开放大学教育质量的现实旨归

开放大学定位有别于普通高校,应树立新型的教育质量观,以特色求发展,在发展中求质量,最终以特色取胜。针对广播电视大学发展进程中影响质量的要素,提出开放大学教育质量的现实旨归,即着眼于差异化、特色化,将教育质量观落到实处,发展多元质量保障主体,建立一套适合开放大学自身特点的质量保障体系。     

英国高等教育质量保障体系研究——以约克大学为例

本文介绍并分析英国高等教育质量保证体系的历史沿革,对当前实行的QAA（The Quality Assurance Agency for Higher Education）的主要职责、运行模式、框架设计和质量保证进行了分析和评述,对高等学校的内部质量监控做了介绍,并着重以约克大学为例介绍了高等学校的内部质量保障的制度、机构和措施,在此基础上分析了对我国高等教育质量保证的启示。     

全面质量保证与评估体系的运行机制及构建——以成都理工大学工程技术学院为例

高等教育大众化的超常规发展,导致教育资源不足,又缺乏与之配套的保证教育质量机制,从而引发教育质量相对下降.要保证大众化高等教育质量,必须建立质量保证体系和与之配套的行政监控体系.以成都理工大学工程技术学院为例,阐释高校教学质量保证与评估的其运行机制及其建构.     

Education quality assurance in the Warsaw University of Technology - prerequisites and activities already undertaken

The last few years have seen intensive time invested in the discussions concerning quality assessment and quality improvement within the Polish university sector. There is limited experience of formalized quality assessment in the higher education sector in Poland, and several pilot projects have been running that represent a first step in establishing a general methodology, rules, procedures and, finally, system. In recent years the Warsaw University of Technology has been involved in some projects, mainly under the Tempus Programme. An essential element of quality assurance and quality assessment is that of benchmarking against international best practice; then our EU partners were visited. Data on existing quality management procedures and tools were collected and compiled, creating the background for future discussions and decisions. This year we started a new project(together with the Technical University of Lodz), devoted to quality issues - and precisely to the introduction of an internal quality education system in our universities. This paper outlines the previous results, but mainly the activities that will be carried out in the next two years to achieve the project's objective - establishment of a university quality assurance unit and introduction of a quality assurance system.

开放大学建设是实现电大发展转型升级的重要契机。教学质量保证体系的建设对于开放大学办学目标实现和学校声誉提升具有重要作用。对开放大学的前身-广播电视大学的教学质量保证体系进行重新审视,借鉴国外开放大学教学质量保证体系的经验,对开放大学教学质量保证体系的架构进行探索性研究。     

Managing Quality Assurance in Higher Education: a Scottish Example

This article outlines the principal parameters of the quality debate in higher education and considers issues and developments from the standpoint of the different key stakeholders. The analysis will be illustrated by the experiences of the University of Strathclyde in developing transnational policies and procedures for the quality assurance of awards and programmes which it provides or validates. Internally, the University of Strathclyde operates within an ethos of academic and financial devolution to its five Faculties. Central steering has been targeted primarily at negotiating understandings and agreements and at promoting reflection, evaluation, monitoring, and the dissemination of good practice. Applying that philosophy to transnational education has presented some interesting challenges. These are discussed, including the development of agreements to guide validated arrangements and modifications to evaluation and monitoring for programmes delivered at a distance. These developments are now an integral part of the approach taken by Strathclyde to the management of quality assurance of educational programmes.     

高等学校院级教学质量保障体系构建的探索--以东北农业大学农学院为例

以东北农业大学农学院为例,对高等学校院级教学质量保障体系进行初步探索,分析影响教学质量保障体系的要素和关键环节,针对教学质量保障体系制定纲要、基本框架、运行流程和具体实施条件,从多个角度不断完善院级保障体系的内容和运行机制,形成院级教学质量保障体系的组织管理、监控和评价系统,并对构建后的体系进行实施和完善,旨在不断提高本科教学质量。     

高等教育自学考试质量保障体系构建的研究

高等教育质量和质量保障是高等教育管理研究的前沿方向之一,自学考试是我国高等教育制度的重要组成部分,现行高等教育自学考试质量保障存在问题,运用系统论原理展开对我国自学考试的质量保障方面的研究,建立科学合理的高等教育自学考试质量保障体系,解决我国高等教育自学考试质量保障中的问题与不足,促进自学考试可持续全面健康发展。     

Transnational Education‐‐Competition or Complementarity: the Case of Hong Kong

This article provides a brief overview of the Hong Kong system of higher education and the roles of the government, the Education Commission, the University Grants Committee, and the Hong Kong Council for Academic Accreditation in relation to the planning, development, funding, and quality assurance of higher education in the Hong Kong Special Administrative Region (HKSAR). It then describes the extent to which transnational education (i.e., non‐local education delivered in Hong Kong) plays a role in meeting the demand for higher and continuing education in Hong Kong and recent measures taken by the HKSAR government aimed at assuring the quality of such offshore provision. It concludes with some comments as to how transnational education may be expected to contribute towards meeting the demand for higher and continuing education in Hong Kong in the future.     

四川省高等教育质量保障体系建设探析

质量是教育的生命线。关注质量,保障质量,是20世纪80年代以来世界高等教育改革发展的共同主题。构建高等教育质量保障体系,实行全面质量管理,对推进四川高等教育又好又快发展具有重大意义。构建四川高等教育质量保障体系,必须转变质量观念,牢固树立多样化、科学化的现代高等教育质量观;发展多元主体,积极发挥政府、学校、社会对高等教育质量保障作用;加大投入力度,推动高等教育质量保障体系建设健康高效运行;加强制度建设,为高等教育质量保障体系提供支持性政策环境;重视理论建设,促进高等教育保障体系建设的科学化发展。     

关于开放大学质量保证体系的思考——学习者参与的视角

在传统的教育质量保证体系中,学习者仅作为教育的接受者,没有真正参与学校的质量保证过程,学校主要采取以政府或某一组织机构为主导的集权型保障体系,这一体系缺乏监督和透明性。开放大学要落实以学习者为中心的理念,学习者应在其质量保证体系中发挥应有的力量。在英国高等教育质量保证体系及在此框架下英国开放大学的质量保证中,学习者参与已经有了成熟的发展,并发挥了不可替代的作用,其经验可为我国开放大学质量保证体系中学习者的有效参与提供借鉴,以正确认识并积极创造条件利用学习者力量来保证我国开放大学的教育质量,使学习者参与成为构建我国开放大学质量保证体系的核心要素之一。     

澳大利亚大学质量保障署的跨国高等教育质量审核初探

澳大利亚大学质量保障署是一个独立于政府之外的质量保障机构,对澳大利亚跨国高等教育质量的审核起着举足轻重的作用。澳大利亚大学质量保障署跨国教育质量保障框架的构建体现了不同于我国跨国教育评估的理念和策略,有可资斟酌和借鉴之处。本文尝试对此议题进行评析,并对我国的跨国高等教育评估体系的构建提出一些建议。     

开放大学的发展历程与重心位移

开放大学是在以现代信息技术为支撑,以实体综合性大学为依托,在开放的公共教育环境下以满足学习者各种类型及层次的教育需求为目标,既坚持高等教育学历提升,又积极推进非学历继续教育及公共教育服务支持的开放性高等教育机构。作为一种新型的高等教育机构,开放大学促进了世界高等教育的民主化和公平化,也将终身教育的理念推行至实处。开放大学的质量保障涉及多个因素,要在学生、教师、课程和良好的师生互动等方面进行严格把关。开放大学不仅仅应该充当一种新型的教育机构,更应该成为一种无形的教育理念贯穿于有形的教育机构中。鼓励开放大学与传统大学走向融合,这将会为高等教育全民化的到来作出更大的贡献。     

内部基础与外部治理：芬兰高等教育质量保证制度述论

芬兰的高等教育在世界上名列前茅,不仅为国家培养了大量的优秀人才,还为经济建设提供了智力支持,这与其卓越的高等教育品质保证制度分不开.芬兰高等教育以绩效与竞争作为品保机制的精神内核,以外部经济发展为需求市场,加以制度规约,构建起由上而下的监督机制,为高等教育的良性发展打造了稳固的外部基础.明晰了芬兰高等教育品质机制,将有助于推动我国高等教育的长足发展.     

Professionalism,profession and quality assurance practitioners in external quality assurance agencies in higher education

This article seeks to spark a dialectic discussion on the establishment of a set of professional competencies for quality assurance practitioners who serve in external quality assurance agencies in higher education. Such a need is identified due to the shortage of relevant and sufficient coverage in the quality assurance literature. To substantiate the need, the concepts of professionalism and profession, and how these concepts are linked to the quality assurance in higher education sector, are carefully examined through a desk-top research study. References are drawn from the experiences in several other occupations. The result reveals that the development of the essential competencies for external quality assurance practitioners in higher education is valuable and essential and it will be useful for the practitioners to transform themselves into a profession in the long run.     

比较视野下中英高等教育质量保障体系探析

英国作为高等教育质量保障体系较为完善的国家之一,其质量保障体系优于我国。中英两国高等教育质量保障的历史背景和发展状况有所不同,比较两国高等教育质量保障体系在政策法规、评估标准、评估主体、评估队伍专业性以及评估结果的不同,并从政治背景、传统文化和实践历史长短的角度分析两国高等教育质量保障体系差异存在的原因,可以为我国高等教育质量保障体系的进一步发展和完善提供借鉴。     

Impact evaluation of quality assurance in higher education: methodology and causal designs

In this paper, the theoretical perspectives and general methodological elements of impact evaluation of quality assurance in higher education institutions are discussed, which should be a cornerstone of quality development in higher education and contribute to improving the knowledge about the effectiveness (or ineffectiveness) of quality assurance. The suggested core methodology consists in comparative and longitudinal studies carried out simultaneously to the quality assurance interventions and relying on surveys and mixed methods. The methodology is applicable to any particular quality assurance procedure and any achievement area of higher education institutions. To round off the methodology presentation, an overview of causal designs, in particular causal social mechanisms, for impact analyses of quality assurance in higher education institutions and its challenges and limits is outlined and some characteristics of survey questionnaire construction are given.     

大众化教育时期高校教学质量保障与监控新探——以湖南高校为例

高等教育的大众化,一方面,给地方院校的发展带来了空前机遇,各院校的规模和效益实现了前所未有的蜕变;另一方面,人才培养质量问题也变得越来越严峻。湖南相当多高校内部各个部门各自为政,教学质量保障与监控不到位,影响人才培养的质量。要构建富有弹性的教学质量保障和监控体系,进一步加大教学投入,强化教学管理,推进教学改革,着力培养学生的实践能力和创新精神,为经济社会培养大批高素质专业人才和高层次拔尖人才。     

我国高校内部质量保障体系的现状分析与未来展望——基于96所高校内部质量保障体系文本的研究

本文对我国96所本科普通高等学校的内部质量保障体系文本进行了内容分析。研究结果表明,我国高校内部质量保障体系已经初具雏形,但在要素结构和建设内容上还不完善。针对我国高校内部质量保障体系建设的现状特点和未来发展趋势,本文提出了加强内部质量保障体系建设的若干对策建议。
