I analyse what exactly is being addressed when the notion of ‘literacy inequalities’ is cited in the context of international policy with regard to education in general and literacy in particular. Whilst literacy statistics are used as indicators of social inequality and as a basis for policy in improving rights, educational attainment, etc., I question to what extent literacy levels (or various accounts of ‘lack of literacy’) can be taken as offering a valid account of ‘inequality’ in the larger international context. Recent work on literacy from an ethnographic perspective has questioned the international categorisation of a single uniform thing called ‘literacy’, from which consequences can be drawn and has instead focused on local meanings and cultural variations in what counts. In particular I take issue with arguments rooted in economic generalisation on the one hand, by such authors as Amartya Sen, and on the other in moral universalism, in the work of such authors as Nussbaum.  相似文献

Functional adult literacy interventions have been regarded for many decades by policy makers as an effective way of imparting health knowledge. Supported by research on the statistical relationships between women’s literacy rates and health indicators, this dominant policy discourse is based on assumptions that non-literate women lack understanding and confidence, and that formal programmes and institutions constitute the main sites of learning. Proposing a broader conceptualisation of literacy as a social practice and of health as connected with social justice, this article draws on policy analysis and the authors’ earlier research in Nepal to re-examine the relationship between gender, literacy and health. By comparing health and literacy approaches used within the education and health sectors and taking account of new and indigenous informal learning practices, the article points to ways of investigating the complex interaction of factors that influence inequalities in gender and health at community level.  相似文献

This paper challenges constructions of the ‘gendered illiterate Indian villager’ as a homogenous group of people who are empowered through acquiring literacy. I strive to displace homogeneous representations of gendered ‘illiterate’ subjects through ethnographic accounts of diverse people's realities in different villages in Bihar, India. I argue that the circumstance under which a relationship between gendered adult education subjects and adult education programmes gets constructed impinges on notions of: norms, interpreting and translating Others, networks and empowerment within and outside the context of adult education programmes.  相似文献

The article highlights the renewed significance of adult literacy for international and national educational policy as a result of the World Educational Forum in 2000, at which a new vision of literacy was advocated. The difference between the new and old paradigms of adult literacy is considered. The article argues that the traditional approach which has dominated the international discourse on adult literacy has profoundly influenced national decisions. This influence is illustrated through a comparative analysis of national adult literacy programmes in Botswana and Zimbabwe. The programmes exhibit a high degree of similarity despite differences in the national contexts. The analysis shows that the traditional approach has been relatively ineffective in improving adult literacy levels. However, proposals for change influenced by the new paradigm have not been taken into account. Thus the examples of Botswana and Zimbabwe indicate the difficulty in displacing the dominant tradition in adult literacy at the level of national policy-making.  相似文献

This paper explores the ways in which policy discourses have constructed rationales for addressing adult literacy over the last 50 years. In particular, we examine how policy positions the literacy learner as citizen within discourses of rights and equity. Taking the case of the UK, we compare two key documents produced at different historical moments. Our discourse analysis reveals a long standing discourse of individual deficit within a functional model of literacy. This is now overlaid by a discourse of social exclusion that views adult learners as entrepreneurial global citizens who must compete within a market economy.  相似文献

The teaching of writing has been a relatively neglected aspect of research in literacy. Cultural and socio‐economic reasons for this are suggested. In addition, teachers often readily acknowledge themselves as readers, but rarely as writers. Without a solid grasp of compositional processes, teachers are perhaps prone to adopt schemes that promote mechanistic writing approaches, which are reinforced by top‐down discourses of literacy. This ‘schooling literacy’ is often at odds with children's lives and their narratives of social being. After discussing theories of writing, tensions between ‘schooling literacy’ and ‘personal literacy’ are debated. It is suggested that the disjuncture of the two exposes gaps that provide teachers with spaces in which to construct a writing curriculum embedded in children's language and funds of knowledge. The elevation of this ‘personal literacy’ is viewed as an imperative to enhance children's identities as writers, as well as their engagement with writing.  相似文献

Background

This study was originally prepared for the African Inter-Ministerial Conference on Literacy (September 2007) with the objective of analysing the costs of successful adult literacy programmes run both by government ministries, as well as international and national non-governmental organisations.

Objectives

This study aims to increase the evidence base available on costs by examining adult literacy programme costs in the context of operational details and budgeting processes. It was intended to add to the limited amount of data currently available, and to provide broad recommendations regarding the calculation of costs.

Methodology

In addition to estimates relating to costing currently available in the published literature, details of nine successful adult literacy programmes were obtained through a combination of web-searches, documentation received from organisers in response to an open-ended e-mail questionnaire and telephone calls. These are described, together with a presentation of their cost structure and our calculation of their unit costs. Particular attention was paid to ‘hidden’ costs in terms of central or provincial government costs, to contributions by NGOs and other partners and to in-kind contributions in examining the new empirical data.

Findings

Information from this study suggests that a realistic estimate of the costs of making an adult literate would be a minimum of US$100, the maximum estimate currently stated in LIFE documents. Despite an up to fivefold variation in unit costs with little obvious reason for this, the large diversity in modalities, objectives and target audience of the programmes explains much of the wide range in unit costs remarked upon by other authors.

Conclusions

We believe that it would be premature for any country to pre-define the appropriate costing structures, and what is an allowable range of unit costs, based on this information. Recommendations are made for what factors should be taken into account when calculating unit costs. Each country should consider making an inventory of the large scale programmes that exist or are being developed as a preliminary step to deciding whether or not it is appropriate to impose a costing framework or proposing a specific range of unit costs. However, there is a demonstrable need for more general agreement about the components that should be considered in any costing of an adult literacy programme.

Significance

This study contributes to the evidence base for developing a framework for analysing and allocating the costs of non-formal adult education projects in a manner to facilitate future planning.  相似文献

Literacy is considered to be a public good – one that benefits not only literate people, but also others in society through mechanisms of sharing and mediation. But to what extent do the benefits of literacy extend to socially distant groups? This paper applies the sociological concept of social distance to examine how social stratification impacts on the way that literacy is distributed and ‘shared' through mediated practice within and across caste-based groups. The paper presents a case study of physical proximity and social distance in Nepal to examine how literacy is shared in a context where inequalities of literacy and schooling are heavily influenced by gender and caste membership. The findings demonstrate that mediation takes place across caste groups, but less extensively than within caste groups. We conclude that assumptions about how literacy operates as a public good need to be tempered by consideration of the implications of social distance.  相似文献

There is discussion about the definition of literacy in the Information Age and the nature of the experience, skills, knowledge and understanding that teachers will need to develop in continuing professional development. This paper discusses the context of policy and curriculum discussions; critiques an approach to information literacy; outlines the use of a framework of good practice in using information technology in the classroom and illustrates the reflection of these ideas in a research project. Since the early 2000s, literacy education has become an area of intense focus in Australian education policy, positioned to have a role in Australia's pursuit of enhanced international competitiveness in the “global knowledge economy”. Policy called for improvements in literacy outcomes, monitored by mandated annual assessments, and policy statements recognised the need to establish solid literacy foundations in early childhood to facilitate learning, and desired improvements, in later years. This article is derived from a larger study that investigated the production and enactment of literacy curriculum policy by early childhood teachers in Australian schools. It focuses on the school level within the State of Western Australia, presenting findings derived from thematic and critical discourse analysis of participant interview and documentary data collected in two case‐study schools. Comparative analysis revealed that literacy curriculum policy processes in both case‐study schools were focused on achieving improved test results in mandated testing regimes. This was impacting upon literacy curriculum in the early childhood years of schooling, in Australia deemed to involve children up to 8 years of age, in many, possibly adverse, ways. These findings may offer insights in other contexts about literacy curriculum policy processes that are focused on enhancing competitive positioning.  相似文献

Abstract

The role of digital literacy in strengthening citizens’ resilience to misinformation and ‘fake news’ has been the subject of research projects and networking and academic and policy discourses in recent years, given prominence by an escalation of the perceived crisis following election and referendum results in the US and UK respectively. This special issue sets out to take forward critical dialogue in the field of media and digital literacy education by publishing rigorous research on the subject. The research disseminated in this collection speaks to the political and economic contexts for ‘fake news’, the complex issue of trust and the risks of educational solutionism; questions of definition and policy implementation; teaching about specific subgenres such as YouTube and clickbait; international comparisons of pedagogic approaches and challenges for teachers in this changing ecosystem.  相似文献

From the 1850s to the 1970s the teaching force in Catholic schools in Australia was dominated by priests, female religious and brothers. This paper details the scope of existing research on these teachers, the demands of their religious vocation, their own education, the atmosphere which they established in the schools, leadership opportunities, and the ‘darker side’ of their way of life. Such expositions can promote reflection on the possibility that teaching can be influenced by discourses of ‘vocation’ and ‘the giving of service’, every bit as much as it can be by ‘industrial’ and ‘labour’ perspectives.  相似文献

The impact of participation in adult literacy programmes on learners’ identities is examined through an interrogation of their past and current experiences and the assessment of the effect of particular pedagogies. The findings show how learners’ positive experiences in their programmes had caused them to re-evaluate their previous understandings and enabled the construction of new identities as people that are able to learn. These changes had come about through the challenging of negative discourses, the creation of new figured worlds and imagined futures, and the use of a learning curriculum where learners’ experiences were utilized as positive resources.  相似文献

This paper makes the case for adult literacy (including numeracy) practitioners to play a greater role in health literacy initiatives in Australia. The paper draws on data from a national research project that investigated adult literacy partnerships and pedagogy viewed from a social capital perspective. The primary purpose of the project was to produce guidelines on how to deliver integrated adult literacy and numeracy programmes using a social capital approach. Prior experience of partnerships was explored through a review of the literature and an environmental scan of adult literacy providers using an email survey and follow-up interviews. An in-depth case study of a health literacy partnership was trialled using action research. Partnerships between adult literacy and health organisations in Australia were found to be largely ad hoc and rarely documented. To enable sustainable health literacy programmes, partnerships are needed across the three interlinked organisational levels – micro, meso and macro, and in particular the latter, which is currently almost completely absent. The conceptual frameworks outlined for health literacy partnerships and social capital pedagogy in this paper are new and potentially of value to policy makers, researchers and practitioners in the fields of health and literacy.  相似文献

This article examines the role of education in ‘successful globalisation’ and how this links with agendas for sustainable development. In the first part ‘successful globalisation’ is defined as economic growth combined with equality and social peace. Japan and the East Asian tiger economies – particularly South Korea and Taiwan – have been uniquely successful in the last half century in achieving both rapid economic growth over long periods and relative income equality and social cohesion. A host of factors have been responsible for this, including fortuitous geo-political circumstances and good timing. However, education has also played a major role. The article, based on a review of international and national research literatures, analyses how far China, India, Kenya and Sri Lanka have managed to develop their own forms of successful engagement with the global economy and what part education policy has played. In the second part we relate our concept of successful globalisation to the parallel discourses of sustainable development and education for sustainable development and reflect on what our notion of ‘successful globalisation’ can borrow from and lend to these literatures.  相似文献

As literacy grows in importance, policymakers’ demands for programme quality grow, too. Evidence on the effectiveness of adult and family literacy programmes is limited at best: research gaps abound, and programme evaluations are more often than not based on flawed theories of programme impact. In the absence of robust evidence on the full range of short- and long-term programme impacts, it is difficult to accurately measure intervention effectiveness. Too frequently, researchers and policymakers focus only on short-term, easily measured outcomes, creating a ‘tyranny of effect size’ that may systematically underestimate impact while simultaneously distorting practice. However, the answer does not lie in turning away from quantitative research. Doing so will consign adult and family literacy to the margins of public policy, when they should be in the mainstream. Longitudinal research from Turkey and the US suggests a need for revised, more subtle theories of how adult literacy and family literacy programmes work, and the diverse ways they benefit participants. By working together more closely and intelligently, researchers, policymakers and practitioners can develop evaluation strategies that more accurately measure programme effects. The key is combining methodological rigour with fully fleshed out theories of literacy development and programme impact.  相似文献

Teacher training for developing nation contexts is often conducted in short, intensive inside and outside-of-country programmes. Concerns have been raised in relation to the uncritical take-up of the western-centric material provided by these programmes, which are usually funded by national and international government organizations. This paper explores an approach used in an outside-of-country teacher training programme funded by an Australian government grant. The research focused on teacher trainers from the Monastic education system and their reflections on whether critical literacy approaches could be incorporated into curriculum in Myanmar. It used a Bakhtinian framework to analyse the teacher trainers’ ideological environments and their hybridizations of critical literacy discourses for their own contexts. It was found that while the teacher trainers were passionate about the worth of developing critical literacy skills for their teachers and pupils, they struggled with a range of constraints that existed for them within their country. The research illustrated the importance of providing spaces for participants in programmes such as these to critically reflect on the relevance of non-government organization (NGO) and international non-government organization (INGO) training programmes, especially in light of the multiple challenges that are a part of their everyday lives.  相似文献

This article highlights the history of innovation and creativity in non-formal education programming in Latin America since the 1920s. These include community-based programmes, literacy, fundamental education, community development, technical vocational training, extension education, consciousness raising, popular education, and community schooling. With the economic downturn in the 1980s, non-formal education became less viable as part of socio-economic development strategies owing partly to the social progress made in the region, a shift to schooling as a priority and the pulling back of governments from social service funding. Nevertheless, the 1980s saw the informal economy and social movements as emerging avenues for non-formal education programming and non-governmental agencies became the dominant vehicle for educational delivery. During the 1990s, technical education was going through privatisation and adult basic education was being criticised and overhauled. Citizenship education, a potential avenue for non-fomal education investment in the newly democratised region is identified as an area overlooked by policy makers. Similarly, the growing needs of the indigenous populations of the region and urban youth unemployment are singled out as potential areas for non-formal education programming.  相似文献
