2007年5月,国务院出台《关于建立健全普通本科高校高等职业学校和中等职业学校家庭经济困难学生资助政策体系的意见》,标志着我国高校在单一的人民助学金制度的基础上。构建起“奖、贷、助、补、减”五位一体的大学生资助体系。自考生作为高等教育主体和社会弱势群体,却未被纳入资助对象之列,阻碍了教育公平的进程,有碍社会公平的实现。本文首先分析了自考生群体的现状;然后,立足公平,阐明让自考生享受大学生资助政策的必要性;最后,指出要实现公平,自考生也应享受大学生资助政策。  相似文献

The 2004 Higher Education Act introduced variable tuition fees of up to £3,000 for full‐time undergraduates in England. Higher Education Institutions (HEIs) charging the maximum tuition must give low‐income students bursaries of £300. On top of this mandatory minimum, HEIs now provide additional discretionary financial support exceeding this level to these and other students. The degree to which these new bursaries and discretionary financial support have become a policy instrument for improving access and widening participation has not, as yet, been documented. Little is known about why the government introduced bursaries and what the government saw as their role. Even less is known about the type of bursaries HEIs have introduced or how they are being used, because up till now they have not been examined systematically. This article presents the first such analysis. It concludes that, from the evidence currently available, a mismatch exists between government aspirations and HEIs’ actual use of bursaries and scholarships. Moreover, the bursaries and scholarships put in place may perpetuate existing divisions within and across higher education.  相似文献

Rapid growth during the 1970s in the number of foreign students, led several countries to introduce quotas or differential fees to regulate or restrict foreign student enrolments. An analysis of the effects of full-cost fees, introduced in Britain in 1980, shows that this caused a reduction in the number of students, particularly from developing countries, but since 1983 a policy of targeted scholarships has helped to redress the balance. Many countries are now reassessing the costs and benefits of foreign students and developing new policies, to ensure that both sending and receiving countries benefit from increased student mobility.  相似文献

There is currently a wide range of regulatory legal acts aimed at organizing work and support for students who have demonstrated outstanding ability. 建国60年以来,政府对大学生的资助政策从免费加人民助学金到奖学金为主,再到政府为主的多元资助体系,表明对大学生的资助政策正在日益完善。在资助对象上,贫困的资格逐步明确,准入的可能性大大增加;在资助内容上,一套多元的资助体系已经形成;在资助方式上,政府的投入逐渐加大,中央政府、地方政府、高校等各方的责任分担也日益清晰。这些政策及其变化反映了国家政策在公平与效率间的权衡,也反映了大学生资助政策的激励导向和对充足的追求。  相似文献

马来西亚华人社团中奖助贷学金的设立时间,最早在20世纪50年代初,60、70年代为其高潮.设立奖助贷学金的社团组织,普遍是传统的三缘性社团;而地缘性和血缘性社团设立奖助贷学金更为积极活跃.奖助贷学金的来源有多种途径.华人社团不仅通过设立相应机构,同时,它们还以制定相关的章程、规则、规定等,来保障奖贷助学金的顺利颁发,加强对奖助贷学金的管理.马来西亚华人社团设立并颁发奖助贷学金,产生了非常积极的社会效应.  相似文献

Data from Oklahoma Future Scholarship Recipients were collected covering awards over a seven-year period. Scholarships ($1000–$1500 per year) were awarded by the State Regents for Higher Education to attract and retain potential teachers into the teaching of science. The study focused on the reasons that these teachers (N=58) went into the teaching of science. From the survey teachers went into teaching because (in ranked order) they want to teach subject matter; they were committed to social change; they liked to work with and be a positive force in the life of children (adolescents), etc. They did not go into teaching for money, because it was easy, because they drifted into it, or because it was not their first choice. The teachers who received scholarships like teaching science, liked teaching, and are (they say) likely to stay in the field, but they would have gone into teaching anyway: 82% were not enticed into either the field or the discipline of science by their scholarships. Those who would use scholarships in the $1000–$1500 per year range, as a marketing strategy, to attract students to a discipline such as science should rethink the efficacy of this approach.  相似文献

In 1997, the New York School Choice Scholarships Foundation Program (SCSF) randomly offered three-year scholarships to attend private schools to approximately 1,000 low-income families in New York City. In this paper we leverage exogenous variation generated by the SCSF to estimate the causal effect of the private school voucher offer—and the private school attendance it induced—on later-life voter registration and turnout outcomes. Our results demonstrate that the voucher intervention had no effect on registering to vote or voting in any of several elections for either the full sample or any of several demographic subgroups. Although unique aspects of the SCSF context impose limits on the scope of our results, they have clear implications for assessing the relative effectiveness of public and private schools in preparing democratic citizens. We close the paper by discussing the implications of the results for research and policy.  相似文献

This study examined the extent that a scholarship program operating in Sierra Leone and Djibouti was successful in increasing girls’ persistence in basic education. Results of field studies indicated that scholarships could be appropriately targeted and delivered in ways that appear to minimize misappropriation of funds. However, the scholarships often created significant tensions between award recipients and non-recipients and among their families that frequently isolated recipient girls and led to their harassment by non-recipients. These findings are interpreted within the context of the larger debate about the relative merit of abolishing school fees for all students or targeting scholarships for only the neediest students.  相似文献

Universities worldwide, in placing a greater emphasis on global mobility, have recently seen a growing number of in- and outbound students. Parallel to this development has been the need to internationalize individual campuses, an important aspect of which is to have a common language (or languages) used for communication. The language policies in Asian universities have been complicated by the growing presence of international students who may only understand one of the languages used as the medium of instruction, typically English. Drawing on Tinto’s integration (Leaving college: Rethinking the causes and cures of student attrition, The University of Chicago Press, Chicago, 1987) and Spolsky’s language policy (Language management, Cambridge University Press, Cambridge, 2009) frameworks, this exploratory, perceptual study solicits the views from 38 international students on the implementation of a bilingual education policy, especially with respect to whether the policy facilitated these sojourners’ academic and social integration at a Taiwanese university that is actively advocating internationalization. The findings suggest that Mandarin Chinese continues to be the mainstream medium of instruction and social activities, while English is used rather sparingly and on an as-needed basis. The recognition of the growing economic power of China and importance of Chinese as well as the scholarships provided may have overridden these sojourners’ integration concerns and challenges arising from the underuse of English as a lingua franca.  相似文献

This article investigates to what extent scholarships are unequally distributed among students in Germany and how these inequalities can be explained. Following sociological theory, the article argues that elites seek qualitative ways of distinguishing themselves in a mass higher education system. Using student surveys, we demonstrate that class effects cannot merely be explained with reference to class differences in academic achievement but that higher classes have better access to scholarships independent of earlier school performance. Class differences were particularly persistent when the intermediate classes were compared with higher classes with more education. These findings illustrate that social classes have different strategies when it comes to participating in higher education and suggest that information about and access to scholarships is important in gaining a class advantage.  相似文献

本文应用对中国13511名大学生的调查数据分析了学生价格反应行为的基本特征。结果表明,虽然接受高等教育需要承担较高的私人成本,学生的付费意愿却非常强烈,在学费上涨30%—300%五种不同幅度时,学生的高等教育需求对学费的弹性介于—0.045~—0.288之间。大学生的价格反应行为具有如下几个方面的特点:首先,学生的高等教育需求对学费及有些学生资助(如奖学金)具有灵敏的反应;其次,学生对学费及不同类型学生资助的反应不仅在性质上存在差异,而且在程度上也有所不同;第三,不同收入水平家庭学生对学费的反应是不同的;第四,学生对学费及学生资助的反应随着学生资助政策及学费的变化而变化。本文也讨论了上述结果对制订高等教育规划与财政政策的意义。  相似文献

This article conducts a fiscal analysis of 10 tax-credit programs in seven states. In total, the 10 programs in the present study represent 90% of all scholarships awarded in tax-credit scholarship programs today. The analysis employs a set of cautious assumptions about switcher rates and students who receive multiple scholarships to generate a range of estimates of the net fiscal impact of these tax-credit scholarship programs on state and local taxpayers. Tax-credit scholarship programs up to fiscal year (FY) 2014 generated positive fiscal impacts worth between $1,650 and $3,000 per scholarship student. In FY 2014 alone, tax-credit scholarship programs generated between about $2 million and $223 million for their states. Break-even switcher rates for fiscal neutrality are reported for all programs.  相似文献

As a result of current economic conditions, developing countries have had to re-examine their methods for funding higher education. The World Bank has suggested several policy changes to help countries such as Colombia cope with the situation. The goal of these changes is to allow more equitable access to education, to increase the resources flowing to education, and to derive maximum benefit from this increase in funds. The proposed changes include decentralizing management, expanding private schools, and introducing student loans and selective scholarships, and cost-recovery in higher education.This paper examines the applicability of such a package in Colombia. It is argued that the main problems are the quality of higher education and access to education. Other obstacles include the ideology of free higher education and the opposition of the upper classes to selective scholarships in Colombia. The prospects for decentralized control of education are seen, at best, as a remote possibility.  相似文献

This paper presents a mathematical model of the dynamic interrelationships between education, creativity and happiness based on both theoretical insights and evidence from recent empirical neurological studies. In this context, the results are conditional on an individual’s learning effort and risk‐aversion. Specifically, I focus on two main determinants of creativity (divergent and convergent thinking) and compare two main educational policies (scholarships versus unstructured training) with regard to their impacts on the happiness gained from creativity in the general and healthy population. A test is provided by matching the model’s predictions with the results of recent neuroscience research. Numerical simulations suggested that improving convergent thinking is more important than improving divergent thinking for creativity to generate happiness throughout an individual’s life, provided that both divergent and convergent thinking have been achieved to a sufficiently large degree, and that unstructured training (i.e., extra‐curricular activities) in divergent thinking (e.g., in accounting schools) is necessary to reach wealthier students who have more difficulty learning. In contrast, scholarships or unstructured training in convergent thinking (e.g., in art schools) are necessary to reach students who learn easily but who are less wealthy.  相似文献

While the current debate about the effects of vouchers focuses on the effects of private schools on achievement, it is also important to examine how the introduction of need-based scholarships influences change in school systems. This study uses a qualitative method to examine the influence of a privately funded scholarship program on strategic adaptations within urban public and private schools in a major metropolitan area. The study revealed that senior administrators in public and private schools rapidly adapted their strategies to contend with the new program: suburban public schools prevented scholarship students from enrolling; urban public schools increased choices for public school students; and private schools actively recruited students. However, the scholarships had little influence on the ways these administrators viewed school choice.  相似文献

This paper assesses the effectiveness of financial aid in promoting the persistence of black and Hispanic students admitted to the most selective colleges and universities in the United States to complete their college education. To explore whether more dollars of aid enhance graduation, the analysis separates two constructs—aid eligibility and aid amount—when assessing their influence on graduation likelihood of these students. Using the College & Beyond (C&B) database and implementing an IV/LATE analytical strategy, I find that although need-based aid eligibility is negatively related to graduation likelihood, aid amounts exert a positive influence on graduation, conditional on eligibility for aid. Among types of aid, grants and scholarships have the most positive effect on graduation. The results also indicate that financial aid amounts help equalize initial racial and ethnic differences in graduation likelihood. Minority students’ graduation likelihood is found to be more sensitive to the amount of financial resources they secure, especially in the form of grants and scholarships, than that of their white counterparts.  相似文献

高等教育的国际化发展使中国人才流失的问题日益凸显。通过对来华留学政府奖学金生的学习经验感知进行探究发现,中国文化与汉语是吸引其前来的重要动力;尽管在学段和专业方面存在差异,但来华留学政府奖学金生学习过程的整体满意度较高,收获了预期的内容;毕业后的回流意向明确。从人才流动的视角反思来华留学政府奖学金政策得出,一方面,中国政府为世界人才的培育贡献了巨大力量,有力推动了世界人才环流。但同时此种借助资本换取人才的策略所产生的社会综合效益较低,政治和文化的外交意义仍是发展来华留学教育的轴心。因此提升来华留学教育质量及完善相关政策是吸引人才的重要途径。  相似文献

高职贫困生是高职院校的特殊群体,如何强化贫困生的界定与管理工作,是做好助困工作的前提。建立以“助学贷款为主,奖、补、助、减、缓为辅”的多元化助学解困体系。加强诚信教育,完善国家助学贷款政策,改进奖学金、助学金制度,健全勤工助学及贫困生基金助困运行机制,是物质解困的关键;而加强贫困生正视逆境、自强自立的教育,克服自卑心理,树立自立意识,则是精神解困的根本。  相似文献
