Media Democratization at the Crossroads: Community Radio in Thailand and Malaysia

Community radio can serve as an important national resource, giving local voices access to media and providing an alternative to mainstream broadcasters. This study examined the status of community radio in two contrasting settings: Thailand where community stations number in the thousands and Malaysia where community radio has so far not been allowed. Although Thailand's community broadcasters started their operations without formal authorization, successive governments have not taken action to force their general closure. However, steps to create a legal status for them have moved at a sluggish pace. In Malaysia, authorization for community radio stations seems never to have been seriously considered even though public groups have expressed enthusiasm for the idea. In both nations, political considerations have been major factors governing the slow development of policies for community radio.

A Ghost in the Catalog: The Gradual Obsolescence of the Main Entry

There are many automated serials control systems on the market today. SC350 is OCLC's entry. SC350 is an efficient and cost-effective way to handle serials in any type of library. The system is divided into modules, such as prediction, check-in, claiming routing, etc. Each module is clearly defined and easy to master. No system is flawless, however, and this includes SC350. Problems exist with the manual, but these are manageable. OCLC has shown a willingess to work with users in enhancing and correcting the SC350 software. Overall, the advantages in uslng SC350 for serials control far outnumber the disadvantages.

青年亚文化视角下的网络“鬼畜”文化——基于迷群文本生产的研究

所谓“鬼畜”,指的是一种剪辑率和声画同步率极高的视频形式,以达到一种洗脑或爆笑的效果.鬼畜是对传统视频的颠覆,体现了对主流文化的反叛,属于网络青年亚文化.文章运用问卷调查法和访谈法,对鬼畜亚文化迷群的鬼畜文本生产行为与动机进行了分析.研究发现:鬼畜迷群文本生产的动机是自我价值实现、社交满足及情感的宣泄.鬼畜迷群所构建的话语体系更独立,相较其他亚文化显得更为专业、狭窄,迷群内部的认同感更高,因此以社交与自我认同建构的生产、消费导向更为明确.鬼畜文化展现出具有弱化抵抗、多元发展自身文化和偏重娱乐化的特质,符合后亚文化的典型特征.但这并不意味着“鬼畜文化”已经被彻底收编,目前它正处于一个略微尴尬的位置.     

Let It Flow: The Monopolization of Academic Content Providers and How It Threatens the Democratization of Information

The monopolization of academic journal publishers concentrates power and valuable information into the hands of a few players in the marketplace. It has detrimental effects on how information flows and is accessed. This, in turn, has profound effects on how a nation progresses. Placed in a theoretical framework, utilizing the marketplace of ideas and the economies that coincide, this article takes a look at the history of Elsevier in order to chart this course toward monopolization. It exhibits the effect it has already had on the academic community, while offering two models of Open Access as a much sounder option.     

Characterization of stone from the Metropolitan Cathedral and from the facade of the National Museum at Tepotzotlan,Mexico

Abstract

The deterioration of stone monuments in urban atmospheres mainly involves corrosion by acid solutions. Thus the characterization of the material is of great importance in the understanding of stone decay. In this work, samples were taken from the balcony of the Metropolitan Cathedral (Mexico City), from three different areas of the facade of the National Museum of Tepotzotlán (NW of Mexico City) and also, for comparison, new fresh stone from the quarries of Chiluca and Los Remedios. Mineralogical, petrographic, chemical and structural analyses were carried out on all the samples, and a relationship was established between the degree of decay and the stone characteristics, such as porosity, specific surface area and calcium content. The characterization of the type of stone also influences the selection of conservation treatments.

A comparison of interlibrary loan requests received by the National Library of Medicine: 1959 and 1984

In 1962, an analysis of interlibrary loan requests for serials filled by NLM in 1959 was published. In the twenty-five years following 1959, important changes occurred in the biomedical library community, which had a significant impact on interlibrary loan activities, including the development of MEDLARS and online searching, the Regional Medical Library (RML) network, and union listing for serials. To describe NLM's current interlibrary loan request traffic for serials and to identify any significant changes in traffic between 1959 and 1984, a comparative analysis of 1984 serial loan requests was performed, primarily by manipulation of automated request records. The changes in request traffic strongly suggest that the efforts to strengthen regional document delivery through the RML program have been successful and that NLM's collection is now used primarily as a last resort.

How Mexico is Striving to Nurture Booksellers and Promote Reading

Citing the small number of bookstores in operation and a poor average annual book consumption among readers in Mexico, publishing industry professionals have long lamented the moribund state of the industry, while calling for more effective legislation to protect both publishers and booksellers and the creation of programs to promote reading among citizens of all ages. But in the last couple of years moves have been made to nurture the book industry and create greater awareness of the importance of reading as a vital cultural pastime, through training programs and by harnessing technological innovation, and while there is still much work to be done, publishers and booksellers alike are optimistic that they are making progress.
