民事再审检察建议的立法问题与修正建议

针对现实中再审检察建议存在法律效力效力缺失以及该制度实际操作中程序不规范问题,试提出修正再审检察建议的建议。在适用中加强与抗诉的协调与互补;树立起民事、行政检察监督以抗诉为主,以再审检察建议为补充的理念;民事再审检察建议应经立案、阅卷、调查、集体讨论、主管检察长或检察长决定等一整套严密的程序后才可形成;以再审检察建议回复制度为切入点加强再审检察建议的法律效力;增强再审检察建议内容的针对性与说理性,从而实现民事再审检察建议的制度化、正规化、规范化。     

Can Suggestions by Teachers Improve Instruction?

Twenty-four experienced teachers each selected a different reading skill and each prepared a set of written suggestions for teaching the skill selected. Subsequently, 24 unsuccessful teachers, i.e., those less able than their peers to effect pupil achievement in the skills, were identified. These unsuccessful teachers were randomly assigned to two treatment groups. One group received the previously prepared suggestions and the other group did not. Later, the two groups of teachers again taught the skills. It was found that all teachers receiving suggestions improved relative to their previous performance, i.e., their pupils achieved more, while only slightly more than half of those without suggestions showed improvement (p < .05). Thus, it was concluded that suggestions for teaching can be helpful to less successful teachers.

中学课本是重要的公共文化读物和育人之本,是学生受教育时的主要精神食粮,修订课本时编校者须"安静"、缜密,精雕细琢。通过仔细阅读江苏凤凰科技出版社出版的2012年第3版九年制义务教育教科书《物理》四册后,发现这套图文并茂、内容新颖的课本仍有待完善之处。文章对八年级上册《物理》笔录后提出建议共26处,八年级下册《物理》笔录后提出建议共18处,九年级上册《物理》笔录后提出建议共32处,九年级下册《物理》笔录后提出建议共39处。

Suggestions for Vocabulary Focused Reading Lessons for Mainstream Classrooms Addressing Both L1 and L2 Learners

The increasing number of second language learners in classrooms all around the world has required teachers to adapt their teaching methods and materials to the various learners’ needs. Second language learners in particular need specific learning strategies, which not only aim at helping them understand the linguistic structure of the language of instruction, but also enable them to remember and comprehend the many different words in this “foreign” language. For second language learners, developing reading skills and improving language abilities need to go hand in hand independent of the language. This article presents suggestions for reading lessons emphasizing vocabulary for both first and second language learners of various linguistic backgrounds. These suggestions are especially useful for reading lessons in mainstream second and third grade classrooms. Approaches to vocabulary building are discussed with particular focus on aspects to be considered for vocabulary selection (e.g. linguistic aspects); followed by recommendations on the instruction of the selected vocabulary. All the presented suggestions are based on materials developed in the context of a project in Austria, hence in a German speaking environment. Applicability of these suggestions for other languages is emphasized.

The practical legacy of the educational administration field: probing into authors’ implications for policy-makers,leaders and trainers

ABSTRACT

The purpose of the current paper was to trace the practical contribution of empirical papers appeared in the field’s major journals. More specifically, the review posed two questions: (1) what kinds of practical messages are provided in the field’s empirical works? (2) Who are the practitioners that EA field researchers address in their practical implications? For this review, I read and analyzed empirical articles published between 2011 and 2016 in four refereed journals pertaining to the field of educational administration. The reviewing methodology was Qualitative Content Analysis because a journal paper is considered as a document susceptible to textual analysis. This analysis yielded four themes of practical recommendations: suggestions for policy-makers and reformers, suggestions for pre-service and in-service trainings for principals and even for teachers, suggestions for principals and stakeholders and broad educational suggestions in the areas of higher education and teaching. Understanding the practical contribution of the research on educational administration and leadership may shed light on the applied knowledge base in the field and its empirical orientations.
