论强化高校图书馆的社会职能

A modernized library should be an open library. Compared to the production and scientific research departments, colleges occupy a dominant position of enjoying exceptional advantages in respect of qualified personnel and documentation resources. With regard to strengthening their own social functions, the college libraries may start from: 1)providing readers with library cards or readers admission cards; 2)turning in the direction of the society to develop document retrieval services and reference services;3)strengthening the training of professional personnel of library and information science.

图书馆要主动为读者服务

The formulations "All for the readers" and "Readers, the Supreme" highly summarize the meaning of serving the readers whole-heartly. To take the initiative to serve the readers is to bring into full play the librarians subjective initiative to find out of his own accord the readers opinions and demands and in all earnestness combined with a matter-of-fact and scientific analytical attitude to create unceasingly the way to serve readers and an administrative mechanism, both of which accord with the objective law.     

我国省级图书馆应属综合性研究图书馆

It is realistically necessary to have the provincial libraries turned into research libraries. Local socialist construction needs comprehensive research libraries with local distinctive features. And it is also the need for the cooperation, the coordination and the professional exchange of regional libraries. Reading guidance is an effective means of popularizing knowledge and linking up understanding. It brings to light the unit knowledge for the purpose of: l)linking up the relationship among branches of learning so as to make them merge reciprocally; 2)conducting reading guidance and reading analysis for the reader; 3)makeing studies on the reading materials so that knowledge will widely, rapidly, perfectly and accurately be recommanded and introduced, the society will be promoted intellectually and the policy decision will be facilitated scientifically.illus.1,ref.5     

90年代我国省级图书馆建设

The Chinese provincial library undertakings has made an outstanding improvement in the nineties. The provincial libraries, as its backbone, should sum up the 40-year experiences of library construction, and according to the orientation of "developing information resources,serving the four modernizations", should go on with deepening reform, strengthen the central libraries capability of cooperation and coordination, and try hard to stress the local distinctive features. Furthermore, library management should be strenthened,library functions be intensified and the scope of library services be widened so that the library services will develop towards a high level of providing informations and policy decisions.ref.2
