This article gives the background to the introduction of a statutory system of staff appraisal in schools in England. It explains and provides insights into the various stages of the appraisal process from a management perspective. It begins from the premise that a manager is responsible for the performance of staff which he or she manages. Finally, it discusses a number of issues which are problematic and which need to be resolved if a staff appraisal scheme is to be successful from both the individual's and the school's viewpoints.  相似文献

The article uses the framework of resiliency to examine the strategies of principals in schools working under challenging socio-economic conditions that show higher-than-expected educational results. We collected a unique set of data within the Russian ‘National monitoring of education markets and organisations’ programme. This work continues the study, begun in 2014, of the peculiarities of the functioning conditions, management and educational strategies of different groups of schools (urban, rural, implementing higher-level programmes, private, etc.), where authors supplement the economic indicators of school performance with socio-economic contextual factors. A contextualisation model was applied to distinguish the resilient schools studied and the socio-economic characteristics for each school. The typical strategies of principals of resilient schools are as follows: recruiting more successful students from other schools, the branding of the school, creating a culture of high expectations for staff and students, and a less bureaucratic management style.  相似文献

Hopes that the transformation of schools lies with exceptional leaders have proved both unrealistic and unsustainable. The idea of leadership as distributed across multiple people and situations has proven to be a more useful framework for understanding the realities of schools and how they might be improved. However, empirical work on how leadership is distributed within more and less successful schools is rare. This paper presents key concepts related to distributed leadership and illustrates them with an empirical study in a school‐improvement context in which varying success was evident. Grounding the theory in this practice‐context led to the identification of some risks and benefits of distributing leadership and to a challenge of some key concepts presented in earlier theorizing about leadership and its distribution.  相似文献

This paper is based on a multiple case study of schools which have been identified as improving their performance for about a decade. We proposed different criteria by which to characterize and study these improvement processes and, by applying them to our sample, we elaborated a typology of school improvement trajectories: we identified 4 different trajectories of school improvement. We called the first type restricted improvement because at its center is the management of processes that mainly target academic achievement tests; the second is incipient improvement, which is based on changes that restructure the school processes; the third identified trajectory are cases where school improvement is moving toward institutionalization, while the last are those cases where improvement has been already institutionalized and the schools have achieved high levels of educational effectiveness. We identified challenges that schools face at different stages of school improvement and discussed some related policy issues.  相似文献

This paper draws on data collected from a series of semi-structured interviews with head teachers and other stakeholders on the impact and effectiveness of the introduction of a Primary School Improvement Group (PSIG) by the Local Authority (LA). The PSIG was introduced as a response to concerns expressed by the Department of Education about the perceived levels of underperformance by some primary schools in the city. Operating against a background of national policy developments, the LA developed a programme that enabled head teachers of highly effective schools to support senior staff in schools facing difficulty.  相似文献

Leadership gained a lot of attention during the past decades because of school principals' growing responsibilities and the accountability-driven context they work in. However, reviews providing a general overview of effective school leadership theories and effective professional development are rare. The present review was conducted to summarise the existing literature and discover lacunae in school leadership research in preschools, primary and secondary schools. 75 studies focusing on leadership theories, characteristics of effective school leadership and school leaders’ professional development were included and analysed. The present article provides an overview of main leadership theories such as instructional leadership, situational leadership, transformational leadership, distributed leadership and Leadership for Learning. Second, the article focuses on the characteristics of effective school leadership and lastly, the review offers features of effective professional development activities for school principals.  相似文献

The importance of strategic planning in education has been increasingly recognised but observations of school principals have shown that little time is apparently devoted to reflective planning. This case study of a secondary college principal, aimed to discover if the reflective practitioner exists by extending non‐participant observation to include the content and timing of a principal's thinking periods. An exploratory study of two grammar schools in the South East of England is used to justify and demonstrate a self-assessed approach that investigates trait emotional intelligence (EI) among school leaders. First, the theoretical underpinnings of ability and trait EI approaches are critically compared based on recent relevant literature. Then the results from TEIQue-SF, a self-evaluation questionnaire, are presented and discussed. Finally, notwithstanding limitations of the study and the approach taken, we suggest that with further empirical research, a refined and usable self-assessed approach could be a useful way for practitioners to evaluate trait EI among school leaders in the future.  相似文献

This paper examines the enactment of instructional leadership (IL) in high-performing secondary schools (HPSS), and the relationship between leadership and learning in raising student outcomes and encouraging teachers’ professional learning in the highly centralised context of Greece. It reports part of a comparative research study focused on whether, and to what extent, IL has been embraced by Greek school leaders. The study is exploratory, using a qualitative multiple case design to examine two HPSS in Athens. The research design involved a qualitative approach using several different methods, including semi-structured interviews with school principals, deputy heads, subject teachers and subject advisers, plus observation of leadership practice and meetings and scrutiny of relevant policy documents. The findings show that IL is conceptualised as an informal collaborative leadership practice, interwoven with the official multi-dimension role of Greek principals and their ‘semi-IL’ role. In the absence of official IL ‘actors’, teachers’ leadership has been expanding.  相似文献

The article relates the experiences of one large comprehensive school in its first year as a member of a pilot Local Resource Management (LRM) scheme. It considers some of the difficulties, the training implications and some of the advantages and disadvantages which have already come to light. This paper explores the connections between School Effectiveness as a research paradigm and developments in policy and practice. With a particular focus on the English school system, 'effectiveness' is examined as a discourse which underpins the accountability regime, and in terms of its influence on the related field of School Improvement. The paper we present here is part of the International Successful School Principalship Project (ISSPP), which is designed to analyse the characteristic traits of successful leadership in different contexts and countries [Day, C., and K. Leithwood. 2007. Successful School Leadership in Times of Change. Dordrecht: Springer-Kluwer; Day, C., and D. Gurr. 2014. Leading School Successfully. Stories from the Field. London: Routledge]. One subgroup of the Spanish research team participating in the ISSPP at the University of Granada has contributed to the project by carrying out a comparative study of the type of leadership for learning at four secondary schools in disadvantaged contexts. Following ISSPP data collection protocols and using a category system specially designed to analyse the leadership for learning carried out by the four principals, the results show that four secondary schools have principals with a similar traits, dispositions and value systems; however, the secondary schools with the best academic results employed practices and strategies more closely associated with leadership for learning than schools with poorer academic results. The data provided by this study confirm the traits and strategies that the ISSPP has been identifying in successful principals in disadvantaged contexts in various countries. It also serves as a source of reflection and discussion on the type of leadership for learning present in some disadvantaged secondary schools in Spain.  相似文献

Elsewhere, the authors have unpacked instructional leadership and have documented that such leadership is associated with more effective schools. Indeed, there has been for a considerable time nearly universal acceptance that learning-centered leadership should provide the central platform on which leadership is enacted. In this paper, a less sanguine narrative is provided on instructional management. Specifically, it documents that for all the evidence and recognition of importance, learning-focused leadership remains a small domain of action for leaders at the school and district levels. It then focuses on both the culture of the profession of school administration and the nature of schooling to explain why in the face of considerable energy and effort only marginal improvements have been realized in deepening instructional leadership. Information technology (IT) presents universities with new challenges and opportunities. Unfortunately, the way IT is managed in some schools prevents it from reaching its full potential. This paper identifies three principles that can help guide IT management. First, universities should consider the role of IT when formulating strategic plans. Second, IT management should be integrated, enhancing the institution's ability to recognise economies of scale and opportunities for technical substitution. Abstract

This article presents findings of a qualitative study on school leadership and professional learning community in two high achieving senior high schools in Northeast China. The findings show that teachers participated in school-based communities of professional learning, such as Teaching and Research Groups, Lesson Preparation Groups, and Grade Groups. While the term professional learning community (PLC) was not commonplace, the actual practices of PLC characterized by collective enquiry and collaborative learning became the norm in the two schools. School leaders demonstrated strong instructional leadership and visionary stewardship for school continuous improvement. They played a critical role in developing and communicating a shared vision, shaping a culture of trust, supporting and monitoring collegial learning. Teacher leadership was evident in collaborative teams and expertise leadership was acknowledged. Emotional bonds and shared responsibility in these teams strengthened professionalism. Concerted efforts were made to create aligned structures and processes that support collective enquiry, and to develop a culture of collaborative learning that builds collective capacities. Developing and sustaining the embedded PLC process within a school seems to provide a promising infrastructure for supporting school improvement in the Chinese school context.  相似文献

Educational research and evaluation for the purpose of improving practice is becoming increasingly common. The teacher‐researcher movement, LEA sponsored self‐evaluation schemes, for example, both involve teachers in reviewing their own practice or the practices of the school as an organization, with the express purpose of utilizing the review data for professional or school improvement. Unfortunately, the methodology for research and evaluation in schools is problematic; one reason for this is the difficulty in deriving valid inferences from data that are often qualitative in kind and subjective in manner. Although there is a body of literature that describes ways of collecting data on the functioning of schools and classrooms, there is little guidance as to how to analyse it. This presents particular difficulties for the teacher or school staff who, for example, are trying to make sense out of a mass of data accumulated from a self‐evaluation exercise. The following paper is an attempt to provide support for teachers and schools in such a predicament: it suggests a method for analysing qualitative data emerging from school‐based research efforts that draws on the traditions of sociological and anthropological field work.  相似文献

This paper refers to the dynamic approach to school improvement (DASI) which attempts to contribute to the merging of educational effectiveness research and school improvement. The main underlying assumptions and the implementation phases of DASI are discussed. Moreover, a study aiming to compare the impact of DASI in helping schools to reduce bullying is presented. The results reveal that DASI has a stronger impact on improving school factors and reducing bullying than other approaches to school improvement. Suggestions for further research investigating the sustainability of DASI on school effectiveness are provided and policy implications are drawn.  相似文献
