华盛顿九国条约规定的关税特别会议的议事范围不包括恢复中国关税自主权问题在内。会后,北洋政府为关税会议作准备而发起召开的关税研究会对“税权”问题的讨论,虽已含有突破华会条约所定议事范围的趋势,但北洋政府本身却无法实现这一突破,它需要一种外在的力量加以促成。正在国人为关税会议的前途担忧之际,五卅运动爆发。其作用体现在两方面,一是废除不平等条约运动的兴起,一是各界对扩充关税会议议事范围的要求,正是这两种因素的共同作用使关税会议的议事范围突破了华会条约的限制。  相似文献

因巴黎和会上中国代表拒绝和约签字,山东问题成为“悬案”。华盛顿会议上,山东问题在会议的“边缘”进行会谈,中、日双方最终签订条约,中国收回山东主权。期间,中国政府和人民为收回山东进行了不懈的努力,美、英两国的支持也是一个重要因素。中国又回到了几个帝国主义国家共同控制的局面,半殖民地的地位没有根本改变。  相似文献

The first Intergovernmental Conference on Environmental Education convened by Unesco was held in Tbilisi (the Georgian SSRT USSR) from 14 to 26 October 1977. The Conference was organized by. Unesco in . co‐operation with the United Nations Environment “Programme (UNEP).

The Conference had the following main points on its agenda: major environmental problems in contemporary society; role of education in facing the challenges of environmental problems; current efforts at the national and international levels for the development of environmental education; strategies for the development of environmental education at the national level; regional and international co‐operation for the development of environmental education: needs and modalities.

The following information is based on those parts of the Final Report of this Conference which are of special importance in the planning, formulation and organization of environmental education in higher education institutions in the European region.  相似文献

在中国共产党的历史上,曾三次选择了自己的旗帜。第一次是中共一大上选择了马列主义为自己的旗帜;第二次是中共七大上选择了毛泽东思想为自己的旗帜;第三次是中共十五大选择了邓小平理论为自己的旗帜;在中共十六大上又把“三个代表”重要思想确立为我们党的指导思想写进了党章。中国共产党四次选择自己的旗帜是马列主义与中国革命和建设实际相结合的必然结果。  相似文献

During the Bologna reforms, the Standing Conference of the Ministers of Education and Cultural Affairs (abbr.: Standing Conference) formulated education standards for higher education teacher training programmes (KMK 2004a) in the areas of teaching, educating, diagnostics, and innovation. Currently there is very little research on the extent to which these education standards are reflected in the teacher training curriculums at universities. This contribution analyses the course regulations, module handbooks, and exam regulations for teacher training programmes at 16 universities for the inclusion of content required by the education standards. The document analysis shows that a large proportion of the education standards introduced by the Standing Conference (KMK 2004a) are not considered by the curriculums of many universities.  相似文献

The subject of the 12th Biannual Conference of the Standing Conference of Rectors and Vice‐Chancellors of European Universities (CRE) held on 8‐9 April 1976 in Munich, was “Foreign students and their access to universities”. The Conference analysed this theme on the basis of the following three papers:

  • “Reflections on Problems of Student Mobility from the Third World” by Professor Dr. Gerhard Grohs, Berlin

  • “Mobility of Students and Mutual Recognition of Diplomas in the European Community” by Karl H. Massoth, Head of Division, Directorate‐General for Research, Science and Education, Commission of the European Communities, Brussels

Information on UNESCO's involvement with the subject of the Conference and on the objectives and activities of the UNESCO European Centre for Higher Education was given by its Director (see page 30).

The 14th Semestrial Conference of the Standing Conference of Rectors and Vice‐Chancellors of the European Universities (CRE) on “Social Relevance of the University” was held in Edinburgh from 21 to 22 April 1977.

The following three subjects constituted the main points of discussion:

  • the concept of relevance with respect to undergraduate and postgraduate courses;

  • the role of manpower planning in relation to university admissions and curricula;

  • the responsibility of universities for training the professions, for the needs of industry and public service.

The 10th Conference of the Ministers of Higher Education of Socialist Countries was held in Moscow from 16 to 18 November 1976. The 8th and 9th conferences were held in Ulan‐Bator (Mongolia) from 12 to 14 September 1973, and in Havana (Cuba) from 19 to 22 November 1974 respectively.

Ten countries ‐ Bulgaria, Cuba, Czechoslovakia, German Democratic Republic, Hungary, Mongolia, Poland, Romania, USSR and Vietnam participated in the work of the Conference.

The forthcoming issue of the international journal of the socialist countries Sovremiennaja Vysza Shkola (Contemporary Higher Education) published in Warsaw will be devoted to the works of this Conference.

The information presented below is based on a report entitled “Maintaining the Vitality of the University in Matters concerning the Teaching and Research Personnel” written by Professor Rudolf Wildenmann, Rector of the University of Mannheim. This report was presented during the 16th Semestrial Conference of the Standing Conference of Rectors and Vice‐Chancellors of the European Universities (CRE), held from 27 to 28 April 1978 in Salamanca, Spain.

The Conference concentrated on “The Prospects for the Universities after a Period of Expansion”. Besides Professor Wildenmann's report, two other basic reports were presented. They dealt with the following issues:

  • "Maintaining the Vitality of the University in the Field of Finance” by Professor Jean Touscoz, Rector of the University of Nice,

  • "Maintaining the Vitality of the University in Student Matters” by Mr. James Drever, Principal of the University of Dundee.

The publication Archiv für das schweizerische Unterrichtswesen, which the Conference of Cantonal Directors of Public Instruction has edited since 1915, appears this year under a new title, Politique de l'éducation: Annuaire de la Conférence Suisse des directeurs cantonaux de l'instruction publique, and in more modern form. This represents a turning point for the Conference of Cantonal Directors of Public Instruction. While it has functioned in the past as a kind of parliamentary body, it now assumes the role of an agency for educational policy making in Switzerland in partnership with the Confederation.  相似文献
