Inclusive schooling policy: An educational detective story?   总被引:1,自引:0,他引:1  
Since the publication of the Salamanca statement (UNESCO 1994), inclusive schooling has formed a growing part of the deliberations of the special education community. Inclusive schooling research in Australia in the main continues to reproduce traditions of the special education field, emphasising the dominant psychological perspectives that have been superimposed on inclusive education discourses. At the fifth International Congress of Special Education (ISEC 2000) held in Manchester, ‘the death knell of the concept of special education’ (ISEC 2000) was announced. The concept proposed by Mike Oliver, Professor of Disability Studies at the University of Greenwich, asserts an end to understandings of diversity dependent on medical, psychological and charity-based discourses. From a recent study of inclusive schooling policy, and drawing from poststructuralist methodology, I suggest an approach to research, policy development and practice that questions traditionalist theorising in the special education field. Reflecting on the implementation of the Inclusion of Students with Disabilities Policy (DECCD 1995) in the Tasmanian government school system, I outline my alignment with Oliver’s view and highlight how questions of epistemology and reconstructions of research methodologies are central to rethinking understandings of difference. I also illustrate a methodological orientation that offers possibilities for a different science to take place, thereby understanding diversity as multiple and contradictory — and beyond the single ‘detective story’ (Gough 1998) of the medical, psychological and charity-based discourses that circulate in schools as the populist conceptions of ‘inclusion’.  相似文献

Sexuality is something that children experience from an early age. It may be a cause of individual concern and anxiety, but is seldom, if ever, deconstructed at any stage of a child's education. Institutionalized fear and misunderstandings of Section 28 (1988) have effectively removed discussion of sexuality, homosexual or otherwise, from the English school curriculum. This structural silence on sexuality is all too frequently repeated at home. In this article I interrogate how children from lesbian parent households ‘learn’ about sexuality, looking at the effects of their parents' (homo)sexual orientation on their ‘sexuality education’. I consider how sex education is taught in schools; what children traditionally ‘learn’ about sexuality. I then look at whether sexuality education is any different for children from lesbian parent families; whether these children have greater sexuality knowledge, and, if so, how this has been ‘learnt’. I suggest that it may be the ambient presence of sexuality—as both a topic of conversation and mothers' unspoken sexual identity—that means lesbian parent families offer a distinctive form of sexuality education. Both the Dearing Report and the UK government's recent Green Paper on lifelong learning—The Learning Age—have made explicit references to an inclusive system of higher education and its contribution to a more inclusive society. This paper begins by examining the understandings of inclusivity displayed in The Learning Age and discusses the limitations of discourses that restrict the inclusion debate to matters of access. It argues that inclusivity rests on not only access but also the experience of higher education and it points to the need for both structural and cultural change. The paper then presents acase study of gay and bisexual male higher education teachers that draws on in-depth interview-based material from a UK study. It explores how inclusive higher education is with respect to gay and bisexual men and considers structural inequalities that remain, for example, in relation to equal opportunity policies and pension entitlements. The paper also considers the cultural practices of the gay and bisexual male teachers, for example, their engagement in cultural production through teaching and research and their attempts to wrestle control over identity construction in day-to-day interactions. The paper concludes by considering how a relational understanding of difference might offer possibilities for the diverse ‘voices’ of different groups to be reconciled with a collective view of what constitutes the ‘higher education community’ as a whole.  相似文献

This article examines some of the discourses and practices through which schools produce and regulate student sexual identities. It suggests that schools' ‘official culture’ can be seen as a discursive strategy which identifies a preferred student subject that is ‘non‐sexual’. This preference is communicated through the contradictory nature of discourses and practices which constitute ‘official school culture’ around student sexuality. These discourses work to simultaneously acknowledge student sexuality and position young people as ‘childlike’. Through the tension created by these contradictory positionings, schools can be seen to undermine the kind of sexual agency that young people might access to support their sexual well‐being. It is concluded that schools' deployment of discourses around sexuality produces student sexual positionings that may in fact dilute sexuality education's ‘effectiveness’ (in terms of the production of sexually responsible citizens).  相似文献

Background and purpose: The purpose of this article is to shed light on how the research projects of 140 PhD candidates in the National Research School for Teacher Education in Norway (NAFOL) respond to the challenges faced by Norwegian teacher education regarding the demand for higher competence and a stronger research base. The concept of NAFOL is of interest from an international perspective because of its focus on facilitating teacher educators to achieve a PhD. Since 2001, Norwegian educational policy has had a strong focus on strengthening teacher education and making it more research-based than before. From 2017, all new teachers in Norway are expected to take a master’s degree. In order to accomplish this, there is a need for many new supervisors with a PhD in teacher education institutions. NAFOL is a unique project: a consortium of 23 participating network institutions within teacher education. The research school includes 140 research fellows, all of whom wish to achieve a PhD suitable for work in teacher education. The research school is funded by the Norwegian Research Council, originally for a project period from 2010 to 2016. The research school has had a positive external midway evaluation, and the project period has been extended with four cohorts of students to the end of 2021. However, this study is the first one looking into the research projects of this young generation of teacher education researchers. The research question posed in this article is: how do the research projects of the NAFOL PhD candidates contribute to the research base in teacher education? Main argument: The main argument in this article is that the potential impact of this research school is dependent on the quality of the large number of PhD projects connected to teacher education and education in general developed within the research school. The quality is likely to be good because, among other reasons, these projects are scrutinised by the research school community. The challenges these research projects face, located as they are between solidarity regarding grants from the funds financing the PhD candidates, solidarity with the aims of education, and the wish to contribute to innovation, might prove to be able to be met. These research projects have the potential to create innovation in teacher education research through ‘border crossing’ between different educational discourses, as well as through creating new knowledge in meta-studies based on the results from several projects. Sources of evidence and method: In this article, project abstracts from 140 PhD candidates participating in NAFOL are analysed in terms of their theme and problem formulation. The analysis is inspired by discourse analytical thinking – namely that in a certain situation, several conditions for action exist. In this study, these conditions for action are made apparent in the choice of theme and problem formulation in the research projects. The content analysis is focused on ‘signal words’, because these words might signal positioning in different educational discourses. Results: In the study, three main discourses can be seen as influencing the choice of topic and the problem formulation in the projects: a goal-oriented educational discourse, a ‘Bildung’ (i.e. character formation, or personal growth – ‘danning’ in Norwegian) and democracy discourse, and a critical knowledge-producing discourse. These discourses are constituted when the PhD candidates start their research projects but the conditions for action are ever-changing and, hence, the findings in this study cannot, of course, be considered as ‘final’. The development of these discourses within the research community of NAFOL is one way of scrutinising the research projects in order to make a contribution to qualified teacher education research. Conclusion: ‘Border crossing’ between discourses in research projects concerned with what might be, and what can make a difference in a knowledge society could be a key way of enhancing the future for a young generation of researchers in teacher education. The research projects carried out by the PhD candidates in NAFOL have the potential to develop both new knowledge and new discourses of importance for Norwegian teacher education, as well as for a broader international context regarding professional development in teacher education and education in general. The view of the teacher education profession – and on what a teacher educator can be – could become more fully informed than before the candidates’ participation in the research school.  相似文献

This article reports on recent research funded by international development actors which explored how Senegalese youth acted as ‘active citizens’ and claimed their education and sexual and reproductive health (SRH) rights. Our analysis is framed by a review of contemporary international development discourses that seem to offer fertile possibilities for more plural understandings of sexuality. After describing the research methodology and methods, we draw on post-structural theory to analyse the discourses youth deployed to talk about sex and their sexualities. Rather than a source of pleasure, youth’s talk of sex and sexuality was dominated by discourses of morality and medicine, in ways that sustained a heteronormative gender regime permeated by entrenched hegemonic masculinities. We conclude that rather than the fertile possibilities identified in our opening review, the SRH lens re-inscribed a negative framing of sexuality which was compounded by both family and religious norms.  相似文献

Popular discourses about ‘boys' education’—both in Australia and internationally—have often been drawn from oppositional storylines that construct ‘boys’ at school as a new disadvantaged group. This paper rejects such a construction, arguing that it fails to take account of the economic and social advantages that boys, as a single group, still experience in the post-schooling years; that it fails to differentiate within the category of ‘boy’, to examine how particular groups of boys fare far less well than do other groups of boys; and that it neglects the impact of constructs of masculinity upon boys' lives at school. The paper considers four issues of significance for boys at school: narrow and stereotypical subject choice; unruly and risk-taking behaviours; poor literacy achievement; and low school retention rates. However, it demonstrates that these issues predominantly affect boys who are unprotected by economic and social privilege.  相似文献

The current debate about boys education risks taking us back decades in terms of understanding the significance of gender in relation to education. Of particular concern here is the tendency within such debates to rely on dichotomous understandings of gender which reinscribe essentialist understandings of both ‘girls’ and ‘boys’. In this way, the so‐called gender wars construct a climate whereby difference between the categories obfuscates difference within each. Here this issue is explored most specifically in relation to access to higher education and the possible impact of single‐sex schooling. Current debates surrounding boys' experience of schooling have refreshed interest in the possible benefits of single‐sex education, particularly for boys. Schools are establishing single‐sex classes for boys and in some cases parallel education (the provision of single‐sex facilities for girls and boys at the same campus) is being promoted as a way forward. In this paper we examine data from Australia's largest and most diverse university in order to explore the relationship between single‐sex schooling and access to higher education in ways which account for difference based primarily on school sector and socio‐economic status. In these terms, if single‐sex schooling is beneficial for boys we need to consider which boys are benefiting and at whose expense.  相似文献

This paper explores citizenship discourses empirically through upper secondary school student’s understandings, as these emerge in and through their everyday experiences. Drawing on a post-structuralist theorisation inspired by the work of Michel Foucault, a discourse analysis of data from interviews with students is carried out. This analysis characterises three discourses of the active citizen – a knowledgeable citizen, a responsive and holistic citizen, and a self-responsible ‘free’ citizen. The analysis raises questions over the implications of contemporary efforts for the intensification of standardising forces through citizenship education. It also stresses the notion that engaging students actively does always also involve discourses other than those stressed through the curriculum, which nurtures the body and nerve of democracy itself.  相似文献

The 1968 structural reform of the education system in Israel was part both of a global process of democratization of education launched after the Second World War and of a larger modernization project in which the social sciences played a crucial role. This dynamic was an expression of a conjunction of interests, in which political forces used research on educational matters in order to advance their socio‐political agendas, while researchers used the state's interest in their work and in the ‘social problems’ they elaborated in order to receive public funding and to obtain state recognition of their scientific contribution. This article traces the reformist discourse structuration—the process of institutionalization of the different social science discourses in state institutions, such as universities and national institutes—in order to disclose the social sciences/politics linkage in Israel. It also puts forward the argument that in order to understand discourse structuration at a national level, it is essential to consider an additional factor: global education networks. Global networks adopted a discourse inspired by the American school model that tended to be adopted by scholars in different countries. The article focuses on the processes in Israel whereby knowledge producers elaborated the ‘inequality of opportunity’ and ‘ethnic gap’ social problems, and proffered the 1968 structural reform as the solution.  相似文献

This paper traces the way discourses within early years policy and practice impose meanings onto the signifier ‘play’. Drawing on Bernstein's conceptualisation of recontextualising strategies, we explore how these meanings regulate troubling excesses in children's ‘play’. This article explores the co‐existence of, and relationship between, alternative education in the form of home education and mainstream schooling. Home education is conceptually subordinate to schooling, relying on schooling for its status as alternative, but also being tied to schooling through the dominant discourse that forms our understandings of education. Practitioners and other defenders frequently justify home education by running an implicit or explicit comparison with school; a comparison which expresses the desire to do ‘better’ than school whilst simultaneously encompassing the desire to do things differently. These twin aims, however, are not easy to reconcile, meaning that the challenge to schooling and the submission to norms and beliefs that underlie schooling are frequently inseparable. This article explores the trajectories of ‘better than’ and ‘different from’ school as representing ideas of utopia and heterotopia respectively. In particular I consider Foucault's notion of the heterotopia as a means of approaching the relationship between school and other forms of education. Whilst it will be argued that, according to Derrida's ideas of discursive deconstruction, alternative education has to be expressed through (and is therefore limited by) the dominant educational discourse, it will also be suggested that employing the idea of the heterotopia is a strategy which can help us explore the alternative in education.  相似文献

This paper elaborates possibilities and limitations for sex education in schools by mapping the consequence of introducing the topic ‘sex’ within a range of scientific and informal discursive settings. The organising and regulating structures of the school maintain the boundaries between common‐sense and scientific discourses. Bernstein made a distinction between vertical discourse and horizontal discourses. Vertical discourses characterise scientific discourses that are coherent, explicit and systematically principled structures. Horizontal discourses characterise common‐sense discourses that are local, segmented and context‐dependent. The implications for teaching sex education through vertical discourses such as science, English and art as opposed to personal and social education, which is a horizontal discourse, are discussed. Yet, all discourses are unstable, and the notion of a ‘tipping point’ is introduced to demonstrate the potential for sex education when vertical discourses collapse.  相似文献

This article discusses a narrative inquiry as a methodology for understanding and examining teachers' interpretations of their environment‐related teaching experiences. Focusing on the value of teacher stories for interrogating the discursive practices of schools as institutional contexts, four main rhetorical themes are identified to illustrate how teachers' engagements in practice and thinking with environmental education display ongoing identity work. Five Korean secondary science teachers' stories illustrate the dynamic processes and interplay between multiple discourses, such as the ‘proper’, ‘good’, ‘science’ teacher, and the cultural norms, resources and subject positions available to them, as they take up and explain their own and others' meanings and subject positions in science education and environmental education. The paper discusses the value of narrative inquiry to conceptualising teacher agency in ways that offer alternatives to conventional research perspectives in this field, and in taking account of the possible meanings of environmental education, the possibility of creating cracks and ruptures in the ‘sense‐making’ discourses and ‘sense that is made’ of experiences of environmental education and school education more widely.  相似文献

Threats or harassment related to the enforcement of gender norms remain largely unchallenged in many schools. Possibilities for meaningful interventions have been undermined by an over-reliance on individual, psycho-pathologised understandings of ‘bullying’ and a reluctance to examine contextual and socio-cultural mechanisms of power. Poststructural feminist approaches offer an alternative view of gendered violence and its responses—one that focuses on the meanings that individuals and groups constitute through discourse around gender, violence and ‘bullying’. This article examines focus group data from teachers and students from one Australian school that experienced a significant event of gendered violence referred to as ‘Kick a slut in the head day’. Results demonstrate that participants minimised or dismissed the ‘seriousness’ of this event through employing particular ‘discursive manoeuvres’ drawn from hegemonic discourses of ‘bullying’. Teachers utilised essentialist discourses to illustrate that the incident was ‘not bullying’, while students suggested that it was a ‘joke’ or that the girl/s were deserving of the treatment. These findings suggest that ‘discursive manoeuvres’ are a helpful indicator for understanding contextual resistance to addressing gendered violence.  相似文献

Since the 1990s the educational community has witnessed a proliferation of ‘bullying’ discourses, primarily within the field of educational developmental social psychology. Drawing on ethnographic and qualitative interview data of primary and secondary school girls and boys, this article argues that the discourse ‘bullying’ operates to simplify and individualise complex gendered/classed/sexualised/racialised power relations embedded in children's school‐based cultures. Using a feminist post‐structural approach, this article critically traces the discursive production of how the signifiers ‘bully’ and ‘victim’ are implicated in the ‘normative cruelties’ of performing and policing ‘intelligible’ heteronormative masculinities and femininities. It shows how these everyday gender performances are frequently passed over by staff and pupils as ‘natural’. The analysis also illustrates how bully discourses operate in complex racialised and classed ways that mark children out as either gender deviants, or as not adequately performing normative ideals of masculinity and femininity. In conclusion, it is argued that bully discourses offer few symbolic resources and/or practical tools for addressing and coping with everyday school‐based gender violence, and some new research directions are suggested.  相似文献

Few studies have examined children's understandings of feminist picture books, and thus their potential usefulness for disrupting dominant discourses and providing alternate storylines. This article draws on research conducted in Australia with a class of 6- and 7-year-olds, examining students’ responses to four feminist picture books. The students provided diverse responses to the books, at times reflecting what I viewed as the (feminist) messages of the books and sometimes picking up on other themes or (re)interpreting them as supporting dominant gender discourses. The challenges to understanding the books in straightforward ways related both to the books themselves as well as the gender discourses available to the students. This article argues that there are three key challenges to the feminist potential of these books: a reliance on categories of ‘girl’ and ‘boy’, children's lack of identification with book characters, and the influence of intertextual knowledge.  相似文献

By providing a place in which children can be accessed, the school has long been a site for population-level health initiatives. Recent policy shifts towards health-promoting schools have however re-cast the school from passive host to active collaborator in public health. This paper examines secondary school teachers' views of their roles as partners in Scotland's human papilloma virus vaccination programme. Focus groups were held in seven schools across Scotland. Confusion was evident in relation to this role, with competing understandings of young women's sexuality, concerns about parental perceptions and uncertainty about professional responsibilities. Many teachers sought to distance themselves from the vaccination programme. Evidence was found of a ‘sedimentation of discourses’, as mass models of state-sanctioned health intervention persist alongside contemporary discourses of individual choice.  相似文献

There is evidence suggesting that self harm among young people is beginning earlier, in childhood and adolescent years. This paper reports on a qualitative study of primary school staff responses to self harm among children. Some studies with adolescents show self harm presents challenges to education professionals who may lack training or resources to address this issue, yet research concerning self harm among primary school children is limited. The present study provides an analysis of education professionals’ experiences and understandings of self harm in primary school children. Interviews with 15 staff members from six schools in the North of England were analysed using Interpretive Phenomenological Analysis. Key themes discussed concern: how self harm affects staff emotionally; reasons staff ascribe to children’s self harming; how self harm is managed. The present study indicates problems associated with a ‘fire‐fighting’ approach where self harm is only dealt with as it becomes visible. Instead, the authors advocate policy‐level initiatives proactively addressing self harm, as has happened in sex and drug education. Intervention around self harm in schools could usefully broaden staff members’ understandings of self harm, allow opportunity for reflection and discussion, and make resources available to staff working with children who self harm.  相似文献

This article draws on data collected during a pilot study conducted in two west London schools exploring young people’s understandings of success. It considers ways in which ‘discourses of success’, as part of New Labour’s project of re‐inventing schooling, may shape young people’s subjectivity. The article examines articulations between New Labour policy and aspects of social difference and how these structure new identifications with success. In particular, the article explores how class, gender and ethnicity shape discourses of success and how they are implicated in their distribution. In conclusion, the article indicates how current education policy (particularly in relation to educational success) articulates the ‘public’ domain with dimensions of the ‘private’ self and suggests that understanding this is vital in the pursuit of social justice.  相似文献
