Scenario evaluation of municipal Web sites: Development and use of an expert-focused evaluation tool

Municipal Web sites are a prominent product of e-government initiatives worldwide. The Internet is becoming increasingly important in the communication between local governments and citizens, which makes the usability of municipal Web sites a critical factor in government–citizen communication. A current approach to ensure the quality of municipal Web sites is by means of expert evaluation. Various studies, however, have shown that communication professionals cannot adequately predict the problems Web users will experience. In this article, the possibilities are explored of a new expert-focused approach for evaluating municipal (and other government) Web sites, which helps experts to focus on users' needs. A scenario evaluation method was developed and used to evaluate fifteen municipal Web sites. The method involves presenting experts with realistic usage scenarios, combined with limited sets of user characteristics and evaluation criteria. The scenario evaluation method and its underlying principles are discussed, and preliminary findings about the method's strengths and weaknesses are presented.

MEDLINE evaluation study

MEDLINE (MEDLARS-ON-LINE) is the new on-line, interactive bibliographic searching system which was recently developed by the National Library of Medicine. The system provides users with lists of bibliographical citations and other information from a three-year file of over 1,250 biomedical journals. A survey testing user reactions was conducted at the University of Virginia Medical Library. The results of the survey are based on replies by 246 users who requested one or more MEDLINE searches between September 1972 and March 1973. The findings indicate that over 93% believe that MEDLINE is a substantial improvement over the traditional methods of searching through the printed indexes. These respondents also stated that the results of MEDLINE searches had assisted them in their clinical or research work, or both. Asked whether they would continue to use MEDLINE after the imposition of user charges on July 1, 1973, about 75% said that they would. The remaining 25% expressed some reservations and doubts. The survey gives reason to believe that with the imposition of user charges the use of MEDLINE will decline.

定稿会在科技期刊的日常工作中发挥着重要作用,但在新型冠状病毒肺炎疫情下,传统的定稿会已经很难在日常工作中顺利开展。为了更好开展工作,《中华检验医学杂志》采用了在线定稿会的方式,打破了地域限制,加快了稿件处理速度,调动了更多外地编委和审稿人的工作积极性,取得了良好的效果。

E-government evaluation: a framework and case study

The importance of measuring the performance of e-government cannot be overemphasized. In this paper, a flexible framework is suggested to choose an appropriate strategy to measure the tangible and intangible benefits of e-government. An Indian case study of NDMC (New Delhi Municipal Corporation) has been taken up for analysis and placement into the framework. The results obtained suggest that to have a proper evaluation of tangible and intangible benefits of e-government, the projects should be in a mature stage with proper information systems in place. All of the e-government projects in India are still in a nascent stage; hence, proper information flow for calculating ‘return on e-government’ considering tangible and intangible benefits cannot be fully ascertained.
