Summary Clearly, the national government of the Philippines has decided to increase the number and comprehensiveness of its public colleges and universities. While private colleges and universities are likely to dominate higher education in the Philippines for the remainer of this century, it appears that public, tax-supported higher education will become increasingly available there. The Philippines is not a wealthy country but it is devoting a substantial portion of its national resources to public higher education. In 1983, higher education received 2.85 percent of the national budget, a figure that has been rising for years. Compared with some highly developed countries, this is not a large percentage, but for a country that has traditionally relied on private higher education, it is a major and growing investment in the public sector.While many of the better universities in the Philippines are private, many other private educational institutions are small and struggling. As their financial resources become more limited, and as less expensive, tax-supported higher education becomes increasingly available, a lot of the struggling private colleges will probably close. This process is also being hastened by actions of the government to upgrade quality, for example in the case of the many private colleges that developed after World War II. In an attempt to improve the academic quality of these marginal institutions, the Ministry of Education, Culture and Sports has been given extensive authority, and while its intrusion into private institutions has been modest by some measures, its requirements are affecting them all and will speed the demise of some. This is bound to lead to a stronger role for public higher education in the Philippines, a country that is striving diligently to improve the education and hence the quality of life of its people.The author is grateful to several officials of public and private colleges and universities whom he interviewed in the Philippines in March, 1983, and particularly to Mr. S.B. In the post World War Two era and prior to the mid 1980s Australia has been characterised by exclusive public provision, financing and regulation of higher education. The 1980s, however, have been marked by considerable turmoil which culminated in the 1988 White Paper. Circumstances provided by the reform of the higher education system, the booming overseas student market and unmet domestic demand have provided a window of opportunity for private providers. This paper charts the growth of private provision, federal and state government responses and the pressures for subsidy and regulation. The paper concludes that the policies of both levels of government are hastening the development of what Geiger (1988) defines as a peripheral private sector of higher education in Australia.  相似文献

Africa's higher education crisis has prompted the growth of private institutions. Enrollments are very low and in most African countries do not account for a significant proportion of university enrollments. The largest number of private institutions are in Kenya which is the subject of a case study. Private institutions provide professional training in fields of employment opportunity but also offer an education that emphasizes character building functions of higher studies. Private higher education is expensive to provide and costly to attend. Many private institutions are caught in a dilemma. They can not achieve significant efficiencies by reducing instructional costs without damage to the quality of their programs, and they are reluctant to raise tuition and accommodation charges because of the distorting effects on student recruitment. As long as public higher education is provided at low or no cost and private higher education is entirely self-supporting, the private sector will have a peripheral role in higher education in Kenya and other African countries.  相似文献

In 2014, the Australian Federal Government attempted to de-regulate higher education fees so as to allow universities to set their own tuition fees. The associated public debate offer critical insights into how the identity of a student as a ‘customer’ of higher education is understood and deployed when developing higher education policy. This paper uses the 2014 Australian higher education reforms as a lens through which to further scholarly research into the student-as-customer metaphor and to see how it is influenced by the perceptions and understandings of policy actors external to the higher education sector. These include politicians, special interest groups, the students and their parents and prospective employers. This study reveals that the public/private nexus—both of funding and benefit—problematizes traditional conceptualisations of students and others as higher education customers. In turn, this restricts the ability or desire of policy actors to describe how the student functions as a customer as a consequence of market reform. This inability compromises the development of effective and sustainable higher education policy.  相似文献

Many students in Britain, especially those training for the professions, do parts of their courses in the form of placements in the field. Most such placements are compulsory. During placements students are the joint concern of their tutors on the campus and their mentors in the field. The placements on the different courses seem dramatically different. For example, some placements are in primary schools, some in hospital wards, some in factory pharmacies and some in electrical power stations. This study shows, however, that despite such obvious differences in the placement settings, student feelings about placement can be remarkably similar. For staff whose courses include placement there are issues which they could usefully discuss in common.  相似文献

The current study utilizes the theory of planned behavior (Ajzen Organizational Behavior and Human Decision Processes, 50, 179–211 Ajzen 1991) to examine an instructor confirmation-interaction model in the instructional communication context to discover a means by which instructors might cultivate positive student attitudes and increase beliefs that interactions with instructors would be beneficial in the future. Specifically, the model examines how teacher confirmation (Ellis 2000) influences students’ behavioral intention to communicate with instructors. Surveys were distributed to 343 college students (41.7% male and 58.1% female) in a basic communication course. Results were primarily consistent with the proposed model; teacher confirmation was significantly related to attitudes toward communicating with an instructor, subjective norms, and perceived behavioral control. Subjective norms and perceived behavioral control were also positively related to students’ behavioral intention to communicate with the instructor. However, results reveal attitudes toward communicating do not predict students’ behavioral intention to communicate with instructors. It is recommended that future models examine a more contemporary, hi-tech representation of attitude toward student-instructor interactions as it may produce a significant association with students’ behavioral intent to communicate with them. The study concludes with theoretical and practical implications to examine student classroom communication via the confirmation-interaction model and the theory of planned behavior.  相似文献

This article focuses on the steering of higher education systems in the light of political science and public management approaches. It first recalls that an important part of the existing literature on higher education is focused on public policies in terms of reforms and decision-making, while the other part is dedicated to discovering and understanding the policy network or the policy regimes producing these policies. Both perspectives tend to look at higher education as a specific field. By contrast, the authors state that the transformations experienced in higher education are similar to those experienced by other key public services, an can be understood as a redefinition of the role of the nation state in the public generally. They therefore suggest to look at the steering patterns in higher education by investigating the underlying ‘narratives’ of public management reform and their variation or combination from one European nation state to another. Three main narratives of public services reform are discussed: the New Public Management (NPM), the Network governance and the Neo-Weberian narrative. For each narrative, the authors try to predict some ‘signs and symptoms’ that should be observed in higher education. Drawing on this reflection, the authors finally suggest further research perspectives which could be developed.

The paper suggests that the idea of quality in higher education is ideologically constructed and conducted. In a spiral of mutual reinforcements, quality regimes naturalise experience, while the theories of that practice legitimise the naturalness of ‘quality’. I shall suggest that quality regimes provide too narrow readings of higher education. The central concepts, which I propose to use – discourse and power – emphasise the connectedness of ideology and quality in higher education. In particular, I suggest that the ideological character of the idea of quality in higher education is evident in discourses – which themselves are interlinked in networks. These discourses and networks are backed up by power and this helps to sustain their ideological character. Thus, this paper attempts two things: to outline a conceptual framework concerning the ideological character of the idea of quality in higher education and to draw attention to the organisation of that ideological formation.  相似文献

Abstract

Throughout the world, education curriculum are determined and guided by knowledge perceived as being critical for the advancement of humanity. Often such progress is indicated and determined by curriculum shaped by the ways of knowing of the dominant cultural group or languages that have achieved hegemonic status in such communities, in the process marginalizing any ‘indigenous’ ways of knowing as embedded in the language of other cultures. Sometimes such curriculum have little or no connection with contemporary reality. In this article I therefore argue that inclusive curricular knowledge types are critical in education in order to enable all people, individually and collectively, to progress without being inhibited by the hegemony of so-called ‘scientific’ knowledge. I also argue that knowledge as embedded in a language is power, and should therefore be connected to reality. Using critical social theory, I propose an alternative, inclusive treatment of knowledge types in education curriculum – open-ended inquiry – in order to level the learning field for all learners, and, in so doing, to adequately prepare tomorrow's world citizenry.  相似文献
