Nurturing Authority

When considering the role of local journalism in a networked media environment, it is crucial to examine how audiences attribute news with the power to define social knowledge. In particular, television news programs need to appeal to audiences by reinforcing a sense of local journalistic authority to assert the parameters of who and what is worthy of coverage. This article presents the findings from interviews with a range of commercial television news viewers in Sydney, Australia. It positions viewership in the context of people’s wider engagement with news, and in relation to their interpersonal and digital social interactions. The paper argues that local audiences have conflicting attitudes to the role of television news, both contesting and re-inscribing the programs with the power to demarcate social, political, and cultural knowledge. It traces how local audiences challenge the ability of news to convey boundaries within the community through processes of exclusion, connecting the contestations to the lived experiences of the individuals. It identifies that television news programs nurture journalistic authority in terms of their local relevance, and it contributes insights on the significance of local news by engaging with the means by which audiences themselves attach social power to journalism.     

中文名称规范文档与虚拟国际规范文档的共享问题研究

随着规范控制工作的国际化,国际名称规范文档共建共享成为必然趋势。本文对影响名称规范文档共享的要素——名称规范文档遵循的编目规则、采用的描述格式和数据元素构成的差异进行分析,基于虚拟国际规范文档(VIAF)匹配思路,通过中国高等教育文献保障系统管理中心(CALIS)、香港中文名称规范数据库(HKCAN)和VIAF的数据匹配实验,分析当前国内规范文档存在的问题:名称规范文档记录不全,检索结果输出不按相关度排列,国内各机构对中国人名的拼音标目不规范。本文在控制规则、附加信息、数据模型等方面提出相应对策,以提高文档的共享效率,希望能为推动我国规范控制工作的国际化进程提供参考。图2。表4。参考文献19。

文章对规范控制的发展,涵义,因素,目的、类型以及规范款目的编制和书目数据与规范数据的组织等问题进行了全面系统的论述。     

万维网时代的规范控制

图书馆书目控制的理想是“搜罗并整序人类所有知识”,“规范控制”是从图书馆编目工作中发展起来的一项工作。然而规范控制从来没有很好地实现设计时的初衷,根本原因是思想太超前,而技术不成熟,又低估了人为执行规则并保证其一致性的难度。当前的语义万维网技术为规范控制提供一种绝好的实现平台,关联数据技术提供了概念与其表示完全独立的表达模型,可以基于书目信息中的所有属性特征,进行规范的、基于概念的检索。许多大型机构都在利用新的技术开发和研究规范控制服务,例如美国国会图书馆的BIBFRAME书目框架格式草案、OCLC的虚拟国际规范档,以及Open Authority项目和Wikidata项目等。这些努力反映了一种发展趋势,图书馆行业数百年积累起来的书目控制经验,如果能充分利用好现代信息技术所提供的强大工具,不仅能实现过去没有实现的理想,而且能在更大范围内发扬光大。图4。表1。参考文献22。

Authority Files in Online Catalogs

Authority control is discussed from two viewpoints: The need for bibliographic records relating to a name to be brought together under one form of the name; and the need for cross references to direct a user to a heading from variant forms of the name. Data from two research projects that support the need for choosing one form of name are summarized. The author's study of user requests that resulted in no "hits" in an online catalog is described. Data are given to show that for only 6.4% of these requests would our current methods of cross referencing in authority records have been helpful, and that two system programs would have given much greater assistance.

This article presents a conceptual framework for library name authority control, including methods for disambiguating agents that share the same name and for collocating works of agents who use multiple names. It then discusses the identifier solutions tried or proposed in the library community for name authority control, analyzes the various identity management systems emerging outside of the library community, and envisions future trends in name authority control.

Name Authority Work in Public Libraries

Random samples of U.S. public libraries were surveyed in summer 2010 to ascertain their name authority cataloging practices. Comparisons of authority work processes and types of authority work done were made among public libraries of different sizes. Results were compared to previous studies of public and academic libraries.     

The Search for Analogous Legal Authority

Analogous legal authority-authority that is persuasive because of similarity in some important aspects but is not directly on point-is difficult for even the most seasoned researcher to locate. It is especially difficult to teach first year law students the importance of this kind of authority and a methodology which will assist them in locating it. The problem is compounded by the specific term requirements of full text computer assisted legal research. This article challenges legal research specialists to devise ways of teaching law students manual and computerized methods of locating analogous authority.

Cost-Effectiveness and Benefits of Outsourcing Authority Control

ABSTRACT

This article illustrates the collaboration of three entities- the library, its online system and the authority service vendor-to achieve online authority control in a medium-sized academic library efficiently and cost-effectively. The authority service vendor checks and revises (as needed) the headings of the library's new bibliographic records, providing new authority records for them. Through a separate notification service, the vendor also provides revised authority records for the existing authority file, alerting the library when in-house online maintenance is needed. In this online environment, authority records and bibliographic records are maintained automatically by the vendor authority service. Thus, using various authority heading reports which can be generated by the local online system in conjunction with the notification service, the library concentrates its authority work on the elimination or correction of obsolete headings. The authority vendor services are effective and reduce the cost of maintaining the online catalog. Ultimately, accurate standardized headings enhance the ease and effectiveness of online searching and retrieval for all who consult the library's catalog.
