The case of the British colonial education 'lending' policy in Cyprus is very interesting, firstly, because Cyprus possessed cultural characteristics very different from those of almost all the other British colonies (African and Asian) and, secondly, because the colonial policy influenced to a great extent the post-colonial educational structures and practices in the island. This article will show that the British colonial education policy applied in Cyprus had the two main features of the colonial policy applied in almost all the other British colonies, namely, (a) it was an 'adapted education' policy and (b) it was very much dependent on the will of the governed people. There were, however, two essential differences: (a) the 'adapted education' policy was very elusive and took diverse forms, and (b) politics played a much more important role in Cyprus than in the other colonies in the formulation of this policy, both positively and negatively. The result was that the 'adapted education' policy explicitly applied during the first fifty years was later reversed and became an open and fervent policy of cultural and educational lending. The contention of the author is that this last policy was a form of implicit 'adapted education' policy .  相似文献

This article is a tribute to the life work of Maurice Kogan. Very little of higher education's landscape in the United Kingdom has remained unchanged over the past four decades and this article sets out to analyze the way the perception of the role of universities in society has changed in the intervening period. This it does through three perspectives: continuity and change, continuity in change and continuity in the midst of change. Each yields very different visions of the university. Against this ‘inside’ view, the second part of the article examines current British higher education policy from an ‘outsider’ standpoint and very particularly the current strategies towards the European Higher Education and Research Areas. It concludes by arguing that Britain's higher education policy vis a vis Europe re‐states a dilemma which these Islands have had to tackle for the best part of the past 250 Years. This dilemma is whether to lay priority on higher education as a global instrument or to endorse a more limited, less ambitious agenda of ‘European’ integration.  相似文献

Background:?In the context of Cyprus’ accession to the European Union (2004) and a noteworthy increase in immigration towards Cyprus, the Cypriot state was called upon to build more complete and coherent policies addressing culturally diverse educational settings. Cypriot education has historically enforced the nation-building project. However, since its accession negotiations to the EU, Cyprus received calls for harmonising its intercultural education to European standards.

Purpose:?This study aims to examine the content of intercultural policies in Cyprus, which have been initiated and/or developed by the national state and particularly the Ministry of Education and Culture. Furthermore, it explores the ways in which Cypriot policies are shaped by European influences, and the implications of this process for national constructs of intercultural education.

Sources of evidence:?We collected a purposive selection of thirty policy documents regarding intercultural education that were produced by the Ministry of Education and Culture in Cyprus. In addition, six Cypriot policy-makers working in the MEC's departments were interviewee participants. They were selected purposively according to the level of their involvement in the development of Cypriot intercultural policy.

Design and methods:?Data were coded to identify groups of concepts, issues, perceptions and behaviours and interrelationships within a theoretical model. Data triangulation contributed to the development of thematic categories that emerged from the data.

Results:?The analysis of the documentary evidence in this study suggests that the language of European policy has imbued the Cypriot socio-political environment with inclusive discourses enhancing intercultural education. Analysis in this study identifies that the Cypriot Ministry of Education and Culture maintains an assimilationist orientation in its broader educational goals, despite adopting such (inclusive) discourses.

Conclusions:?This study argues on the basis of this evidence that Cypriot intercultural policy appears symbolic, indicating ‘simulated’ development and implementation processes. Arguably, there remains a high degree of ambivalence towards the process of transformation needed to Europeanise intercultural policy in Cyprus.  相似文献

As a study in comparative colonialism, this research attempts to identify similarities and differences in the French and British models of colonial education in Sub-Saharan Africa. Differences in colonial policy were conditioned to some extent by settlement patterns, the role of missionaries and variations in local politics and economies, but also by the moral stances underlying colonial practice. By calling attention to some of the 'signposts' of British and French colonial education policy, this research attempts to contrast British and French ideas about morality and the colonial project in Africa.  相似文献

This paper examines how politics have shaped Turkish Cypriot educational institutions and school buildings in Cyprus, focusing on the British colonial period (1878–1960). Unlike other British colonies, Cyprus enjoyed considerable autonomy on educational matters in the early decades of British occupation. During this period education, which was segregated, played a pivotal role in cultivating national aspirations of the two major ethnic populations on the island. The two decades following the 1931 revolt against the colonial regime was a period in which the British took serious measures in matters relating not only to education but also to school architecture. Atatürk’s reforms in creating a new modern Turkish society, on the other hand, evoked Turkish Cypriot ethnic nationalism. Without having the tension of the ideals of nationalism and modernism Turkey had to pacify, Turkish Cypriots embraced the modern as necessarily national and built their schools during and after the 1950s in a modern style.  相似文献

Canada's province of Ontario introduced a new policy in 2000 allowing community colleges to offer a new type of undergraduate degree. This decision was a significant policy change for the government considering the nature of Ontario's binary system, where a rigid separation has historically prevailed between the university and college sectors. Drawing on multiple sources of data, this study indicates that the decision to create a new type of applied bachelor's degree generated a series of uncertainties and challenges for higher education institutions, students and government agencies. The paper highlights the need for policy makers to consider the socio‐cultural aspects of higher education systems in policy design, particularly the role of legitimacy.  相似文献

This article explores theoretical and historical problems associated with representations of gender and race in the Third World. Using a feminist cultural studies approach, the author examines representations associated with the concept of African tradition that have shaped colonial and post-colonial education policy for girls in Tanzania. Archival materials from missionary, colonial, and African sources reveal the multiple and often conflicting views of tradition conveyed through programmes intended to increase African girls' participation in school. The uses of tradition in colonial policy making are compared with its meanings in contemporary educational programmes for girls in an attempt to further feminist scholarship and action around the issue of girls' education.  相似文献

A reanalysis of colonial education is necessary in order to highlight its multifaceted and hybrid nature in specific colonial contexts. Although in general, colonial education served the socio-political needs of the colonial machinery, the colonial government's hegemonic authority over the school curriculum did not operate as a totalising project. It was fettered by issues of political and social expediency that required both assimilation and accommodation in dealing with the sensitivities that were part and parcel of colonial rule. Influenced by theories of colonialism, this study used primary and secondary sources, in order to provide a nuanced understanding of the colonial history curriculum in Botswana. The paper argues that colonial rule was not merely a result of a foreign administration, but operated subject to local (counter-veiling) conditions, which reflected the complexities of the colonial context, and inadvertently influenced colonial education policy and practice, as well. Moreover, in the quest to create room for the incorporation of indigenous histories, the colonial authorities unwittingly came to reinforce the cultural hegemony of the principal Tswana groups. This provided the basis for the framing of history curricula in ways that inadvertently rendered the histories of the ethnic minorities invisible.  相似文献

This paper argues that global university rankings can be understood as a mechanism upholding Taiwan's interests in light of cross-national analysis of university ranking and recent discussion on regionalisation of higher education in Asia. To draw an analytical framework, it begins by delineating a conceptualisation of university ranking, in which ranking exercises are seen as a form of institutions in the globalised field of education politics and policy. In anticipation of the emergence of the Greater China higher education region, the paper suggests that global university ranking can be used as a zoning technology to form an imaginary line of cultural and academic sovereignty, and to affect university strategies and government policies. This analysis not only explains how global university rankings can be used to uphold interests of Taiwan's higher education, but also sheds light on the way to constitute subjectivity in the process of regionalisation of worldwide higher education.  相似文献

Abstract

This paper considers a number of explanations promoted by governments over the last two decades to explain Britain's economic decline. It is argued that the explanations are only partially based in economic realities and are contrived to legitimise broader agendas for policy initiatives. The inadequacy of the education and training system emerges as a recurrent theme and has, as a consequence, been subjected to considerable change. However, other explanations for economic decline have been offered: lack of enterprise, lack of flexibility in the workforce and lack of competitiveness. These explanations are examined for their coherence and continuity and for their implications for education and training.  相似文献

Abstract

This article traces the development of training for Britain's film and television industry from the mid‐1970s to the present time. It highlights the range of training opportunities currently available, linking these to government training policies in general and to the specific problems of this industry. The evolution of college and university courses, industry‐based initiatives, the relationship between media education and media training and the difficulties of financing training are all addressed, together with some very recent developments which may further influence the quantity and quality of training available over the next decade.  相似文献

This paper investigates the problem of knowledge production and legitimation at the University of Cyprus. The problem is examined against the background of extant theory on the relationships between universities of the 'center' and those of the 'periphery' and, more specifically, of the theory about the conflict between centrality and localism, as this is experienced by peripheral universities that aspire for centrality. The theory about the specific factors affecting higher education policy in small states also forms part of the theoretical framework of the paper. The University of Cyprus is proposed as a case study, as it differs in several important ways from the widely studied Asian and African universities.  相似文献

Abstract

Doctoral degrees have been the subject of major debates in political and academic circles for about 25 years. This paper, which is essentially a report of work in progress, seeks to redress the imbalance in the public discourse about postgraduate education in favour of the humanities by providing validated statistical information and a delineated historical context. The statistics, and the inferences drawn from them, derive from a computerised database of candidates researching for the PhD in a single but major humanity (history), at Britain's largest university (London), between 1921‐90. There are, unfortunately, no comparable studies for other disciplines or universities and it will not be possible to set this case study in a wider context. Four categories of information are examined: the numbers of PhDs produced at each college within the university, students’ nationality, gender and age. Major questions arising from the policy debate are addressed, including length of time taken, rates of completion and of submission. The conclusion recognises that more research is required to enhance the significance of the data but it is clear that the information which has emerged from this study challenges some existing notions, particularly on age and mode of study.  相似文献

With the conclusion of 1994, Cambodia will have ended its first year of rehabilitation under a freely elected government. Since the 1993 elections, Cambodia has moved cautiously towards a modern era and there has been considerable international effort to ensure that all sectors of the economy achieve the improvements required to achieve political and economic stability towards 2000. The education sector has been a major focus. Cambodia is ready to move into the next stage of development of the education sector-reconstruction. With the non-governmental organisations (NGOs) having provided support in this sector for over 10 years, the restoration of bilateral and multilateral aid will see a growing involvement of foreign governments and donor organisations in the restoration of the sector. This activity will need to be coordinated. Cambodia had a rapidly expanding education system before Pol Pot's Year Zero. Largely based on French colonial models and structures that system served a society very much in transition - a transition from colonial dependency to a possible so-called 'new tiger'. The current period will see a different 'system' emerge; one that is neither French nor Western nor indeed 'modern'. The transition of the education system will be predicated on an overhaul of the existing bureaucracy, training regimes and school curricula before modernisation processes are installed. This paper provides a historical backdrop for the current situation. It also examines current policy priority areas in education in Cambodia and the level of international assistance.  相似文献

The article examines the reasons for the high demand for higher education in Cyprus. At present, economic, societal, and cultural forces are widely accepted as responsible for the phenomenal increase in demand. A survey of secondary school final form students conducted in Cyprus by the author reconfirms the importance of these forces but also points to another demand influencing factor, namely, the students' psychological motivation in the pursuit of higher studies. The article discusses the policy implications of the findings and suggests the following as measures to help promote a better match between higher education choices and labour market conditions: the provision of greater and more accurate information to secondary school students on the employment opportunities available with a higher education diploma; the promotion of vocational nonuniversity fields of study among secondary school students; and the frequent and closer interaction between higher education institutions and the labour market.  相似文献

Abstract

Over the past decade, educational policy in Britain, as in other industrial nations, has been increasingly driven by the concern that higher education should serve the needs of the economy more effectively. The report Highly Qualified People: supply and demand reflects this concern and attempts to establish from employers Britain's likely requirement, in the 1990s, for such expensively educated labour. Though the report concluded that Britain needed more graduates over the next few years, closer scrutiny of its data suggests a very different conclusion ‐ not that Britain needs more graduates to prosper, but rather that Britain needs first to prosper before it is likely to want the graduates it already produces.

Part II of this historiographical study examines British education policy in Africa, and in the many crown colonies, protectorates, and mandated territories around the globe. Up until 1920, the British government took far less interest than in India, in the development of schooling in Africa and the rest of the colonial empire, and education was generally left to local initiative and voluntary effort. British interest in the control of education policy in Africa and elsewhere lasted only from the 1920s to the 1950s, as territories assumed responsibility for their own internal affairs as a prelude to independence. Nevertheless, critics were not slow to attack British direction of colonial education in the 1930s and thereafter.In retrospect it is clear that colonial education policy was fraught with much confusion of purpose and lack of resources, apathy and hostility. The literature has ranged from close scholarly studies of education policy in individual countries to passionate and more theoretically based critiques of colonial schooling. But as immediate passions surrounding demise of the Empire have receded, alternative analyses have begun to emerge.  相似文献

This paper uses Bhabha's concept of colonial discourse to explore how the subject of the educational discourse concerned with the education of the adult unemployed is constituted by a variety of stereotypical representations. The paper examines in some detail a key policy text which appeared at a critical moment in the establishment of REPLAN, a UK policy initiative for the education of unemployed adults, in 1984. It explores how the problem of education for the unemployed adult was made visible, the first arena for analysis in Scheurich's ‘policy archaeology’. A number of ‘regularities’—race, gender, sexuality, pro‐fessionalization, class and governmentality—serve to constitute that problem and, to a lesser extent, its solution. Educational policy is seen as a highly problematic play of fantasy and materiality, where policy texts produce and perpetuate inequalities. This critical reading attempts to subvert official discourse on education and unemployment.
