Challenges to Academic Values and the Organization of Academic Work in a Time of Globalization

With the ongoing Bologna Process in mind, the author analyzes the effects of globalization on the academic world. In so doing, he traces the origins of globalization, arguing that it is not as new a phenomenon as one might think. He then analyzes the interactions of academic work and globalization and of academic values and globalization. Focusing on Central and Eastern Europe, the author proposes that the negative effects of the communist period on higher education in the region have stimulated a greater awareness of the fragility of traditional academic values than may be the case elsewhere, and a heightened desire to protect them. At the same time, the experience of communism (and now of transition) seems to have imparted great flexibility and pragmatism to higher education in the region as it responds to the challenges of globalization. Still, globalization is highly challenging to European higher education, East and West.

The Global Forces Affecting the Education Sector Today--The Universities in Europe as an Example

The author focuses on capital-led globalization and its accompanying ideology of economic liberalism and discusses its effects on European higher education. She focuses first on the well-known tendencies to operate higher education institutions like profit-making corporations and to turn academics into intellectual workers. Then she examines the linguistic vehicle for this kind of globalization, the increasing predominance of English to the detriment of the academic use of so-called small languages. English language-dominated economic globalization, the author feels, decreases the ability of higher education to further the aims of cultural enrichment and the advancement of knowledge.     

诚信为本 德知双修--关于大学生诚信教育的价值分析

诚信在中国传统道德理论和实践中具有本体的价值。由于传统道德教育的缺失、市场经济中的趋利现象和道德个体自由主义的负面影响，全社会的诚信受到冲击，所以加强大学生诚信道德教育既是时代的呼唤，也是现代大学生适应全球化时代的道德要求。诚信教育可以培养和健全大学生的理想人格，建立正确的交友观念，端正学习态度，最终实现德知双修，报效国家。     

当代中国高等“国学”教育建设之省思

当代中国的高等“国学”教育,可以从三个功能层面和路向来加以理解:面向学院学术的专业教育、面向公民培育的通识教育、面向文化建设和文明对话的中国文化传统之诠释和转化.“为学”的教育和“为人”的教育,都可以指向参与文明对话和参与社会转型新文化建设之目标.这是我们思考当代高等“国学”教育的立足点和出发点.同时,我们揭出“中国古典学”之概念,以为当代“国学”教育和学科建设的核心内容.     

新时期我国高等教育国际化面临的挑战及应对策略

我国现代高等教育自诞生至今便是一个逐步国际化的过程。在当今经济全球化及高等教育国际竞争日益剧烈的时代背景下,如何提高自身国际化水平,显得至关重要。在深刻理解高等教育国际化本质内涵与特征的基础上,理性面对当今我国高等教育国际化所遭遇的诸如发展水平不平衡、人才流失严重、商业化气息浓厚、学科竞争力薄弱、教育主权遭受弱化等挑战,从五个方面提出进一步加快我国高等教育国际化进程的应对策略:树立全球意识、培养国际化人才,加强制度建设、营造良好人才环境,深化国际交流与合作,加强学科建设、提高学科竞争力,完善我国高等教育国际化的管理体系。     

The Survival of the Democratic Intellect: Academic Values in Scotland and England

Using the results of a sample survey of academics in higher education institutions in Scotland and England, the paper assesses attitudes to the civic role of higher education. It places these in the context of debates about core academic values, about the public accountability of higher education institutions, and about the devolution of political power in the United Kingdom. It finds that there is widespread attachment to a civic role for higher education, alongside strong attachment to traditional academic values. These values are not significantly influenced by individual academics’ gender, age or social class of origin, and differences by academic discipline are not as strong as might be expected. Academics in Scotland tend to hold a somewhat more civic view than academics in England. This national difference seems to be a product of distinctive national systems, since academics of English origin in Scotland share in the majority Scottish views.

全球化背景下学术职业流动与大学学术劳动力市场的思考

全球化背景下,学术职业流动呈现出市场化、国际化、多样化的特点。这给高等教育发展带来契机：促进了大学教育国际化;增强了学术职业的国际竞争力;消解大学的国家主义。但同时也带来了系列挑战,使大学学术职业队伍存在安全风险,更使学术职业面临价值两难和身份危机。     

全球化、国际化与高等教育交流:香港的经验

为了应对日益激烈的全球市场竞争,许多新兴国家和地区的政府近年来都纷纷起草教育改革蓝图,并出台一系列针对教育体制改革的措施。香港特别行政区也把教育作为一项优先发展的公共政策,以增强本地公民的全球竞争力。在认识到人力资源是特别行政区拥有的唯一资源后,香港特区政府亦斥巨资投资教育。尽管特别行政区目前面临严重的预算赤字,但教育仍占到2004-2005年政府预算公共支出的最大份额22.5％。本文着重对在全球化的背景下,香港特别行政区采取怎样的措施来改善其高等教育体制,以及香港的大学如何与海外大学加强学术交流,以增强本港大学的国际竞争力进行论述。

浅析“9·11”以来美国高等教育国际化新进展

美国是当今世界高等教育最发达的国家之一,经过几百年的发展,其国际化程度已非常显著。然而,21世纪初发生的“9·11”事件对美国社会的各个领域产生了深远的影响,高等教育的国际化格局也遭受了严重冲击。在新的国际背景和社会发展形势下,美国高等教育国际化出现了新的发展动向。在学生流动方面,留学生数量由减少到不断增加、留学目的地变的多样化;在科研环境方面,自由的学术氛围受到抑制、联邦政府的资金支持力度有所弱化;在课程国际化方面,课程设置出现倾向性、外语教学受到重视、国际联合课程的开发备受关注。当前来看,美国高等教育国际化的多维发展促使其趋向于全面国际化。     

谈我国高等教育国际化的几个问题

全球经济一体化使得传统教育正在经历巨大的变革,教育--尤其是高等教育国际化已成为不争的事实.本文从引进原版教材,增加留学生的派遣与接收,开展联合办学等几方面论述了我国高等教育的国际化问题.     

"无边界"及其挑战:全球化视域下政府、高等教育与市场的关系

对21世纪的高等教育来说,全球化既是其外部生存条件无法避免的特征,也是用以分析其与市场、政府关系的一个关键词。在主权国家条件下,政府对高等教育的作用无疑是非常关键的,与市场一起构成了传统的权力矩阵模型。但在日益呈现无边界特征的全球高等教育服务市场中,政府与高等教育之间的关系因为市场力量的强大而变得复杂,政府的角色需要重新定义,三者之间的权力矩阵关系也需要在无边界的背景下重新梳理。     

全球化视域下大学生民族精神教育的生成基线及其价值评判

全球化背景下,大学生民族精神教育是我国应对全球化挑战的重要法宝,而对其生成基线进行研究和评判是开展教育的首要前提。大学生民族精神教育的生成基线以传统的儒道释文化体系为本体、以革命传统精神和时代精神为两翼,融传承性、先进性、层面性为一体。大学生民族精神教育的时代价值体现在维护民族文化安全、确保国家主权完整、匡正民族价值观偏离等方面。     

知识商品化及其对高等教育公共性的侵蚀

在全球化和知识经济的双重背景下,受新自由主义这一管理全球经济和构建世界新秩序的思想意识形态的波及,世界各国"竞争型政府"强调知识的经济价值,导致知识的公共产品性质弱化,私人产品和商品性质增强,知识逐渐演变成兼具公共与私有性质的混合产品,乃至成为可在市场上交换的国内商品和可贸易的国际商品。在过去二三十年间,高等教育商品化、商业化和市场化趋势,均可看做是知识商品化的体现。     

Higher Education as the Producer,Transmitter, and Broker of Knowledge as well as of Competence

Higher education is a rapidly changing mutant. In post‐industrial society, the entire world of higher education is being questioned because new and different producers, transmitters, and brokers of knowledge and competence have emerged and are now flourishing. As the result of a wide‐ranging research exercise on reforms in higher education within the European Union Member States, this article discusses the most crucial problems and contradictions of the present life of the university and non‐University sectors of higher education and suggests the justifications for and the conditions of their new role within the globalization of economics and information. The relationships between research and teaching, academic and professional preparation, the independence of “culture” and its responsiveness to social demands, as well as the relevant changes in the types of publics entering higher education are critically assessed, and a new mission for the whole system of higher education is suggested.     

中国高中生对留学海外高校质量信息的重视程度及其影响因素研究

20世纪80年代以来,随着高等教育的全球化和中国经济的发展,越来越多的中国学生留学海外接受高等教育。学生能否做出高回报的海外高等教育决策,与他们对海外高校质量信息的了解有着密切联系。本研究利用香港中文大学教育学院2007年对全国东中西7个城市12961名高三学生所做的“留学海外高等教育的看法和意愿”问卷调查数据,分析了我国高中生对海外高校质量信息的重视程度,以及可能影响这种重视程度的因素。研究发现,学生普遍重视海外高校的质量信息。同时,在各种因素中,不同留学付费方式、留学国家和专业选择偏好,以及学生个人特征（如家庭居住地特点、学业自评水平）因素,对学生对质量信息的重视程度都有着显著的影响力。
