Instituting Change in Early Childhood Education: Recent Developments in Singapore

In an effort to improve preschool education, the Singapore government has embraced the need for change by identifying needed policies related to preschool education. These changes require teachers to rethink their approach to learning and teaching. A proposed tool suggested in this paper that may help facilitate curriculum change is the use of pedagogical documentation. This paper examines some impact, implications and challenges for adopting such a tool with the stakeholders in Singapore.     

新加坡学校德育的特色对我国高校辅导员德育方法的启示

在短短40多年里新加坡发生了重大变化,成为西方人赞誉的＂人间天堂＂,重要原因之一是得益于其学校德育的建设。新加坡根据不同的形势变化进行改革,通过德育成功地加强了新加坡的精神文明建设。新加坡学校德育建设富有成效,其成功的经验对我国高校辅导员开展德育活动有一定的启示。     

The Use of ICT in Education: a survey of schools in Europe

The Survey of Schools: ICT in education commissioned in 2011 by the European Commission took place between January 2011 and November 2012, with data collection in autumn 2011. This article presents the main findings of the Survey based on over 190,000 questionnaire answers from students, teachers and head teachers in primary, lower and upper secondary schools randomly sampled. The article details the analytical framework design and the survey methodology implemented. It then presents the main ‘state of the art’ indicators that have been built, concerning ICT infrastructure and access to it, frequency of students' ICT based activities during lessons, level of teachers' and students' confidence in their digital competences, their opinion about using ICT for teaching and learning, and the school strategies to support ICT integration in teaching and learning. The article also presents the main findings of the exploratory part of the analysis, introducing the concepts of digitally supportive school, digitally confident and supportive teacher and digitally confident and supportive student, estimating their respective proportion at EU level on average and by country and investigating whether high percentage of digitally supportive schools include high percentages of digitally confident and positive teachers and students. A few recommendations for policy making at European, national, regional/local and institutional levels conclude the article.

Changing Patterns in the Middle Management of Higher Education Institutions: The Case of Portugal

Abstact Much of the writing on higher education in recent years has tended to assume that the new management push in higher education is both universal and irreversible. This paper, however, presents evidence from Portugal to challenge that assumption. While elements of the new managerialism are clearly evident in the perceptions and attitudes of academics in charge of the basic academic units (departments/schools and faculties) in the country’s universities and polytechnics, academic management remains faced with a complex, contradictory and conflicting set of demands and expectations which is likely to take a considerable time to resolve.     

中职化学教学中探究式教法的探索和分析

在中职化学课堂中倡导探究式的教学方式,让学生经历科学探究的一般步骤,掌握科学探究的一般方法,可以促进学生自主学习、勤于思考、勇于探索、善于实践,有利于中职生学习能力、实践能力和创新能力的培养。为了达到预期的效果,教师除了要在教学实践中大胆践行探究式的教学方式外,在实施过程中还要讲究一定的方法和策略。

新加坡职业教育中的价值观教育的内容主要包括两个方面,即在基础教育中价值观教育内容基础上的进一步深化,根据职业岗位要求的职业价值观教育,强调认真、合作、创新、诚信、大局观念与进取精神。其价值观教育的主要实施途径,包括:开设以"想——感受——行动"为特点的价值观教育课程,或通过专业课程渗透价值观教育。     

心身关系研究的困境与出路

物质世界的因果闭合原则要求心理现象只能为物质属性,但心象、知与我这三种特征又表明心理现象不能向传统观念的物质属性还原,而心物二元论又因无法解决心身和谐问题而终难成立。因此,只能变革传统物质观而使心理观象成为新观念的物质的属性。一旦实现了物质观的变革,就可以承认物质原含有心理发展的潜在根据,当它向人脑进化时就发展出了感知能力和人类心理现象。当脑作内向感知时,它的表现状态为心理现象：当脑被外向感知时,它的表面状态为神经生理活动——物理现象。这两种感知状态为一个脑体的两个方面而对应平行,构成一种心身关系,即“一体两观关系”,此为心身问题的一种解决。同时,由于脑具有感知能力,是一个有知性的主体,因而也是一个“我”或自我,这个“我”以其知性知道着心理现象的存在,心理存在的三大特征也得到实现。     

Recent Developments in Korean School Education

Among the multitude of problems Korean education faces, the most fundamental can be traced to four issues: (1) Education aimed only at college entrance examination preparation; (2) poor public financial support of school education and the heavy cost of education for parents; (3) educational administration which focuses on central uniform control and restrictions; (4) uniformity of educational programs. The government and even, though rarely, schools themselves, are attempting to improve the quality of school education and school effectiveness through the following policy measures and school practices: (1) School-based management; (2) introduction of a new "Student School Record" system; (3) construction of a curriculum which considers individual differences; (4) introducing open classroom techniques; (5) reform of the secondary school entrance system; (6) reform of the College entrance examination system; (7) introduction of a school evaluation system; (8) introduction of a dual (2+1) system in technical high school education.     

试论我国高校自主招生改革的目标和实施策略

我国高校自主招生改革的推行应立足国情,遵循科学性、公平性、适应性、渐进性、创新性、系统性原则。以探索不同层次、不同类型高校的自主招生模式,实现高校与学生双向互动选择为目标。为此,需合理协调政府、高校与社会三者之间的关系,保障高校自主招生的健康运行;不断完善相关法律法规,保证高校自主招生的规范性与有效性;拓宽自主招生试点范围,扩大自主招生规模;建立科学合理的人才选拔机制,健全多元化评价体系;强化管理监督机制,保证教育公平;继续推进相关配套性改革等。     

Measuring the Impact of ICTs on Academic Performance: Evidence From Higher Education in Tunisia

Measuring the impact of information and communication technologies (ICTs) is a contemporary question of interest. Despite the general acceptance that ICTs are changing ways of learning, empirical research conducted to date does not consistently verify the efficacy of such changes. Several studies supporting positive impacts of ICTs on achievement relate mainly to developed countries. Focusing on tertiary education in Tunisia, this article attempts to highlight the gap in knowledge about the effects of ICT on education in developing countries by providing evidence from this region. Using survey data involving 377 college students and teachers, a multilevel analysis was conducted to measure the impact of ICT access and use with other student, university, and teacher attributes that may affect academic performance. The results provided evidence for a distinctive, though negative, effect of ICT on performance. These findings raise questions about the effectiveness of educational policies in Tunisia. The findings suggest also that overall university support is essential in increasing ICT learning impacts.     

Complex Education Systems: from steering change to governance

The theories and approaches of steering/monitoring a process of change within education systems have evolved over the last 20 years or so as a result of many factors such as globalisation and decentralisation, a faster pace of change, increasing expectations and demands from various stakeholders (parents, employers, teacher unions, etc.) and the growing influence of OECD and of the EU in the field of education because of some more or less explicit standards and policy recommendations. All these evolutions contributed to increase the complexity of the education systems and of the instruments and procedures required to establish some coherence between the initiatives of a large number of more autonomous stakeholders. Our main objective here is to describe how the previous notions and concepts used in analysing the conditions for steering education systems have been gradually integrated within a larger paradigm: the ‘governance of multi‐level complex education systems’.

利用自行设计的"小学新课程实施现状调查问卷",从新课程实施的保障体系、学校管理方式的转变、教师的教学行为、教学方式及教学观的转变、影响新课程实施的因素等方面,对山西省小学新课程的实施情况进行调查,分析存在的问题,并提出改进的建议。     

学校课程实施的文化背景与对策

课程实施与课程文化之间密切联系,学校的课程实施应该关注和研究文化背景问题.多元文化、网络文化、文化走向的失衡和畸形以及心灵文化世界的缺失等,都会对课程实施的有效性和深刻性产生不可忽视的影响.因此,学校的课程实施需要基于一定的文化背景寻找对策,应该以"和合"、"和而不同"、"以人为本"、"以文化人"等思想来分析并解决课程实施过程中遇到的问题和矛盾.     

基础教育信息化可持续发展的战略思考

当前我国基础教育信息化发展取得了巨大成绩,然而在体制、机制、设施、标准、培训、资源等方面面临困难,而核心问题主要在宏观政策、财政投入与教育体制三个方面。文章认为,要实现教育信息化可持续发展,除国家应保证有效投入外,充分调动内、外部力量,实现教育信息化发展评估的制度化与透明化,构建基于内外互动的教育技术应用支持服务体系是今后促进教育信息化发展的努力方向。     

智慧教育云服务:教育信息化服务新模式

伴随着云服务商业化推进步伐的逐步加快,人们对教育云服务的期望和需求也在与日俱增。教育系统也在逐步探索采用云计算来解决以往存在的问题,以应对更大的需求。本文首先分析了云计算技术在解决教育信息化发展任务与挑战中的价值,然后提出了教育云服务概念,其次分析了智慧教育云的架构(部署方式、服务类型、基本特征、关键特征、教育需求),最后对如何开展教育服务体系建设提出四点建议。     

新加坡的精英教育

新加坡1979年完成了中小学课程改革以后，经过不断的研究、探索、改进，形成了目前精英教育的办学特色。新加坡经济的高速发展与教育的不断创新有十分密切的关系。文章在介绍新加坡教育改革情况的同时，着力分析新加坡精英教育的内涵和特点，并对中、新两国教育进行了比较研究，从中寻求有益的启示。
