Continuing professional development for RMIT International University Vietnam library staff: Adding value through an international partnership: A case study

The aim of this study was to explore the effectiveness of blended learning – the fusion of face-to-face and online learning experiences – to implement an effective and culturally sensitive program of professional development in an Australian university working in a developing country. It sought insight into pertinent pedagogical approaches for staff development across multiple locations including across national boundaries. The project demonstrated how learners can develop new capabilities and approaches by building on existing skills and knowledge as they interact in communities of practice. The immediate purpose was to design and deliver a continuing professional education program to meet the needs of librarians working at RMIT International University Vietnam in the context of the demands of the academic community and in the light of the challenge library staff experienced in seeking to meet explicit and tacit expectations. The project ran from late January to mid December 2010. The research questions were: ‘Is blended learning effective as an approach to continuing professional development when working across cultures in a multinational organization?’ and ‘What contribution do face-to-face and online components make to learning outcomes?’ The methodology used was an action learning approach. A 2009 consultant’s report into the RMIT Vietnam Library established professional developmental needs which were further detailed in February 2010 by the project leader from RMIT University, Melbourne using a skills audit. Workshops in Vietnam, visits to Melbourne by several Vietnam staff members, and an online forum were then delivered. Reflective practice and ongoing input from staff were utilized to form a feedback loop to modify the project timing and approaches as needed. Evaluation included participant feedback on workshops, tracking changes in Library services, a customer survey, a project-end survey of participants’ behavioral changes against learning topics as self-reported, and discussion with participants. The authors were actively involved in the project: Julia Leong as project leader and Loc Nguyen as project champion at the Saigon South Campus. Blended learning was found to be effective in meeting continuing professional developmental needs and in promoting positive changes in library service provision. Online discussions were effective for extending existing knowledge, gaining practical hints, and examining attitudes. Face-to-face workshops and visits were more effective for learning new material in a systematic way. It is recommended that consideration be given to applying the blended learning model used in this project to continuing professional developmental work in similar contexts.

Points of convergence: seamless long-term access to digital publications and archival records at library and archives Canada

In 2004, Canada’s national library and national archives merged to form Library and Archives Canada (LAC). LAC has become more than the sum of its parts, creating synergies between library and archives collections and services, realizing efficiencies and satisfying user demands for seamless access to all holdings. LAC has already created and launched Fed Search, an online search tool that provides clients with single-search access to library, archives and online collections. LAC is in the process of building a Trusted Digital Repository that will combine ingest, preservation, management and dissemination services for archives and library collections.     

近五年来数字图书馆信息安全问题研究综述

本文概述了近五年来有关数字图书馆信息安全的研究成果。论文在归纳了数字图书馆信息安全概念、特点、主要危害及原因的基础上，从技术手段、管理手段、法规政策三个方面概述了相关的解决方案。     

The effects of open access on un-published documents: A case study of economics working papers

The use of scholarly publications that have not been formally published in e.g. journals is widespread in some fields. In the past they have been disseminated through various channels of informal communication. However, the Internet has enabled dissemination of these un-published and often unrefereed publications to a much wider audience. This is particularly interesting seen in relation to the highly disputed open access advantage as the potential advantage for low visibility publications has not been given much attention in the literature. The present study examines the role of working papers in economics during a 10-year period (1996–2005). It shows that working papers are increasingly becoming visible in the field specific databases. The impact of working papers is relatively low; however, high impact working paper series have citation rate levels similar to the low impact journals in the field. There is no tendency to an increase in impact during the 10 years which is the case for the high impact journals. Consequently, the result of this study does not provide evidence of an open access advantage for working papers in economics.     

Ethics and access to teaching materials in the medical library: the case of the Pernkopf atlas

Conflicts can occur between the principle of freedom of information treasured by librarians and ethical standards of scientific research involving the propriety of using data derived from immoral or dishonorable experimentation. A prime example of this conflict was brought to the attention of the medical and library communities in 1995 when articles claiming that the subjects of the illustrations in the classic anatomy atlas, Eduard Pernkopf's Topographische Anatomie des Menschen, were victims of the Nazi holocaust. While few have disputed the accuracy, artistic, or educational value of the Pernkopf atlas, some have argued that the use of such subjects violates standards of medical ethics involving inhuman and degrading treatment of subjects or disrespect of a human corpse. Efforts were made to remove the book from medical libraries. In this article, the history of the Pernkopf atlas and the controversy surrounding it are reviewed. The results of a survey of academic medical libraries concerning their treatment of the Pernkopf atlas are reported, and the ethical implications of these issues as they affect the responsibilities of librarians is discussed.     

Time-driven activity-based costing for a library acquisition process: A case study in a Belgian University

Library managers are continuously urged to provide better library services at a lower cost. To cope with these cost pressures, library management needs to improve its understanding of the relevant cost drivers. Through a case study, we show how to perform time-driven activity-based costing for a library acquisition process in a Belgian university and provide evidence of the benefits of such an analysis.
