory subverts earnest declaration of high national principle. This essay examines how Saving Private Ryan “reillusions” American national identity in the wake of Vietnam by giving presence to an even more distant past. Supported by close textual analysis of key scenes centering upon the sole Jewish character in the film, this reading argues that the specific moral justification for waging war and accepting its horrors and sacrifices is found in a moral crusade against the Nazi program of Holocaust. By suturing the Holocaust into the film as its moral foundation, the film participates in the “Americanization” of Holocaust memory, circumvents Vietnam as a source of traumatic memory, manufactures a redemptive national identity, and constructs an ethically usable past in the present.     

Movement as memory: Significant form in eyes on the prize

Eyes on the Prize: America's Civil Rights Years ranks as one of the most successful public television documentaries ever produced. Although it originally aired in 1987, the series has since been shown widely in school and college classrooms, where it arguably has influenced many students’ understanding of the civil rights struggle and, more fundamentally, of the nature and form of “social movement” itself This essay draws upon Kenneth Burke's concept of “significant form” to examine how the documentary's design works to shape public memory of the civil rights struggle as a social movement. In addition to yielding insight into the rhetorical structure of a landmark television documentary, the analysis of form in Eyes on the Prize illumines how public consciousness of “social movement” can be created and perpetuated through narrative form.

2002年5月9日,原全国高校图工委常委、江苏省高校图工委副主任兼秘书长、全国医药院校图书馆协会副主任委员、《医学图书馆杂志》主编、南京医科大学图书馆原馆长吴观国同志,永远地离开了我们。吴观国同志在几十年的职业生涯中,兢兢业业,呕心沥血,为中国高校图书馆事业的发展做出了杰出的贡献。他的逝世是图书馆事业的一大损失,他的业绩和精神我们将永远铭记。吉林农业大学原馆长江乃武先生专门为此寄来诗作,悼念观国先生。在此,本刊特编发此诗,以寄托对观国先生的哀思。
