对商洛山区城镇建设中土地利用问题的思考

针对商洛山区城镇化步伐加快、但耕地较少的实际，本从城镇沿交通线呈带状发展而导致土地利用效率低下等弊端；提出城镇建设应立足内涵挖掘，从严控制耕地占用，集约利用土地；实行土地用途管制、规范城镇建设用地行为；建立土地开发复垦制度，确保耕地总量动态平衡、健全土地规划体系，强调城镇规划的严肃性等四个方面对商洛山区城镇建设中的土地利用问题进行了研究分析．     

浅谈山东省农村新型社区建设目前存在的问题及对策

目前山东省各个地区都在积极推行农村新型社区建设,将农民集约居住（住楼）,对腾出的宅基地进行复垦,用增加的耕地置换城镇建设用地指标。其初衷：一是改善农民居住条件;二是集约用地并解决城镇用地指标;三是有利于推进城乡结合。在实施中部分地方政府由于利益驱使导致政策走样,盲目“大跃进”和违背农民意愿,使农民利益受到严重损坏。针对上述问题,建议建立科学规划体系、农民权益保障体系以及责任追究体系来保障这项工作的顺利进行。     

中国农村养老保障制度建设的阶段性

我国农村养老保障制度建设应分两步走：近期制度建设和中长期制度建设。在近期考虑到农民群体分化的现实，针对不同的群体采取不同的保障措施；中长期则追求城乡养老保障制度整合．将日前城镇的社会统筹部分养老金扩展到农村，使其成为全民共享的养老保障项日。可采取城市化、“土地换保障”、改“农业税”为“养老保障费”及人口政策和养老保障政策相结合等措施解决制度建设的资金短缺问题。     

试论中国农民结构性贫困成因及对策

不平等的二元城乡结构，僵化的土地使用方式，乡镇政府对农民的过渡汲取；不思进取的意识形态，传统社会的统治方式，理念和制度创新的滞后；权力结构缺乏弹性，农民缺乏法制和社会保障，公务人员的行政观念及激励约束上存在的问题等是农民结构性贫困的主要成因。轻徭薄赋，实现县政、乡派、村治，改变现行的户籍制度，实行农民最低生活保障，加快农村城镇和非农化进程，加大农业产业化经营等是农民脱贫致富的基本出路。

经营城镇，是目前国际上比较流行的一种城市建设理论和实践模式。它以城市发展，社会进步，人民物质与文化生活水平的提高为目标，具有形成的必然性和现实性。当前在经营观念、经营体制、经营对象等方面，我们仍存在很大差距，需要尽快树立“经营城镇”观念，创新城镇特色品牌；强化城镇基础设施是“特殊商品”意识；进一步加大城镇土地经营力度；探索城镇建设项目投融资新模式；有效实施对城镇建设的资产运营；加快提高经营城镇的综合能力和管理水平。并以四会市为例，作了一些初步分析和探讨。

农民失地是工业化、城市化的必然趋势，如何对失地农民进行有效补偿，是不容忽视的大问题。土地所有权的性质是对失地农民补偿的根据，现行法律规定造成补偿政策与实践对失地农民补偿的弱化。因此，重新界定土地所有权性质，使农民成为所有权主体，从而建立对农民的直接补偿机制；以“向后看”为补偿原则．体现农民的发展权；提高补偿费用，使其包含保障因素等，成为政策完善的关键。     

论我国农村土地产权制度的创新

我国农村现行土地产权制度的缺陷表现在农村土地所有权主体不明确,农民土地使用权不稳定、不完整,农户土地收益权残缺,农民和农民集体没有事实上的土地处分权.要使农民真正拥有土地产权,就必须进行农地产权制度创新,放弃"农村土地集体所有"的制度安排,把土地的所有权完整地交还给农民.实现农民对土地的私有制,明晰土地产权,有利于形成农民对土地的稳定预期,有利于土地的流转,有利于提高农业生产率,有利于提高农民收入、缩小贫富差距,对解决我国"三农"问题和实现农村经济的可持续发展具有重要意义.     

论行政征用权与农民土地财产权
