This article considers the impact of an Ofsted inspection on an inner-city school. It focuses on the methodology of the inspection, on the data which the inspectors gather and the data which are omitted from their account of a school. It suggests that there are serious flaws in the model of inspectors as objective and impartial chroniclers.  相似文献

To date, few observational studies have addressed Scandinavian school inspectors in the field, specifically how inspectors use templates to monitor the formative assessment routines of schools and local school authorities. This paper investigates how the current inspection handbook is being adopted and enacted on the municipal level and the school level in Norwegian compulsory schools. Specifically, this study illuminates through observation two empirical examples of how one of the 17 County Governors’ Offices, as part of a larger study, conducted regular, state school inspection. Conceptually, the paper focuses on how inspection guides and steers though use of fixed templates. Analysis shows that inspectors and schools under scrutiny are struggling in combining the traditional focus on legal compliance with a more performative emphasis on formative assessment of students. In addition, the examples given highlight how combining field observation and the concept of “governing by templates” contributes to school inspection studies, in a dynamic policy context undergoing substantial change.  相似文献

It was in the late nineteenth century that teaching in Sweden’s elementary schools began its transformation from a religious education to a broader, national citizenship education that included history and geography. International research has pointed to a connection between the introduction of school inspections and the reform of public education during this period. In Sweden, however, the practice of inspection has not been explored at any length. This article therefore considers the part played by school inspections in the implementation of a more extensive curriculum in Swedish elementary schools in the period 1860–1900, with a particular focus on the subject of history, using a study of inspection reports from the diocese of Uppsala. It is argued that school inspectors had a key role in initiating reform at the local level, but also that the move towards broader-based citizenship education was not a simple, straightforward process.  相似文献

By taking both pupils’ and teachers’ actions as the point of departure, this study aimed to understand governance within a primary school classroom. Video footage was recorded in an English primary school in which mathematics happened to be the focus. This data was analysed to identify the directions of both governance and self-governance and to help understand the consequences for pupil and teacher subjectivities. Our findings revealed the central role of national testing and inspection policy in constituting staff as ‘evidence hunters’ and pupils as ‘confessant and unafraid producers of evidence’. Both staff and pupils were complicit in creating sufficient space for everyone to fulfil their obligation to be accountable to the school’s senior leadership team (SLT), school inspectors and national attainment tests. As a consequence, mathematical knowing was simplified into a discipline of reproducing testable calculation, in which other possibilities of mathematical knowing were foreclosed.  相似文献

In this invited article, Chris Marshall, teacher, educational psychologist, university lecturer, and a former book reviews editor for BJSE who has been a leading figure in Her Majesty's Inspectorate, examines the inspection of schools over a period reflecting the 35 years during which BJSE has been published. Chris Marshall provides here a history of school inspection as an activity and traces key changes in provision for pupils with special educational needs in England. He examines the purposes of inspection and explores the role that inspectors have played in monitoring the impact of profound changes in legislation and policy upon pupils with special educational needs. He asks searching questions about whether the inspection regime has fulfilled its purposes in respect of these pupils – especially in relation to the vexed question of raising standards. Chris Marshall then provides a critique of inspection methodology – and an overview of the changes that have been introduced in the inspection system as a result. He reviews the contributions that inspection has made to our understanding of how children with special educational needs learn, and looks to the future to consider how inspection could be made to contribute more effectively.  相似文献

This paper considers the impact of recent legislation on the role and function of local inspectorates/advisory services in relation to their role in monitoring the quality of schools and in fostering school improvement. It examines both the common ground and differences in the approach taken by successive Labour and Conservative governments and explores the nature of the demands now being made on inspectors which are not consistent with the existing preferences and practice of inspectors. The paper analyses some of the tensions between accountability and school improvement in government policy and on the basis of the writer's experience as a Chief Inspector suggests ways in which the two may be combined.  相似文献

School inspectors and school inspection were integral features of the elementary public school system in Ontario from the 1840s until the practice was abandoned in 1967. From its earliest beginnings and subsequent development, school inspection and school inspectors were established as an important institution of the educational state. By regulation every teacher in the province could expect a twice-annual unannounced visit from a state-appointed male school inspector – more frequently if difficulties arose. This study explores teachers’ experiences of school inspection and inspectors during the 1930s by drawing on the oral history accounts of 17 women and four men who taught elementary school in various regions of the province.  相似文献

This article provides results from a study of the hidden processes of consensus formation that precede and make possible official judgments and decisions of the Swedish Schools Inspectorate (SI). The research question for the study was: How is knowledge negotiated on the back stage of school inspection and presented on the front stage? The article builds on in-depth case studies of school inspection in four schools. Data include internal and official material from SI, on-site observations of inspection in schools and internal quality assurance meetings at SI, and interviews with inspectors. The analysis is inspired by Goffman's usage of the concepts “front stage” and “back stage.” The results suggest that the SI front stage borrows legitimacy from an evidence-based model aiming at objective and “equivalent” judgments, while the back stage displays a complex mix of rigorous formalized guidance and uncertainty that requires inspectors’ brokering and deliberation.  相似文献

ABSTRACT

This paper explores the emotional experiences of elementary school inspections, from the appointment of the first State school inspectors in 1839 to 1911 when Edward Holmes, the retiring chief inspector, signposted the prospects of a new era in elementary education. The paper is arranged in two parts: the first provides an outline of the origins and development of elementary school inspection, while the second discusses the potential contribution of emotions scholarship to inform our understanding of elementary schooling seen through the lens of inspection. Whereas previous studies have concentrated on the inspectorate’s administrative history in relation to school development, this paper’s contribution is to highlight what inspection sources reveal about elementary schools as sites of emotional expression and experience. While acknowledging the challenges a history of emotions framework presents, the paper concludes that such an approach offers a fresh perspective on inspection and school regimes in the past.  相似文献

Throughout Europe, school inspection has become a visible means of governing education. This education and inspection policy is mediated, brokered, interpreted, and learned through networked activities where the global/European meet the national/local, giving national and local “uptake” a variety of characteristics. We explore the local features of this “uptake” as processes of learning in the interaction between schools and inspectors in Sweden. Drawing theoretically on Jacobsson’s notion of governing as increasingly done through meditative activities and on Leontiev’s activity theory, we suggest that school actors learn compliance through diverse emotions provoked by inspection processes in different local settings. Based on observations of inspections, interviews with teachers, head teachers and inspectors, documents, reports, and decisions, we portray how governing education is done through inspection processes in two Swedish schools. The case narratives underscore the importance of local context in these governing and learning processes.  相似文献

This article describes the results of a study into the utility of the SVI model, a model in which internal and external evaluation are balanced. The model consists of three phases: school self‐evaluation, visitation and inspection. Under the guidance of school consultants, 27 Dutch primary schools have built up two years of experience with the SVI model. The results show that the school leaders developed a positive attitude towards school self‐evaluation and visitation. They found that both self‐evaluation and visitation have improved their insight into the quality of the school. However, a content analysis of the school self‐evaluation reports shows that the school self‐evaluations are often of low quality. For example, it appeared that most of the self‐evaluation reports do not provide answers to questions the schools have formulated at the beginning of the self‐evaluation. Moreover, the teams of critical friends and the inspectors concluded that the school self‐evaluations do have many shortcomings. Based on these results, we conclude that school self‐evaluation is a very difficult task for most schools. It is therefore crucial that schools receive external support and that they build up experience with school self‐evaluations over a period of years.  相似文献

This article investigates the role of emotions of inspectors while inspecting schools as reported by inspectors themselves within an education context of increased accountability that arguably privileges rationality over emotions. The study is built on an emotion management framework that regards emotions not only as unavoidably natural and intimately linked to ‘rational’ judgements that people make, but also that such judgements are social constructions used to regulate expression of emotions. In-depth interview data of one retired and another, semi-retired Office for Standards in Education, inspectors were thematically analysed to assess the extent to which their emotions formed part of school inspections. In the absence of an officially sanctioned narrative of inspectors’ emotions during inspections, two kinds of self-prescribed emotions emerged as key findings: emotions for accountability, to which inspectors gave expression, and emotions for improvement, that they suppressed. For an inspection body that needs to ensure both accountability and improvement of schools to justify its viability, these research claims open up a new area of discussion that should lead to a review of inspection body’s stance on emotions and individual inspectors’ self-reflections on the moral as well as professional obligation to pursue both emotions for accountability and improvement.  相似文献

Anglican school inspectors will usually be Christian. Is it possible that their beliefs might compromise their inspection judgements? Neutrality is impossible when holding opinions or making judgements about matters of signal importance. Religious beliefs are strongly held. Using the concept of ‘ordinary theology’ I argue that religious beliefs are so precious, that opinions formed and judgements made are inevitably processed through a ‘lens’ constructed from those beliefs. Three potential problem areas are examined in order to make a prima facie case that inspection judgements may be compromised by the ‘ordinary theology’ of inspectors.  相似文献

This article offers a theoretical discussion on the current problems and future challenges of school capacity building in early childhood education (ECE), aiming to highlight some key areas for future research. In recent years, there has been a notable policy shift from monitoring quality through inspection to improving quality through school capacity building in early childhood institutions in the global discourse for quality. Reflecting this policy shift and its implications on school development, ECE in Hong Kong is used as an illustrative example to deliberate the issues of school capacity building in Chinese educational contexts. We identify three challenging contexts: (1) low professional qualification and minimal teacher education resulting in a deficit approach to processional development, (2) absence of school-based professional learning culture for empowering teachers as internal agents of change, and (3) hierarchical culture within a school and between university and school hindering the process of school capacity building. Corresponding to these challenges, we aim to propose two suggestions, including (1) empowering teachers in ECE through school-based professional learning community and (2) promoting authentic external support in the process of university–school collaboration. Finally, we further propose specific directions for future research on school capacity building in ECE in Hong Kong. In doing so, it will contribute to knowledge-based development in school capacity building in Chinese educational contexts.  相似文献

A lay inspector is an essential part of the team conducting an Office for Standards in Education (OFSTED) inspection in England. Evidence from a small research project focusing on interpretations of policy for primary mathematics at different levels of the OFSTED system revealed some tensions and lack of clarity about the role of the lay inspector. While expressing positive feelings about many aspects of lay inspection, primary inspectors interviewed felt, on the whole, that limitations in lay inspectors’ experience of teaching and learning meant that the responsibilities allocated to them relating to subject inspection (in this case mathematics) should also be limited. But boundaries were blurred and extensive experience of lay inspection itself could bring its own, perhaps worrying, form of ‘expertise’. Concerns about variations in the quality of lay inspectors were raised by both inspectors and key personnel in schools, variations which might impact on both the process of the inspection itself and the resulting inspection report  相似文献

ABSTRACT

State school inspection in Norway is currently changing with targeted schools becoming subject to more complex methods of inquiry. Not only school principals but middle leaders are exposed to this shifting system, for the latter are in the frontline of their schools’ everyday practices. The article examines how state school inspection is used as means of controlling legal compliance, as well as evaluating the formative assessment routines and practices of schools, middle leaders, and individual teachers. Drawing on the concepts of accountability and performativity, field observations of inspectors interrogating department heads in primary education are analysed. The empirical study demonstrates how use of standardised rubrics steer the inspection process in schools, aiming more towards completing on task, rather than supporting middle leaders in their struggle to comply with legal standards. During such interrogation, the department heads comply with the system, and are at the same time open towards the inspectors’ questioning concerning the school’s lack of fully implemented routines.  相似文献

Despite the developmental perspective of school inspections, teachers in inspected schools are not always willing to accept the school inspection’s feedback for their further improvement of teaching and learning processes. Literature distinguishes several aspects of feedback that stimulate or hinder the acceptance of feedback, such as recipient’s cognitive and affective responses to feedback. This study investigates teachers’ cognitive and affective responses to school inspection feedback in relation to feedback acceptance. It draws on data from 21 in-depth interviews with teachers in eight primary schools. We found that positive perceptions of the inspectors’ credibility enhance teachers’ feedback acceptance. This is also the case for positive, clear feedback. Under these circumstances, emotions of joy, happiness and relief are expressed. Conversely, respondents tend to reject feedback when inspectors are perceived to be inadequately informed, arrogant or disrespectful. When negative feedback is rated as unfair, negative emotions, such as anger and sadness, interfere with feedback acceptance. In essence, we conclude that both feedback content and feedback source characteristics are decisive in the acceptance of process. From a practical perspective, the findings suggest there is a need to build on supportive relationships between teachers and school inspectors.  相似文献

This article explores the school inspection as a political ritual for the management of tensions between competition and equality inherent in neo-liberal educational regulatory regimes. At the centre of the article is a case study of how teachers in an allegedly failing working-class English primary school coped with issues of social class, educational success-and-failure and an Office of Standards in Education (OFSTED) inspection and related accountability measures. National educational policy – relative performance data and inspection – generated a crisis within the school, and intervened in teacher discourse about the role of social class in pupil attainment. Whereas previous scholarship on OFSTED and inspections has emphasised their harmful effects on teachers and teaching practice, the current article broadens the focus from regulatory to political issues, from specific schools to the stability of the educational order more generally. Based on this case study, situated within a broader analysis of shifting discourses about social class and education in English educational policy, I argue that (1) the current regulatory regime makes ‘failure’ inevitable, thereby posing a symbolic problem for policy-makers and politicians; (2) by identifying failure and allocating blame, the inspection ritual fulfils an important symbolic function; which (3) serves to buttress the legitimacy of the neo-liberal educational order.  相似文献
