Reminiscences of UNESCO-CEPES and of International Work in Higher Education

The newly appointed Secretary-General of the International Association of Universities (IAU) reflects on her years of association with UNESCO-CEPES, first as one of its Liaison Officers, representing Canada, and then as a member of its Advisory Board. The Centre has played--and still plays--a key role in East-West co-operation in higher education. Her organization (IAU) and UNESCO-CEPES are called upon to play major roles in assisting higher education in meeting the many challenges of the future. She ends her article with a plea for networking and partnership building.

The Globalization of Higher Education: Some Observations Regarding the Free Market and the National Interest

The globalization of higher education, which is as much an affair of electronic delivery as of franchising and of validation of university awards, has given rise to various concerns. The most well known of these has been the question of quality; however, there are also cultural, economic, and political factors, examples of all of these being given. Some countries, indeed, have made such efforts to regulate transnational higher education offerings on their national territories that they have created less than legitimate barriers to such programmes. The higher education community should respond forcefully to these barriers.     

论高职院校开展成功素质教育的几个问题

培养高职生成功素质已经成为高职教育的重要目标。高职成功素质教育要以培养高素质、高技能的"双高"人才为旨归,从高职生的实际出发,切忌攀高求大,不要希望一蹴而就,应体现专业特色,容许差异性发展,并引入企业文化。     

对安徽高等教育强省建设的若干思考

高等教育强省的内涵具有"名词"、"动词"、"动词+名词匹配"三重意义的理解,内涵意蕴不同,则高等教育强省的参照系也是多维的。自2010年安徽省正式推进高等教育强省建设方略、实施"双百"发展方针以来,普通高校数、在校普通本专科生数等指标名列前十强,毛入学率已超全国均值,初步成效明显。今后,重任在肩的安徽高等教育强省建设至少应在以下三大领域发力:顶层设计——进一步旗帜鲜明、大张旗鼓地彰显省域应用性高等教育体系;长远规划——以高等教育强省建设为龙头,引领教育现代化建设目标的基本实现;近期行动——以地方高水平大学分类推进为突破口,强力推进高教强省建设。

五年制高职的“3 2”办学模式中高职的学习时间太短，不利于高职人才的培养，有诸多弊端，应当允许探索，以二、三分段为好。     

Higher Education in Romania: Evolution and Views from the Business Community

The paper has two purposes: to present the evolution of highereducation in Romania after 1990, as an illustration of the transitionperiod in Central and Eastern Europe and as a background for thesubsequent section, and to present the results of a study concerningthe relationship between higher education and the business communityin Romania. The empirical study is based on a survey of privatecompanies from Bucharest. The survey had as its main objective to analyse the evolution and performances of graduates from both privateand state universities in the labour market, based on the companies'experiences with them. Considering the results of the study, thepaper draws conclusions in relationship with the general status ofhigher education in Romania, focusing on the needs of the companies, as major beneficiaries of higher education, along with individualsand society as a whole.     

关于发展我国高职物流教育的几点思考

目前,我国掌握系统的物流知识和实践能力的高级管理和高级技术、技能型人才十分缺乏。虽然,物流高职教育在全国范围内得到了重视,并在数量上取得了快速的发展,但也存在很多问题。我国高职物流教育应该加强物流学科体系和师资队伍建设,加大教育经费的投入,增强教学工作和实践教学,明确培养目标,加强职业资格认证的管理。

The Urban University: An Opportunity for Renewal in Higher Education

The American system of higher education is under attack from critics who charge that universities and faculty have disengaged from teaching and abandoned basic relationships with communities. There is continuing need for development of insight and knowledgeable responses to these criticisms and challenges. The urban universities in America have an opportunity to demonstrate the characteristics claimed to be missing from higher education. A discussion of the urban university as an institution in partnership with the community is provided together with recommendations for reform in scholarship, curriculum, teaching, and service.
