ACCREDITATION OF HIGHER EDUCATION INSTITUTIONS IN UKRAINE

The article describes the system of evaluation and accreditation of higher education which is being developed in Ukraine. Although the activities of quality control and accreditation are centralized around the activities of the Inter‐branch Accreditation Commission (IAC), the intention is to decentralize them as soon as possible. The results so far have been positive. The Ukrainian government wishes to create a higher education system fully compatible with the higher education systems of other European countries and therefore wishes to develop its evaluation and accreditation system in co‐operation with similar activities in other countries.     

简述美国肯塔基州中小学教学评估体系

教学评估的实质是将校方管理部门的工作及教师教学的实际表现与预期目标加以比较、判断,以确保教学工作的顺利开展并取得良好的效果。为了达到这个目标,美国肯塔基州政府负责基础教育的部门在其所管辖的中小学开展定期的教育教学评估工作。该举措极大地增强了接受评估学校管理部门的教育教学管理能力,有效地提升了接受评估教师的专业素质及工作绩效。     

Quality Assurance in Engineering Education: Comparison of Accreditation Schemes and ISO 9001

In recent years, the world of engineering education has been changing rapidly. Emerging communication technologies offer new means of distance education, the job market is getting narrower and increasingly competitive, and numerous stakeholders are concerned about the quality of education the students receive. To offer quality assurance to interested parties and the general public, engineering faculties in the US and Canada undergo accreditation processes, fostered by the Accreditation Board for Engineering and Technology and the Canadian Engineering Accreditation Board, which are professional boards. However, some university-level institutions in Europe have turned to the ISO 9000 family of international standards as a framework for quality assurance. This paper provides an outline of these three quality assurance schemes, followed by a comparison of their common elements. It is argued that engineering faculties can establish meaningful ISO 9000 quality systems on the basis of, and integrated with, the accreditation schemes. Finally, recent European initiatives for quality assurance in engineering education are addressed.     

从教师教育认证委员会产生的合理性看美国教师教育认证的趋势

教师教育认证委员会是美国1997年新成立的教师教育认证机构,并于2001年和2003年分别得到了高等教育认证委员会和美国教育部的承认,对原有的国家教师教育认证委员会的独家认证权构成了挑战。文章试图通过分析新成立的教师教育认证委员会产生的背景及动因表明其存在的合理性,并从中找出目前美国教师教育认证的一些发展方向,进而对我国教师教育认证的发展完善带来启示。     

美国学前教育质量认证研究——以全美幼教协会《早教项目标准及认证指标》为例

全美幼教协会（NAEYC）的早教项目认证是高质量学前教育的一个标志,以提高早教项目的质量为目标,认证体系设计了十项认证标准,建立了科学的四步认证流程,并提供了丰富的支持认证的资源。高水平的质量认证是学前教育健康发展的保证,借鉴美国的早教项目认证体系,我们应该关注学前教育质量评估的全面性、发展性,强化质量评估的支持环境建设,以推动我国学前教育质量的提升。     

让实验室认可深入大学

实验室认可制度起源于1947年澳大利亚的检测实验室认可(NATA)和1966年英国校准实验室(BCS)的认可制度.我国的实验室认可活动始于1980年.2002年7月建立了中国实验室国家认可委员会(CNAL),统一了我国的实验室认可体系.截止至2007年3月31日,CNAL共认可实验室2809个,其中大学实验室仅30余个.让实验室认可深入大学,对高校实验室的建设和发展,教学质量的提高等都具有重要意义.高校实验室通过实验室认可,还可架起高校与社会的桥梁,为政府做出有关决定甚至是决策提供依据,并有机会参与国际间合格评定机构认可双边、多边合作交流等.     

The accreditation plus model

Summary Evaluation of teacher education became a major thrust of a Center for Excellence in teacher education when the Tennessee Higher Education Commission (THEC) established the project in 1986. A major accomplishment in the project was realized when the Accreditation Plus Model was amalgamated for the project's evaluation approach. A-Plus! Thorough study of existing evaluation approaches were convincing. No one approach seemed capable of doing the task. At the same time it seems ludicrous to create a new evaluation approach to add to the existing 40 or so models.As an evaluation form, Accrediatation Plus has a long history. It goes back to 1895 when staff members of the University of Michigan tried to determine the quality of secondary schools to decide whose graduates ought to be readily admitted into the University of Michigan. At the start (in the late 1890s), accreditation focused on program evaluation. The evaluation need in the work of the Center for Teacher Education Evaluation was the same—the quality assessment of education programs.The idea of eclecticism moves in the same general direction. By recognition that accreditation is not the be all and end all in evaluating teacher education programs, the Center keeps open the use of any/all the existing models in an application of the Accreditation Plus Model. Eclecticism means selecting what appears to be the best in various doctrines, methods, or styles. It also means being composed of elements drawn from the various sources. In selecting A-Plus as the evaluation approach for the project, we capitalize on a long and effective history supplemented by the best of the current crop.Figure 1 represents the evaluation of teacher education using the accreditation approach. It describes the model's components and in some places, the relationships of those elements. The Center's staff is working to detail further the elements of the accreditation approach to evaluation. Questions and comments are welcomed as we move further with this work.now on Sabbatical     

A synthesis model of sustainable market orientation: conceptualization,measurement, and influence on academic accreditation – a case study of Egyptian-accredited faculties

Higher education institutions are increasingly concerned about accreditation. Although sustainable market orientation (SMO) bears on academic accreditation, to date, no study has developed a valid scale of SMO or assessed its influence on accreditation. The purpose of this paper is to construct and validate an SMO scale that was developed in Egyptian faculties. SMO is identified as a one-dimensional construct consisting of four overlapping components. Using a survey, data were collected from 204 respondents in 6 Egyptian-accredited governmental faculties. Both item analysis and split-half methods were used to purify the measurement scale and assess its stability. Exploratory factor analysis was used to assess dimensionality, and confirmatory factor analysis was used to examine the construct and convergent/discriminant validity. Nomological validity was assessed with a structural equation model. Results suggest both a validated scale and empirical evidence of the influence of SMO on academic accreditation.     

美国教师教育认证标准的发展历程及对我国的启示

本文以美国全国教师教育认证委员会(NCATE)为案例,在目标本位、课程本位、知识基础本位和绩效本位的概念框架下,对NCATE不同历史时期的认证标准的特征进行研究,将其理论基础分别归纳为目标评价理论、CIPP评价理论、效用评价理论和绩效评价理论,将NCATE不同历史时期所持有的教师教育观分别综合为技术理性主义的、科学主义的、专业化的、以及多元化的.最后讨论其对我国教师教育改革的启示和意义.     

美国教师教育认证委员会的认证制度及其启示

美国于1997年成立了教师教育认证委员会,对教师教育认证制度进行了改革。文章在介绍该委员会的认证质量指标和基本要求、认证程序及实际效果的基础上,对该认证制度的特点进行了简要分析,探讨了该认证制度对我国的启示。     

Appraisal of students experience survey (SES) as a measure to manage the quality of higher education in the Kingdom of Saudi Arabia: an institutional study using six sigma model

Students’ Evaluating Teaching Effectiveness is one of the most widely accepted methods of measuring the Quality of Higher Education worldwide. The University of Dammam is currently performing several evaluations by students as required for academic accreditation by the National Commission for Academic Accreditation and Assessment. Of these, two of them deal with program evaluation i.e. Students Experience Survey (SES), and Programme Evaluation Survey (PES). SES denotes the experience of students halfway through in a given academic program and PES denotes the students overall experience at the end. This study was conducted among the students of Medical and Nursing programs to capture their experiences related to various aspects of the teaching and learning process adopted in their college. The students’ attitude was captured through the SES questionnaire and the data were analyzed through six sigma analytical tool using the Poisson distribution model. From the non-conformance level apprehended through the responses from the students about the various categories of teaching and learning process prevailing in the College, the corresponding sigma rating for each teaching and learning process was calculated. Consequently, an innovative six point quality rating system was developed for each sigma values.     

高等院校认证标准的辨析——以美国院校认证标准为例

高等院校认证在高等教育的质量保障和改进中起到了非常重要的作用.而在整个院校认证活动过程中,院校认证标准是认证活动顺利开展的基石.以美国院校认证为例,通过对美国院校认证标准的制定主体、认证标准的内容以及认证标准的发展趋势进行分析,进而可以得出:认证标准制定主体的多样化,认证标准应该能够求同存异,应该注重从学生环节保证教育质量,这是保证并不断提高高等教育质量的关键.     

THE ROLE OF THE SOCIAL SCIENTIST IN THE SCHOOL OF EDUCATION

The four coauthors describe the twenty-five-year history of efforts of the Council of Learned Societies in Education (CLSE) to represent the interests of the social foundations of education in the National Council for Accreditation of Teacher Education (NCATE), including the evolution of CLSE into the Council for the Social Foundations of Education and its recent departure from NCATE after a quarter century of successful involvement. The coauthors, each personally supportive of foundational involvement in national accreditation, delineate advantages gained by both CLSE and NCATE during the quarter century of involvement, while also describing concerns and arguments that have led to the current disassociation of the Council for Social Foundations of Education (CSFE) fromNCATE. The article concludes with suggestions for the future and the coauthors' hope that this history and chronicle will provide incentive for reinvolvement of the foundations in national accreditation circles.     

Computing Sciences Accreditation: A Cooperative Effort in CIS

The Computing Sciences Accreditation Board has accredited 65 programs since 1985. This accreditation has helped to define the field and the computer science profession. The information systems discipline is following much of the historical pattern of computer science. A review of recent efforts to establish accreditation standards for information systems is presented and a draft set of criteria are discussed. Alternative forms of accreditation, institutional vs. programmatic, are presented and discussed in the context of the history of computer science accreditation efforts. This effort is intended to stimulate discussion within the information systems community.

Teacher education accreditation in Turkey: The creation of a culture of quality

Turkey's experience in developing and piloting accreditation criteria and national standards for teacher education is examined. The full implementation of an accreditation process for teacher education programs was not completed within the time of the development project. However, the effort to do so encouraged the formation of a ‘quality culture’ in the faculties of education. The paper discusses what took place and analyses the later response of teacher educators to the introduction of accreditation criteria and the way in which they were introduced. Educators largely welcomed national standards and accreditation, but wished to have flexible means of implementation.     

匈牙利高等教育院校认证的特点与启示

匈牙利从1993年成立认证委员会之后,开始实施8年一轮的院校认证.匈牙利高等教育院校认证具有彰显院校在认证过程中的主体作用、国际化以及法制保障下的独立性、公正性和权威性等特点.针对我国在高校本科教学评估工作中存在的诸如"评估机构和形式单一、评估机制不健全、评估标准欠科学"等问题,借鉴匈牙利在高等教育院校认证发展过程中的经验,充分尊重和保障大学在评估中的主体地位,赋予自我评估更多的权重,为教学评估提供法制保障,构建多元化、独立性的评估机构,建立结构合理的评估专家队伍和具有一定弹性的评估标准等对完善我国高校教学评估制度具有一定的参考价值.
