In this paper a critical feminist theoretical framework is used to explore the challenges of creating democratic learning spaces that will foster active and inclusive citizenship for women. Three democratic considerations are addressed to assess how adult educators can create more inclusive opportunities for lifelong education for women. The first consideration is the need for a careful examination of structural inequalities that create disadvantages for women in pursuing lifelong education. The second consideration is the need to create a broader and more gender inclusive understanding of the scope of lifelong learning possibilities, so that women’s learning experiences are not devalued. The third consideration explores how to take up gender as a complex variable within the broader discourse of inclusion. This paper is informed by preliminary results from a current SSHRC (Social Science and Humanities Research Council) study on lifelong learning trajectories for women in Canada and a CCL (Canadian Council on Learning) study on active citizenship for women in Nova Scotia.  相似文献

ABSTRACT

The article’s aim is twofold: to outline the specificity of the embeddedness approach and to explore the embeddedness of graduates’ education-job mismatch and the formation of lifelong learning policies. The study is based on both quantitative and qualitative data, obtained from the Bulgarian Universities Ranking System, and from interviews with experts and young adults engaged in a lifelong learning programme. The analysis uses multilevel modelling. It also relies on mapping lifelong learning policies in Bulgaria through a thematic content analysis. The article argues that the misbalances for highly educated people on the labour market mirror structural problems in the economy and the educational system. The argument is reflected in the historical and structural embeddedness of graduates’ education-job mismatches and the lifelong learning policies applied to overcome this. The results show that the extent of vertical education-job mismatch depends on the different profiles of higher education institutions and professional fields; they also demonstrate different ways in which the embeddedness approach could help shed new light on, and critically assess, lifelong learning policies. The findings reveal a differentiation between national and local levels of lifelong learning policy towards graduates and that regional policies are actively embedded in local contexts.  相似文献

Drawing on a longitudinal study of middle-class and working-class girls growing up, this article focuses on those few working-class young women who managed to get to university and face the prospect of a 'professional' career. The authors examine the concept of 'hybridity' as it is used to understand shifts in the constitution of contemporary feminine subjectivities and argue that although hybridity may be a social and cultural fact, in this psychic economy there are no easy hybrids. The authors explore some of the more difficult emotional dynamics in their families that have nevertheless helped sustain their success; of 'never asking for anything', of parents as burdened, of envy, love and pride. Moving into the intellectual domain is a massive shift for working-class young women who do well at school, requiring an internal and external 'makeover'. It is therefore essential to explore the complexities of the losses as well as the gains involved in educational success and upward mobility for working-class young women if we are serious about the project of equality in education. Without a consideration of the psychodynamic processes involved, the deep and enduring failure of the majority of working-class girls and boys will continue unabated.  相似文献

Lifelong learning is intentional learning that people engage in throughout their lives for personal and professional fulfillment and to improve the quality of their lives. In today's climate of continual change and innovation, lifelong learning is a critical educational goal. In order to prepare people for lifelong learning, educational opportunities must develop their capacity for self‐direction, metacognitive awareness, and disposition toward lifelong learning. Several instructional features facilitate the development of metacognitive and self‐directed learning skills, and the disposition to lifelong learning: (1) student autonomy, responsibility, and intentionality; (2) intrinsically motivating learning activities; (3) enculturation; (4) discourse and collaboration among learners; and (5) reflection. This article describes and presents examples of how three teaching methodologies—problem‐based learning, intentional learning environments, and cognitive apprenticeship—employ these instructional features.  相似文献

The imperatives for lifelong learning in South Africa are driven by its reinsertion into the global economy and by the social and political necessities of equity and redress after the years of colonialism, segregation and apartheid. It is therefore not surprising to find the discourse of lifelong learning infused into new policy documents. Utilizing Belanger's framework, which argues that lifelong learning is not a norm to prescribe but an empirical reality to analyze and reconstruct, the contexts for lifelong learning in South Africa are surveyed by focusing in on the state of initial education, adult education, and the learning environments. The framework, which acknowledges the daily lived realities of women and men, is a helpful way of retaining an holistic and integrated vision of lifelong learning and its humanistic, democratic goals. For lifelong learning in South Africa to deepen for more than a small group of well-educated, mainly urban, formally employed people, the author concludes that initial education, adult education and the learning environments of all the people will have to be improved. If this does not happen, then at least two polarized 'lifelong educations' will result.  相似文献

It is taken for granted that the complexity of the information society requires a reorientation of our being in the world. Not surprisingly, the call for lifelong learning and permanent education becomes louder and more intense every day. And while there are various worthwhile initiatives, like alphabetisation courses, the article argues that the discourse of lifelong learning contains at least two difficulties. Firstly, the shift from a knowledge‐based to an information society has revealed a concept of learning with an emphasis on skills related to information retrieval, dissemination and evaluation. Learning now is the constant striving for extra competences, and the efficient management of the acquired ones. Secondly, the discourse of lifelong learning suggests the autonomy of the learner. However, educational practices are organized in a way that ‘choosing to learn (particular things)’ has become the contemporary human condition. With reference to Marshall's notion of ‘busno‐power’, it is argued that—contrary to what one likes to believe—lifelong learning has become a new kind of power mechanism.  相似文献

This article argues that contemporary professions are facing a continuing struggle for legitimacy and explores the implications of this for lifelong learning. The article commences by exploring a range of theoretical perspectives on professionalism - the trait approach, the functionalist approach, the power school and postmodernist approaches. Drawing on the power and postmodern perspective the implications for lifelong learning in the professionals are considered. The Macpherson Report on the death of Stephen Lawrence in the United Kingdom is utilised as a case study which demonstrates some of the pressures on modern professionalism. It is argued that lifelong learning for the professions must operate in the context of social change, working with diverse populations and the need to constantly renew their claims to expertise.  相似文献

This article provides a comparative analysis of the development of lifelong learning in England and Japan, while addressing the multi‐dimensional nature of ‘lifelong learning’. The article argues that ‘lifelong learning’ is a concept which has unusual adaptability and legitimacy, and for these reasons has been subject to multiple translations over the last twenty years in both England and Japan. These translations can be identified: a) through discourse; b) in the development of policy; and c) as the shift in the political ideology. Drawing on the insights generated from the three strands, the article concludes that lifelong learning is being translated to accommodate various agendas and has been adapted in diverse contexts.  相似文献

In this article, the late Jarl Bengtsson briefly traces the evolution of the concept of lifelong learning within the member states of the Organisation for Economic Co-operation and Development (OECD). He points out that on the one hand lifelong learning is accepted, in policy terms, by all OECD countries and many other countries, but on the other hand there is an uneven and slow pace of implementation of lifelong learning. He examines three main reasons for this, namely the lack of workable implementation strategies, the lack of a funding system and stakeholders’ resistance to change. Without denying that each country is different and has to develop its own strategy, Bengtsson identifies a certain number of policy and research issues common to all countries, which are relevant to the acceleration of the implementation of lifelong learning strategies and programmes. Based on a paper originally presented at the Asia European Meeting (ASEM) Conference in Beijing in November 2009, this article closes with a reflection about where lifelong learning might be in 40 years’ time. Jarl Bengtsson updated his seminal paper in 2012 for inclusion in this special issue on lifelong learning, taking into account recent developments such as the establishment of learning societies. This article examines an important and yet neglected aspect of the relationship between higher education and the labour market in contemporary China. It does this through a detailed case study of student motivations, quality and status in adult higher education (AHE) in the city of Taiyuan, Shanxi Province. This is a region which has seen major economic and social changes as China makes the transition from a centrally planned to a market‐oriented economy. The case study is placed in that context. Using the theoretical perspective of human capital theory, the article examines the role of education in labour markets. It then considers the relevance of lifelong learning to the research and provides an account of the methodological approach used in the study. The findings of the research are then presented according to the key research questions. These are that the utilitarianism which exists in AHE provision and demand in China has had an impact upon the quality of provision and learning in this sector. This will definitely not help to develop a lifelong‐learning‐based society and promote citizens’ all‐round development as suggested by government regulations on lifelong learning.  相似文献

Rapid technological change, increasing globalization and a changing world of employment with multiple roles during one's professional life are necessitating a change from knowledge to learning societies. Full participation requires lifelong learning skills, meaning the ability to solve problems, work both independently and in a team, communicate effectively in all formats and on all levels, and self-direct one's learning and professional development needs. Universities need to take responsibility in preparing students for lifelong learning. While engineering and science degrees traditionally do not emphasize the importance of lifelong learning skills new programmes of study are now being introduced, often using electronic portfolios to support engagement with learning objectives and reflection. This article describes an electronic portfolio initiative that is targeted at engineering and computer science students. The initiative aims to create awareness among students on the nature and importance of lifelong learning skills, to facilitate the development of such skills and to assist students in showcasing their competence regarding these skills. Interviews with industry representatives regarding the characteristics of a lifelong learner and the values of constructing and presenting portfolios were conducted and have resulted in strong support for the electronic portfolio initiative. The article provides background on lifelong learning and electronic portfolios, outlines the design of the initiative and then focuses on feedback from industry representatives.  相似文献

The requirements placed on learning technologies to support lifelong learning differ considerably from those placed on technologies to support particular fragments of a learning lifetime. The time scales involved in lifelong learning, together with its multi‐institutional and episodic nature are not reflected in today’s mainstream learning technologies and their associated architectures. The article presents an integrated model and architecture to serve as the basis for the realisation of networked learning technologies serving the specific needs and characteristics of lifelong learners. The integrative model is called a ‘Learning Network’ (LN) and its requirements and architecture are explored, together with the ways in which its application can help in reducing barriers to lifelong learning.  相似文献

In this article, Ann Limb outlines the main elements of new Labour's emerging policy framework for adult, continuing and further education within the context of the debate about lifelong learning. The government has established its coherent purposes for further education and now expects successful implementation by the sector in return for significant funding. Raising standards and widening participation are the keystones of this policy and, as in other areas of government activity, ‘zero tolerance of failure’ and ‘social inclusion’ are at the heart of the agenda for further education. The article suggests that the diverse assumptions underlying the delivery of lifelong learning policies nonetheless remain largely unexplored and that it is too soon to make a sound judgment about the likely effectiveness of the new lifelong learning partnerships  相似文献

Social workers practice in rapidly changing and complex environments where they encounter challenges that include increasing evidence-based practice requirements, a shifting information landscape, and diminishing workplace resources. To address these challenges, social workers need to engage in lifelong learning. This article examines New Zealand experiences and understandings of lifelong education and lifelong learning over the past 30 years or so. It investigates the place of lifelong education and lifelong learning discourses in shaping public policy in Aotearoa as well as questions about the similarities and differences between the discourse in New Zealand and in Europe and the UK. The aim of the paper is to throw light on the following questions: what effects, if any, have notions of lifelong education or lifelong learning had on public policy discourses on tertiary education and the education of adults? Is there evidence to suggest that notions of either ‘lifelong education’ or ‘lifelong learning’ have provided a vision or sense of purpose or set of guidelines in developing public policies? Have they served to justify or legitimate new initiatives or funding arrangements? And, if so, what is the nature of this influence? Finally, in the light of this discussion the article also examines the question whether notions of ‘lifelong education’ and ‘lifelong learning’ as they have featured in the academic and policy literature are predominantly located in a Euro‐centred discourse and hence how they might be reconstituted to reflect more adequately discourses of learning and education in other parts of the world.  相似文献

This study examined and compared the legal inputs, structural settings and implementation process of lifelong learning policy in Thailand and Japan focusing on street-level agents. The findings demonstrated that while both countries had legal frameworks that provided a legislative platform to promote lifelong learning among the elderly based on a bottom-up implementation of policies, three major differences existed that equated with different outcomes of lifelong learning among the elderly in both countries. First, the promotion of lifelong learning for the elderly in Thailand mirrored complex administrative structures of several host organizations and multiple legal frameworks; whilst Japan’s lifelong learning policy had been promoted based on the Social Education Act under a single ministry. Second, while Thailand based its policy implementation on government agents at the regional and local level in policy delivery, Japan developed a community-based multilayered platform that promoted the policy with active involvement from various local players. Finally, lifelong learning policy for the elderly in Thailand reflected the personal initiatives of policy promotion by government agents at the local level; whereas, lifelong learning policy for the elderly in Japan was pursued based on the interests of the elderly and the community in which they lived.  相似文献

This article discusses two school‐based case studies of vocational education and training in the areas of information technology and hospitality from the perspective of the agendas of ‘lifelong learning’. Lifelong learning can be seen as both a policy goal leading to institutional and programme reforms and as a process which fosters in learners identities that enable them to thrive in the circumstances of contemporary life. These case studies suggest that current approaches to vocational education and training in schools are enacting the first but not the second of these agendas. Institutional barriers are being removed and work placements drawn in to schooling programmes. However, the pedagogy, assessment and curriculum of the programmes emphasizes short‐term (and conflicting) knowledge objectives rather than orientations to flexible lifelong learning. We argue that it is teachers rather than the students who are thrust most forcibly into adopting new learner‐worker identities consonant with the attributes of ‘lifelong learners’ and the demands of the contemporary workplace.  相似文献
